Call to order. Jill Fussell, President, called meeting to order at 6:07 pm in the Georgetown Village Pool Event Room. Mark Booras was elevated to voting member status, due to a delay of Bill Weber attending meeting. 2. Financial Report (Alex Hayes, Treasurer) A. Alex Hayes, Treasurer, presented the February Financial report, prepared by La’Mar Kemp, senior accounting specialist, for Lisa Haines, controller, City of Georgetown. Notes: Alex Hayes conveyed to the board members that as of February 24th 2014 no errors were found in the PID ’s monthly financial statement. Circumstances leading up to Februarys financial statement were briefed by Alex Hayes to give residents in attendance context for the past discrepancies and the course of action that was taken to rectify the problem. Approved February 28, 2014: Year-to-Date Total Revenues: $ 282,510.80 Year-to-Date Total Expenses: $ 49,786.37 Current Funds Available: $ 520,503.47 Motion to approve February Financial Report: Mike Ashley; second, Bill Weber. Vote to approve was 6-0. B. Recap of approved expenditures - Reimbursed expenses to Jill Fussell for the following: 1. Office Depot, Photo copies $ 3.51 2. Home Depot, 2-pack light bulbs (for gazebo) $ 10.79 3. Home Depot, 2-pack light bulbs (for gazebo) $ 10.79 4. The Mail Drop, 1 year of Mail Box rent $ 90.00 5. AJ’s Cyclery, 2 key cables (for signs) $ 56.29 6. The UPS Store, photo copies $ 24.57 7. The UPS Store, photo copies $ 3.25 TOTAL $199.20 - SunTerra, Feb. Allen Co (down payment for benches) $14,995.00 3. Motion to approve Minutes of Georgetown Village Public Improvement District #1 meeting held on Feb 11, 2014 Motion to approve Feb. 11, 2014 minutes: Mike Ashley; second, Alex Hayes. Vote to approve was 5-0. 4. Landscaping / Irrigation Report (Joe Cruz, SunTerra Landscaping representative) Water Monitoring: Dan Wilson proposed disregarding proposals from ET based systems not useful for the current environmental conditions. Instead focus on distribution efficiency and adjust the heads, valves, and pressure regulators. Dan Wilson noted that there is the potential to save approximately 30% of existing water usage with a 10% possible variance. Motion to approve $2,367.00 for irrigation upgrades along Shell road to be installed by 30 March 2014: Mark Booras; second Mike Ashley. Vote to approve was 5-0. Motion to Approve work order #41673 for ten, five gallon, Gulf Coast Muhly grasses to be planted, no later than the 18th of March 2014, at the new boulder along Shell Road for $305.00: Alex Hayes; second Mike Ashley. Vote to approve was 5/0. Decisions on the Westbury Entrance proposal and revised proposal for crushed granite path on Shell Rd were postponed. 5. Landscaping / irrigation report (Joe Cruz, SunTerra Landscaping representative) Joe Cruz is currently conducting the site walkthrough with Jill Fussell and other potential vendors for irrigation improvements. Joe Cruz noted that the Village Glenn irrigation box tops had all been removed again. 6. Motion on development of the new dog park. Notes: Jack Alley presented the Chestnut Dog Park concept sketch and research to the board members. Board members present unanimously supported moving forward with the dog park to begin solicitation of an engineer, through required bidding practices, to draft an official design plan. The board will consider and take possible action to approve bids for Chestnut Dog Park engineer plans in April 2014. 7. Introduction of new applicants for PID Board for Alternate Member opening: Melinda Penniman Marler and Phillip Hardy introduced themselves to the board and sat through a brief Q&A by board members. - David Dees was removed from consideration because of his absence during the PID meeting and failure to contact any PID member to notify them of a potential delay. 8. Committee Reports: A. Landscape Committee (Jill Fussell, Mary Drake, Mike Ashley) - Two potential message board designs were presented by Mark Booras and Jack Alley to board members for further discussion. Consideration and possible action to approve message board bids during the April 2014 PID meeting. - Jill Fussell briefed to board members that all large unapproved signs along Shell Road had been removed. Neither KB Homes or Gehan homes had a representative present during the PID meeting B. Park Amenities Committee (Jack Alley, Mark Booras, Alex Hayes) - Parks replanting schedule will be complete by the end of March - Alex Hayes is still in the process of contacting affordable signs regarding the damaged Mutt Mitt Dispenser at Shell Park. - Installation of new benches and trash cans for parks from Paul E. Allen company is targeted to be complete by the end of March - Consideration and possible action to approve mini tree lights at the gazebo during the April 2014 PID meeting. C. Budget / 5-Year-Plan Committee (Alex Hayes, Jill Fussell, Mary Drake) - Overview of updated 5-Year-Plan D. Ponds Committee (Jill Fussell, Vincent Uthoff, Mark Booras) - No update E. Governing Rules Committee (Mary Drake, Alex Hayes, Jack Alley) - No update F. Executive Committee (Jill Fussell, Mary Drake, Alex Hayes) - Inventory has begun, approximately 20% complete. 9. Review of new tri-fold brochure for Georgetown Village PID #1 Final proof of PID tri-fold brochure was presented to board members for final input. Flyers will be printed from the previously approved $800 budget and be ready for distribution during the April 2014 PID meeting. 10. Motion to relocate monthly PID meeting from Village Pool Community Room to Georgetown Public Library. Motion to approve relocation of monthly PID meeting from Village Pool community room to the Georgetown Public Library Hewlett room: Alex Hayes; second Bill Weber. Vote to approve was 6-0. 11. Green Builders Inc. update: The Arbors development Notes: Alex Hayes confirmed to board members that the Arbors has already been rezoned. The Arbors is 29 acres with approximately 95 lots. The final plat is at the City of Georgetown zoning board and Green Builders is looking to begin land development by the 4th quarter. The developers opted to update the existing Creekside TIA, which is still pending, but will provide a copy to the board when available. 12. New Business Reminder: Williamson County Appraisal District annual entity meeting, Thursday, Mar 27, 8:00-9:00 am, 625 FM 1460. Next year revenue is expected to be discussed. 13. Opportunity for residents to address the PID Board No update 14. Adjourn for Executive Session to discuss Board candidates Jill Fussell asks all residents and potential PID alternates to exit the Village Pool community room for an executive session with PID board members. 15. Recall to order. Jill Fussell asks residents and potential PID alternates to return to the Village Pool community room ending the executive session. 16. Motion on board candidates, including filling new Alternate Member position(s) and vacant voting Member position. Motion to recommend the nomination of Melinda Marler and Phillip Hardy as alternate PID members and Mike Booras as voting member to city council: Alex Hayes; second Mike Ashely. Vote to approve was 6-0. 17. Motion to adjourn at 8:35 pm: Bill Weber; second, Mike Ashley.
