MINUTES
1. Call to order.
Jim Harrington, President Pro-Tem, called the meeting to order at 6:02 p.m. at the
Georgetown Pool Event Room.
2. Financial Report
A. Jim Harrington presented the August Financial Report, prepared by
La’Mar Kemp, senior accounting specialist, for Lisa Haines, controller,
City of Georgetown.
As of August 31, 2013:
Year to Date Total Revenues: $ 226,715.04
Year to Date Total Expenses: $ 152,673.01
Current Funds Available: $ 294,031.03
Motion to approve August Financial Report: Mike Ashley; Bill Weber, second.
Vote to approve was 5-0.
B. Jim Harrington advised the Board that Williamson County will have a
public hearing regarding 2014 Budget at 9:00 a.m., September 12, in the
Board Room of the Williamson County Central Appraisal District Bldg.
C. August expenditure of $6,284.14 for Sun Terra landscape services was
noted.
3. Consideration and possible action to approve minutes of Georgetown Village
Public Improvement District #1 meeting held August 13, 2013.
Motion to approve August 13, 2013 minutes: Bill Weber; second, Mike Ashley.
Vote to approve was 5-0.
4. Status update on Landscaping projects.
Alex Hayes advised that Daniel Wilson of Sun Terra had provided a report of an
irrigation inspection conducted during the past month. The report indicated that
there were no major voids or malfunctions; however, a number of broken lines
and heads need to be replaced.
Mary Drake noted that, at one time, there were concerns that a planting bed on the
west side of Shell frontage had not been replanted because there was no irrigation
present for this bed.
Alex Hayes will follow up with Sun Terra to get a quote for replacement of
broken lines and heads noted in their report and will question them about
irrigation for the unplanted bed on Shell frontage and request quote as
appropriate.
5. Consideration and possible action on election of board officers.
Jim Harrington suggested that we postpone election of officers (President, Vice
President, Secretary, and Treasurer) until the board had an opportunity to review
duties of each position. Mary Drake noted that an outline of duties was contained
within the Governing Rules. Discussion followed regarding when each member’s
term would expire.
Motion to postpone election of officers until the October meeting: Mike Ashley;
second, Mary Drake. Vote to approve was 6-0.
6. New business.
Jack Alley reported that a resident group of which he is part continues to work
with the Georgetown Advisory Board regarding traffic safety concerns on Shell
Road. While this is not PID business, he wanted everyone in attendance to be
aware that a meeting will be held on Friday, September 13, of the Georgetown
Advisory Board and City of Georgetown management to develop a
recommendation to take to the City Council. Location of this meeting is yet to be
determined given the large number of residents expected to attend. Jack
explained that issues regarding traffic safety revolve around inconsistencies
between TIA report and City engineers regarding the adequacy of existing traffic
infrastructure; i.e., lack of traffic signal at Shell and Westbury. City’s position at
this time is to postpone any additional signals in this area until 2025. Jack also
provided a copy of a letter from Jerry Hammerlun dated September 9, 2013 to the
Traffic Advisory Board regarding this matter.
Mary Drake noted that costs of past tree trimming done in 2012 as reported in a
previous meeting were incorrect. In an attempt to determine correct costs, she
was unable to pull appropriate meeting minutes from the GVPID website. She
noted that several meeting minutes were missing from this website. Alex Hayes
volunteered to help get these minutes to the City to have them update the website.
Jim Harrington advised that a question had been directed to him regarding
maintenance of fences facing Shell Road. Bill Weber noted that, according to
current Design Guidelines, residents whose fences connect to Shell Road fencing
are responsible for maintenance of their fences including that portion of their
fence which faces Shell Road.
7. Opportunity for resident’s comments.
Brian Ortega noted that the landscape easement on north side of Sycamore
entrance needs attention (trash piles, etc.). Brian will provide Alex Hayes with
list of work to be done (i.e., quote parameters), and Alex will request quote for
this work.
8. Motion to adjourn at 7:10p.m.: Mike Ashley; second, Alex Hayes. Vote to
approve was 6-0.
