MINUTES
1. Call to order.
Jill Fussell, President, called meeting to order at 6:07 pm in the Georgetown
Village Pool Event Room. Mark Booras was elevated to voting member status.
2. Financial Report (Alex Hayes, Treasurer)
A. Alex Hayes, Treasurer, presented the November Financial report, prepared
by La'Mar Kemp, senior accounting specialist, for Lisa Haines, controller,
City of Georgetown.
Notes: During the month of January PID executive committee members
met with La'Mar Kemp and Lisa Haines, city staff members, to resolve
reoccurring discrepancies found within the PIDs monthly financial reports.
The end result was that general ledger entries will now be provided
monthly per direction of the City Financial Officer (CFO) Lisa Haines.

Motion to approve December Financial Report: Mark Booras; second, Mary
Drake. Vote to approve was 6-0.
Approved January 31, 2014:
Year -to -Date Total Revenues: $ 239,802.85
Year -to -Date Total Expenses: $ 16,314.03
Current Funds Available: $ 510,922.82
Motion to approve January Financial Report: Mike Ashley; second, Mark Booras.
Vote to approve was 6-0.
B. Recap of approved expenditures
Reimbursed expenses to Jill Fussell for the following:

Consideration and possible action to approve Minutes of Georgetown Village
Public Improvement District #1 meeting held on Jan. 14, 2014
Motion to Approve Dec. 10, 2013 minutes: Mike Ashley; second, Mary Drake.
Vote to approve was 5-0.
Presentation by KB Homes on new Creekside development; John Zinsmeyer and
Laurie Lara.
Model homes are scheduled to open March 8`". Base homes will range from
$184,995.00 - $258,995.00 and homeowners will belong in the HOA for a future
water park. KB Homes has given $209,000.00 to the city to support Shell road for
future improvements. Jack Alley asked Laurie if she would check with the city
and request those funds provided by KB homes to the City be used solely for the
improvement of Shell road, to which Laurie agreed and would contact David
Munk, a city engineer. Jill Fussell asked Laurie who will be maintaining the
future undeveloped open space adjacent to Chestnut. Laurie was not sure but did
mention the possibility of the space being left natural due to the existing water
runoff. Jill Fussell and other members expressed their concern about this possible
course of action.
Landscaping / irrigation report (Joe Cruz, SunTerra Landscaping representative)
Joe Cruz is currently conducting the site walktluough with Jill Fussell and other
potential vendors for irrigation improvements. Joe Cruz noted that the Village
Glenn irrigation box tops had all been removed again.
6. Committee Reports:
A. Landscape Committee (Jill Fussell, Mary Drake, Mike Ashley)
Bulletin board update: City Parks and Recreation has sent a
contact list for inquiries about replacement bulletin board with a
roof (similar to one at Rivery Park by the lake). Mike Ashley
confirmed that we cannot use the National Park style boards. Mark
Booras provided two potential bulletin board options. The first
bulletin board was made of steel and cost approximately $7300.00
to include instillation. The second bulletin board was made of
plastic and cost approximately $923.00 to include instillation.
Wayne Drake sent board members additional resources to review
about bulletin boards. The consensus was that board members
would research additional information and potential boards to
present during the March PID meeting.
Motion to approve SunTerra proposal #40985 for $848.75 to repair
identified irrigation repairs: Mike Ashley; Second, Mary Drake.
Vote to approve was 5-0.
Motion to approve previously tabled SunTerra proposal #40950 to
straighten trees at Sycamore entrance, revised from original quote
of $306.67 to new quote of $245.34: Mary Drake; Second, Mike
Ashley. Vote to approve was 5-0.
Review of mock-up of proposed Westbury entrance enhancement
by SunTerra and consideration and possible action on proposal was
postponed because proposal was not ready.
Review of SunTerra proposal of revised crushed granite trail
extension on east side of Shell Rd, crossing Shell at Westbury, and
from Bellaire south to Madrid and ending at Rosedale (just one
side of Shell) was postponed because proposal was not ready.
The "weather -station" irrigation sensors bid process will occur
Monday February 17" and resulting bids will be provided to the
board during the March meeting.
B. Park Amenities Committee (Jack Alley, Mark Booras, Alex Hayes)
Joe Cruz stated that the parks replanting will occur mid -march and
be completed within one week from start to finish.
The damaged Mutt Mitt Dispenser at Shell Park will be moved to a
less high traffic location. The damage was potentially caused by
kids but not confirmed.
The order of new benches and trash cans for parks from Paul E.
Allen Company is currently being fulfilled. Alex Hayes will
distribute the instillation timeline once available.
Jack Alley provided updates about the Chestnut Dog park. Vendor
bids are still being compiled and will potentially be provided to the
board for review in March. Discussions with parks and recreation,
city planning and zoning are ongoing but are being received well.
C. Budget 15 -Year -Plan Committee (Alex Hayes, Jill Fussell, Mary Drake)
Overview of updated 5 -Year -Plan postponed until March
D. Ponds Committee (Jill Fussell, Vincent Uthoff, Mark Booras)

E. Governing Rules Committee (Mary Drake, Alex Hayes, Jack Alley)
No Updates
F. Executive Committee (Jill Fussell, Mary Drake, Alex Hayes)
Jill Fussell briefed the requirements for PID Board insurance,
which was provided by Carina Reason, Georgetown HR 512-930-
8485. Currently no insurance exists for the board or for PID
property. An entire inventory of existing PID property is required
to acquire property insurance. Until the PID obtains insurance the
board and property fall under the exceptions and exclusions act.
7. Motion to approve proposed tri -fold informational brochure of Georgetown
Village.
Motion to approve Georgetown Village tri -fold informational brochure at a cost
of no more than $800.00: Mark Booras; Second, Mike Ashley. Vote to approve
was 5-0.
8. Jill Fussell provided copies of the three board member applications to all board
members to be reviewed independently. The three board member applicants will
attend the March PID meeting to be interviewed by the board after which one will
be selected to fill the open alternate PID board member position.
9. Green Builders Inc update postponed until next meeting.
10. New Business
Jill Fussell presents notice of public hearing for the rezoning along
Shell road "Arbors" First reading to be held February I I'h. A
suggestion was made to use this hearing as a platform to address
existing safety concerns and a possible reduction in speed limit
from 50 to 35 mph. Alex Hayes noted that while not mandatory
Green Builders Inc has opted to conduct an additional TIA survey
to ensure appropriate traffic considerations are being made.
Another suggestion for those concerned residents wishing to act
was the creation of a petition directly requesting a speed limit
rezoning along Shell road, which would be sent to the Mayor.
11. Opportunity for residents to address the PID Board
David Dees addressed the board requesting additional information
about the HOA and PID fees that are required for residents who
purchase a home in section 9. Alex Hayes explained that the HOA
was established a number of years ago for the future instillation of
a water park facility. This future water park would be a private
facility that was only free to those households within the HOA.
Due to the continuing development of Georgetown Village the
water park facility is not due to be constructed for a number and its
final size has not been determined. Homeowners in section 9 and
other HOA sections are required to pay the annual HOA
maintenance fee in addition to the PID tax.
