Board members and staff discussed in great length their concerns on formation of teams
vs subcommittees, residency requirements; location of meetings. Board mvmbers

Board members wereconcerned with timing of response in regards to no funding for the
dousing Strategic Plan.

Comments oil Rules and Regulations
I find it embarrassing to go back and tell some individuals that, even though you work
here, you can not serve on a team, Wily? Because you don't live here. That sounds
similar to the message we tell our workers; but with a slightly different twist. You can
work here. You can help us preserve Georgetown's duality of life. But you can't live
here.
Yes, you say I could have asked taboret the mules before forming teams. True. Though l
worked in government, most of my career was spent with corporations, two different
world views. 1 kuc%v the rules; Not so with Georgetown. Such regulations are not all
known to file. So staff has to help alae, and the Board, be aware of these rules, in sufficient
time, so similar nnstakes are not made in the future.
Second, in our documents, we say we want high quality people for our Boards and
Commissions. 1 support Haat. So does the Board. And we do with these waim s, goo. But
how do we attract high duality volunteers if we make them jump hoops? It seenls like
we don't understand volunteers volunteer Because of tbeir life -purpose. Volunteers want
to fulfill their reason for being in this world and take their antique place ill helping thein'
community. They're not driven by money. Nor are they into foram -filling, or redoing
resumues. They're into getting things done, into giving and loving and serving, not into
jumping over hurdles aced har'r'iers which prevent thein from living out their life: -purpose.
Third; when you look at the seven stages of an orgauiaatioWs life. -cycle, including
government, Georgetown is mostly in the "succeeding" phase. That's great. But a
portion of it's life is in "beconming an institution" of- bureaucratic phase.
With these rules and regulations, we've staking out if territory of exclusiveness. Were
keeping the external environment at arms length, With such rules, organizalions of-
governments
rgovernnments tend to experience a loss of energy in moving forward. They tend to
experience a loss of concern for continuous improvement, from being innovative and
creative. They hire ox select on the basis of mow employees, "fit" or conformm to
organizational life. Selection of individuals, or volunteers, on the Basis of knowledge,
skills, expertise, creativity .end nmoliw<ition is notprianary. Stich rules, while important,
soon cause organizations to lose their connection to the external environment. And that
spells trouble.
The organization becomes self-satisfied. The workers no longer want to move out of their
comfort zones. inertia sets in, They forget about their customers. The business and
services become hard to sustain. The organization begins to decline and head toward
entropy.
There is no specific date and time for any organizations death. While organizations can
exist for a long time in the bureaucratic phase, they will slowly slip on to the path of
decay. Such bath accelerates into dying (e.g. mergers, acquisitions, bankruptcy nand even

death), unless they wake up and reinvent their organization or governmew. That's sad,
It's also depressing.
This, too, can happen with our government ouless we foster renewal throeegh More
innovation, redreaann the Dream, and brew kdwmki the walls that prevent us Crone reasshiang
oast to creative persons from the external environment.
