Discussion and possible action to approve for recornmetndation to City Council he Fina[ draft of the Anier'can with Disabilities Tran sitioin flan for the City of Georgetown as required under Title 11 of the American with Disabilities Act: Hall discusses that staff is developing a transition plan that we could work from this point forward that deals with public facilities, private facilities will come later. Chapman explains we afire trying to educate the public and the Council about what out responsibilities are as a City under the ADA and under Title 2. Staff has done <a good job in implementing ADA compliance in new construction and remodels; Under the transition plan what we've tried to do is under all of our categories: facilities, programs access, we've tried to identify where we are and what we've been doing, but then also several other components of the plan_ The idea is to let the council know what we've done on our own and getting them to adopt our plan asking for a feasibility study which is a 3rd ADA I ASKPCJt:c. G - MARCH 18, 2014 !'firm MinL:Us party professioual to look at our plan, what we've been doing and looking at our existing facilities and sidewalks to coiifirni what we arc planning to tics, looking at prioritization of those projects and how we have those scheduled and to help us schedule them and tie into the budget process. When we get the consultant they will tie doing a sidewalk studyand looking at the City facilities, ging the consultants findings back to Council. so we can budget and plant for it. Taking the draft plan to the Council meeting on March 25th, 2014 — there will be a resolution to adopt which will include hopefully all of our recommendations to have afeasibility-study and retain consultant. Also a recommendation to have the ADA Taksforce continue meeting as needed to take a look at the plan, what has been done, what we pian to do, tohelp develop web page to retake sure it is user adequate and has meaningful resources. Hopefully interface with out Asset Management Program or separate database to electronically keep track of the projects, progress and scheduling. Millerstates that instead of a feasibility study what lie was wanting to do was add on to the sidewa"Ik study, he has spoken with Matt Wagoner to get with the engineers performing the sidewalk study to add on as a component of the sidewalk study a feasibility portion of all the architectural barriers including Parks and Itec facilities, those types of buildings. Wants to contact a subcontractor that is familiar with architecture and he has made contact with a contractor. One of the components of the existing sidewalk study was to identify missing links in sid.ewalks and ADA compliance. Chapman states that in the cover sheet that will be presented to Council Miller just needs to explain what he is .Already doing and can add an additional component at this additional cost.'There was some discussion on whether or not the facilities study has been added to the sidewalk study already. Miller said he would check and follow up. Wright asked if the contract would be a separate item and didn't think we could get that ready for the Council meeting on March 25,2014. Chapman asked if they could get at least a cost together. Wright said yes, they could do that and have it ready for March 25 Council meeting. McDonald and Hutchinson discussed what changes would take place to make the City's website ADA compliant. The draft plan and some grievance forms would be added for right now. Blank said they researched other cities and many cities have ADA links, groups and forums on their website. McDonald and Hutchinson said that was doable and noted that request. McDonald questions if the group is focusing only on physical limitations and states that in the next 2 years visually and hearing impaired ADA changes will be putt in place — Chapman says yes, the communication issues are part of this plan and they probably need to say that that needs to be looked at. Keith says some of the contracts have to meet our guidelines so that will be ADA 1 nSKFORCE - MANC (-t.:t3, 2O19. a purchasing issue going forward in our future contracts and we are going through our web redesign currently. Miller asked if the draft plan would be something that we updated every year and Chapman said yes, if the ADA T'as%force met annually we could do updates/amendments to the plan and go to Council —it may be in the form of a report or amended plan. Miller listed many of the existing projects on his list that are included in the $700,000 budget that has been requested. Miller said they are currently doing ADA upgrades to any new businesses that are opening. Wright q uestioned the accountability of the plan, wanted to know if the projects would change. Bridget said the feasibility study is to set priorities and once the Council approves it, projects are prioritized, and funded. The projects won't change. A Master Plan will be putt in place with a prioritization according to ADA compliance/needs: All projects will be marked as ADA priority. All projects done currently, whether or not it is an ADA driven project will be upgraded during the project to be ADA compliant: Keith Hutchinson suggests we put projects already done to show what has been done. Chris Spence agrees and said we have worked for two years and it will be good to show progress. Mark Miller says they have put in miles of sidewalk that is ADA compliant and all ramps downtown are ADA compliant. Motion by Spence; seconded by Dr. Twiname to add the editorial changes to the draft and approve— Approved 4-0 D. Consideration of approval of the minutes from the Corninissionmecting held on Monday, April ly, 2012.
