7. Consideration and possible action on proposal to order badges for Board
Members: $8.00 each
Discussion: the proposed size is 1 ¼ x 3; black on white with a magnet
attachment; name on top with Georgetown Village PID #1 Board Member
Motion: Bill Weber motioned to accept the badges as proposed; Mark Booras
2nd; motion carried
8. Consideration and possible action on proposal to develop bid for new pavilion
with 4 picnic tables to be located at Cedar Elm Park.
Note: Alex Hayes presented her preliminary research on this project. Her
proposal is for the PID Parks Committee to put this project out to bid to see if
the cost will be within the scope of the PID. Possible locations are Chestnut
Court Park and Bedford Park.
Motion: Bill Weber motioned to put this project to a bid; Mark Booras 2nd;
carried
9. Consideration and possible action on proposals from Tom Norrell, Your Master
Electrician, listed below:
1. Lights for night-time illumination of the street names on the street
entrance walls. $ TBD
2. Repair/removal of several electrical panels, GFI $ TBD
Note: Alex Hayes has not heard back from Tom Norrell. She suggested
tabling this matter at this time.
Motion: Bill Weber motioned to table this matter until a quote is received;
Mark Booras 2nd; motion carried
10. Update on New Member Solicitation:
Introduction of two applicants for Georgetown Village PID #1 Board, to back-fill
vacancies as Alternate members:
1. Michael M. Mullenix, 801 Bedford Ct.

Motion: Bill Weber motioned to close the session for the Board to discuss the

Motion: Bill Weber motioned to reopen the session and invite the guests to
return to the meeting; Mark Booras 2nd; motion carried
Consideration and possible action to fill first Board vacancy with applicant
Michael M. Mullenix.
Motion: Bill Weber motioned to accept Michael M. Mullenix as the 1st
alternate board member; Vince Uthoff 2nd; motioned carried

Note: Candidates were advised they could attend meetings prior to their
formal approval which would come through the Georgetown City Council
in 30-60 days.
11. Committee Reports
A. Landscape Committee (Jill Fussell, Phillip Hardy, vacancy)
Update on Request for Quote for mulch at entrances, along Shell Rd, and
at two round-abouts (pocket parks were done with replanting)
B. Park Amenities Committee (Melinda Marler, Mark Booras, Alex Hayes)
1) Update on Bedford Park under oak tree re-landscaping schedule.
Update: Alex Hayes reported that this project has been completed
including installation of the new bench and trash can.
2) Update on purchase and installation of second portion of new benches
and trash cans for parks from Paul E. Allen company, plus donation of
old benches and trash cans to Village Elementary school
Update: Alex Hayes reported that all of the benches have been installed
including the 6 benches & trash cans donated to the elementary school
3) Update on new bulletin board installation
Update: Mark Booras reported that the bulletin boards will be
delivered and the old ones removed in the next couple of weeks;
Melinda Penniman suggested the committee members meet at the two
locations with a template to determine the best locations
4) Update on “strawman” for developing resident survey
Update: Alex Hayes suggested the committee members meet to
develop a survey
C. Budget / 5-Year-Plan Committee (Alex Hayes, Jill Fussell, vacancy)
Update: Alex Hayes reported that this is reported quarterly which will be
at the next meeting.

D. Ponds Committee (Jill Fussell, Vincent Uthoff, Mark Booras)
City Code Enforcement has verified that KB Home pond is built per the
plat design as a RETENTION pond with fish and plants
E. Governing Rules Committee (Alex Hayes, Phillip Hardy, vacancy)
Update: Alex Hayes reported that she and Phillip Hardy had met and
determined there was incorrect information in the document. The
committee decided to meet to work on updating these rules.
F. Executive Committee (Jill Fussell, Alex Hayes, vacancy)
Update on PID Board insurance coverage and required inventory of PID
property: Contact – Georgetown HR, Carina Reason, 512-930-8485
Update: Carina Reason sent an email to Alex Hayes on July 14,
explaining that she was still researching this and would respond as soon as
the PID inventory has been added to the coverage.
G. Alley Paving and Upkeep Committee (Alex Hayes, Jill Fussell, vacancy)
Alleyways have been evaluated, and Mark Miller, Georgetown
Transportation Manager, is assisting in assessing which ones may have to
be repaved and estimated cost. If cost is estimated higher than $3,000 and
less than $50,000, a Request for Proposal will need to be developed by the
PID to include 3 Historically Underutilized Businesses (HUBs), with
which the City Transportation Dept can help with technical specs.
Note: There is no additional information available at this time.
12. New Business
A. Jill Fussell will be on vacation for July and August meetings. Alex Hayes
will preside over meetings.
B. Per La’Mar Kemp, the 2014-2015 fiscal budget cycle will start at the end
of July, when Williamson County Assessment District (WCAD) provides
the PID through La’Mar the PID certified revenue for this year. Then the
PID Executive Committee prepares the PID proposed budget. At the
August PID meeting there should be two motions to be considered:
1. To accept the proposed PID Budget for the coming fiscal year
2. To approve the PID assessment rate for the coming fiscal year
(currently .002 (two mils) of assessed value of property)
C. Bill Weber added this item: The pond on Rosedale will be conveyed to the
PID in the fall timeframe. At that time, it needs to be referred to the Ponds
Committee for review.
D. Bill Weber informed the PID that Creekside will be joining the PID by the end
of August following the annexation, currently in progress.

13. Opportunity for residents to address the PID Board
A. Randy Wilkowich, 719 Westbury addressed the board. He was requesting that
the newly erected “Private Property” sign posted behind his home, be moved
so that it is not visible from his home. Currently he sees it from his deck and
when looking out his back windows. He asked if it could be moved behind
some trees, 8-10 feet back from its current location, or lowered so that it is
less prominent. The PID will address this in the next meeting and consider
options. He also suggested that the PID inform residents when they are
planning this type of change so the residents can be aware and possibly
address their concerns before the project is completed.
B. Steve Goodman, 718 Westbury, addressed the PID with his concern about the
construction trucks using Westbury for their main route to the KB Homes site.
They are speeding through this neighborhood and he is concerned for the
children who play along this street, including skateboarding. He requested that
these trucks use the wider, straighter streets of Sycamore and Village
Commons to drive to the construction site. These streets already have the 30
MPH signs posted.
Bill Weber informed us that the Georgetown Police Department has
previously been contacted and this request made, but with no change. The PID
will write another letter to the police in an attempt to get this resolved.

There being no further business, Bill Weber motioned the meeting be adjourned;
