MINUTES
1. Call to order.
Jill Fussell, President, called meeting to order at 6:07 pm in the Georgetown
Public Library, Hewlett Room.
2. Financial Report (Alex Hayes, Treasurer)
A. Alex Hayes, Treasurer, presented the March Financial report, prepared by
La’Mar Kemp, senior accounting specialist, for Lisa Haines, controller,
City of Georgetown.
Notes: Alex Hayes reviewed March financial statement and recommended
approval.
Approved February 28, 2014:
Year-to-Date Total Revenues: $ 294,462.70
Year-to-Date Total Expenses: $ 51,545.67
Current Funds Available: $ 530,351.03
Motion to approve March Financial Report: Mike Ashley; second, Mary Drake.
Vote to approve was 5-0.
B. Recap of approved expenditures
- Reimbursed expenses to Jill Fussell for the following:

C. Presentation of Williamson Central Appraisal District’s Residential
Appraisal Statistical Evaluation as of March 3, 2014
Notes: Final numbers will be published in August. Current projections estimated
at approximately $340,000.
D. Presentation of 5-Year Plan update
Notes: Alex Hayes presented recapped the ongoing 5-Year plan process.
Addressing allocated budget, known expenditures, incumbencies, and potential
number discrepancies due to required city processing.
3. Motion to approve Minutes of Georgetown Village Public Improvement District
#1 meeting held on March 11, 2014
Motion to approve March 11, 2014 minutes: Alex Hayes; second, Mike Ashley.
Vote to approve was 5-0.
4. Landscaping / Irrigation Report (Matt Saulsgiver, SunTerra Landscaping
representative). Introduction of Dwayne Lockhart as new representative.
Report on pending work orders previously approved:
- 10 Gulf Coast Muhly grass at new boulder $305.00
Notes: will be complete by end of the month
- Irrigation adjustments along Shell Rd $2,367.00
Notes: Installation complete. Dan Wilson will meet PID members on the 16/17th
of April to walk newly installed pressure reduction regulators.
- Replanting gardens in pocket parks $2,246.18
Notes: Dwayne Lockhart will conduct walk thru with PID members to capture
intent of revisited pocket parks
- Compost for pocket parks $141.17
Notes: Will be installed by end of the month
Consideration and possible action on proposals listed below.
- Westbury Entrance Proposal - New landscaping (pending)
Notes: Estimated cost $8,501.70 Landscaping committee will follow required city
bidding procedures and bring back to the board for action
- Revised proposal for crushed granite path on Shell Rd (pending)
Notes: Landscaping committee to review further before action
- Wildflower meadow proposal for non-irrigated areas along Shell Rd (pending)

Semi-annual review of performance of contracted landscape company, SunTerra
Landscaping
Notes: The PID board members addressed a number of concerning issues which
had been observed or reoccurring since SunTerra was awarded the Georgetown
Village landscaping contract. Failure to submit contractual reports, level of trash,
attention to detail, communication and in ability to execute PID members intent
were all expressed. Matt Saulsgiver addressed the board reassuring that the new
account representative Dwayne Lockhart and himself would rectify these
concerns and made himself available to board members for any future concerns.
5. Consideration and possible action on request from resident Chris Facchini, 805
Westbury Lane, for PID to allow his pool construction contractor access to his
backyard through PID-owned property (drainage easement), north of Sycamore
entrance.
Notes: no action, resident recused request
6. Consideration and possible action on installing 16 stop signs associated with
alleyways in Georgetown Village: Affordable Signs proposal -- $2,974.40
Motion to approve alleyway stop sign instillation: Mike Ashley second, Mary
Drake. Vote to approve was 5-0.
7. Consideration and possible action to approve intent to develop, but not yet fund,
new dog park so that City can proceed with internal and City Council reviews.
Notes: As a member of the parks planning committee Jack Alley noted the
underwriting intent for the dog park proposal has always been to help improve
amenities within Georgetown Village. In order to accurately capture the census of
village residents, who chose to have a voice within the community, Jack Alley
recommended the implementation of an online survey (monkeysurvey.com) for
future projects before bringing them to the board for action. Regarding the
proposed dog park the residents listed below spoke against the installation of a
potential dog park at Chestnut dog Park during the PID meeting and the agenda
item was tabled.

8. Consideration and possible action on purchase of proposed bulletin board.
Notes: Item tabled for further review by the parks committee
9. Consideration and possible action to install electrical timer at Gazebo for possible
future seasonal mini-lights in adjacent trees.
Notes: Item tabled
10. Update on pending appointment of new Alternate Board Members, expected for
second reading and approval at April 8 City Council Meeting:
- Melinda Penniman Marler
- Phillip Hardy
Notes: Both Melinda Penniman Marler and Phillip Hardy are officially PID
alternates. Mark Booras was elevated to voting Member
11. Consideration and possible action to hire an assistant to help complete PID
inventory for City and to assist with various bids.
Notes: Item tabled
12. Consideration and possible action on purchase of additional benches and trash
cans for pocket parks.
Motion to approve additional bench and trash cans: Mary Drake second, Mike
Ashley. Vote to approve was 5-0.
13. Review of new tri-fold brochure for Georgetown Village PID #1 and plan to
distribute
Notes: Distribution is ongoing
14. Committee Reports:
A. Landscape Committee (Jill Fussell, Mary Drake, Mike Ashley)
- Update on builder signs on PID property
Notes: Jill Fussell will be meeting with our District 5 City Council
representative to discuss standing of “bandit signs”
- Update on Request for Quote for mulch at entrances, along Shell
Rd, and at two round-abouts (pocket parks were done with
replanting)
B. Park Amenities Committee (Jack Alley, Mark Booras, Alex Hayes)
- Status of damage to Mutt Mitt Dispenser at Shell Park.
Notes: Reinstalled
- Update on purchase and installation of a portion of new benches
and trash cans for parks from Paul E. Allen company.
Notes: 18 benches and 10 trash cans have been installed
- Discuss loose grate over cave access in Cedar Elm Park

- Discuss possible mini tree lights at gazebo (seasonal?)

C. Budget / 5-Year-Plan Committee (Alex Hayes, Jill Fussell, Mary Drake)
- Overview of updated 5-Year-Plan conducted by Alex Hayes
D. Ponds Committee (Jill Fussell, Vincent Uthoff, Mark Booras)
- Rowan and Rosedale detention pond is holding water well after
any period of rainfall. Issue has been brought to the attention of
Bill Weber and Gehan Homes
E. Governing Rules Committee (Mary Drake, Alex Hayes, Jack Alley)
- No update
F. Executive Committee (Jill Fussell, Mary Drake, Alex Hayes)
- 100% inventory is ongoing projected completion by end of the
month
G. Alley Paving and Upkeep Committee (Mike Ashley, Alex Hayes, Jill
Fussell)
- Committee has begun to rate alleys in state of repair. Bill Dryden,
Georgetown City Transportation, is being contacted to help
provide additional information to begin alley surveying
15. Green Builders Inc update: The Arbors development; Senior Care facility
Notes: Public hearing for rezoning of land for potential Senior Care Facility
overlaps PID meeting. Jill Fussell moved to make a resolution of the PIDs stance
and have it represented at the rezoning meeting.
Vote in favor of Senior Care Facility plan presented to PID members during the
December 2013 PID meeting: Resolution passes Vote to support 4-1.
Arbors development moved from 95 to 85 lots and resubmitted PLAT. Creekside
TIA update completed and with the City.
16. New Business
Jill Fussell introduces a potential resolution by the PID requesting no KB homes
be built until KB meets its contractual agreement, as stated in the master declaration, of
acceptance into the PID. Jack Alley introduces potential resolution by the PID regarding
proposed road bond priorities for 2015/2016. Shell road is listed as a “long-term” priority
which are projects to be considered after 2023 according to an article published in the
April 2014 Community Impact Paper, Georgetown Edition. Due to the time sensitivity of
both matters the PID will hold a special meeting to address both points of concern and
potential resolutions.
