Historic and Architectural Review Commission Meeting Sign Subcommittee
Minutes
Thursday, April 23, 2015, 5:30 p.m.
Council and Courts Building, located at 101 E. 7th Street
Georgetown, TX 78626
Members present: Nancy Knight, Chair; Richard Mee and Jennifer Brown
Commissioners absent: none
Staff present: Matt Synatschk, Historic Planner; and Karen Frost, Recording Secretary.
(This Regular Session may, at any time, be recessed to convene an Executive Session for any purpose
authorized by the Open Meetings Act, Texas Government Code 551.)
A. The Historic and Architectural Review Commission (HARC) Sign Subcommittee, appointed by the
Commission, is responsible for hearing and taking final action on Certificates of Design Compliance
applications for Signage based upon the City Council adopted Downtown and Old Town Design
Guidelines and Unified Development Code. The Commission may, at any time, recess the Regular
Session to convene an Executive Session at the request of the Chair, a Commissioner, the Director or
legal counsel for any purpose authorized by the Open Meetings Act, Texas Government Code
Chapter 551.
Welcome and Meeting Procedures:
Call to Order by Knight at 5:34 p.m.
*Those who wish to speak must turn in a speaker form, located at the back of the room, to the recording
secretary before the item they wish to address begins. Each speaker will be permitted to address the
Commission one time only for a maximum of three minutes.
Legislative Agenda:
B. Discussion and possible approval of the minutes from the February 26, 2015 and March 26, 2015 Sign
Subcommittee Meetings.
Motion by Mee to approve both sets of minutes as submitted. Second by Brown. Approved 3 – 0.
C. Public Hearing and possible action on a request for a Certificate of Design Compliance (CDC) for
business signage for the property located at 1005 South Austin Avenue, bearing the legal description
of Lost Addition, Block 13, Lot 5‐6, 0.3305 acres (CDC‐2015‐005)
Synatschk presented the staff report. The applicant is requesting business signage to be installed on
the awning above the structure. The current awning will be replaced with a black awning with the
signage. The colors, placement and size of the proposed signage meet the design guidelines. Staff
recommends approval. The applicant did not have anything to add.
Knight opened the Public Hearing and with no speakers coming forth, closed it.
Motion by Mee to approve the CDC as submitted. Second by Brown. Approved 3 – 0.
D. Public Hearing and possible action on a request for a Certificate of Design Compliance (CDC) for
business signage for the property located at 207 East 8th Street, bearing the legal description of

Glasscock Addition, Block 10, Lot 5‐6 (PTS), 0.14 acres (CDC‐2015‐006).
Synatschk presented the staff report. The applicant is requesting business signage to be installed on
the street facing façade above the primary entrance. The placement and size of the sign complies with
Design Guidelines 9.6, 9.7 and 9.15. The internal illumination will be limited to the letters in
compliance with Design Guideline 9.21. The colors, placement and size of the proposed signage meet
the design guidelines. Staff recommends approval. The applicant did not wish to speak.
Knight opened the Public Hearing and with no speakers coming forth, closed it.
Knight questioned the internal illumination component of the sign. Synatchk explained that only the
lettering would be illuminated, not the entire box. Much like the recent signage that was approved
for 600 degrees pizza. John Montgomery, the new owner, stated he wants to modernize the building
and explained the lighting will not be bright, and it will only be seen as you drive by.
Motion by Mee to approve the CDC for signage as submitted. Second by Brown. Approved 3 – 0.
E. Public Hearing and possible action on a request for a Certificate of Design Compliance (CDC) for
business signage for the property located at 704 South Austin Avenue, bearing the legal description
of City of Georgetown, Block 41, Lot 1‐2 (PTS), 4 (PT), 0.13 acres (CDC‐2015‐007)
Synatschk presented the staff report. The applicant is requesting new business signage for the
business opening at 704 South Austin Avenue. The canopy mounted sign will replace the existing
blank sign, and a new hanging sign will be installed under the canopy. The proposed signage also
includes a portable sign, to be placed on the sidewalk during business hours. The proposed signage
complies with the size, placement and color requirements of the design guidelines. Staff
recommends approval.
Mee asked if the sign would obstruct the view of the window, Synatschk explained it only looks that
way in the picture. He also explained that the new sign would be mounted the same way and in the
same location as the previous sign for this location. Knight questioned the conflicting colors of
maroon and burnt orange on the sign and the applicant, Jim Wilson explained that the orange was
only a small band on the sign and would not clash with the existing trim color.
Knight opened the Public Hearing and with no speakers coming forth, closed it.
Motion by Mee to approve the CDC for signage as submitted. Second by Brown. Approved 3 – 0.
F. Public Hearing and possible action on a request for a Certificate of Design Compliance (CDC) for
business signage for the property located at 111 West 9th Street, bearing the legal description of City
of Georgetown, Block 51, Lot 6‐7 (PTS), .1446 acres (CDC‐2015‐010).
Synatschk presented the staff report. The applicant is requesting business signage to be installed
above the primary entrance to the structure and on the door leading in to the office. The colors,
placement and size of the proposed signage meet the design guidelines. Staff recommends approval
of the door sign.
Knight opened the Public Hearing and with no speakers coming forth, closed it.
Motion by Mee to approve the CDC for signage as submitted. Second by Brown. Approved 3 – 0.
