A Call to Order
A MEETING OF THE CHARTER REVIEW COMMITTEE.
Berr called the meeting to order at 7:37 AM.
B Review and approval of the minutes from the 3/29/12 Charter Review Committee Meeting
Motion by Brent, second by Smith to approve minutes from the 3/29/12 Charter Review Committee Meeting.
Approved 7-0.
C Discussion and possible action to make recommendations concerning amendment of City Charter Section 3.01 —
General Election
Chapman presented the revised Report to Council recommending amendment of City Charter Section 3.01.
Lotion by Sanchez, second by Smith to approve the proposed Report to Council subject to future revision for
inclusion in the final Report to Council. Approved 7-0.
D Discussion and possible action to make recommendations concerning amendment of City Charter Section 2.09 —
Ruies of Procedure
This item was considered with item E below.
E Discussion and possible action to make recommendations concerning amendment of City Charter Section 2.10 —
Procedure to Enact Legislation
Chapman presented a proposed Report to Council (draft) concerning amendment of City Charter Sections 2.09
and 2.10. The Committee discussed the proposed report.
Motion by Brent, second by Stribling to approve the proposed Report to Council subject to future revision for
inclusion in the final Report to Council. Approved 7-0.
F Discussion and possible action to make recommendations concerning amendment of City Charter Section 2.14 —
Boards, Commissions and Committees
Chapman requested that consideration of this item be postponed.
Motion by Smith, second by Brent to postpone item to a time certain. Approved 7-0.
G Discussion and possible action to make recommendations concerning amendment of City Charter Section 3.05 —
Notification and Qualification of City Officers
Chapman presented a proposed Report to Council (draft) recommending amendment of City Charter Section
3.05. The Committee discussed the proposed report and directed Staff to make revisions and present a revised
report for possible action at the next meeting.
Motion by Brent, second by Stribling directing Staff to prepare a revised Report. Approved 7-0.
H Discussion and possible action to make recommendations concerning amendment of City Charter Section 9.16 —
Ethics Review
Chapman presented a proposed Report to Council (draft) concerning amendment of City Charter Sections 9.16,
The Committee discussed the proposed report.
Motion by Stribling, second by Smith to approve the proposed Report to Council subject to future revision for
inclusion in the final Report to Council. Approved 7-0.
I Discussion and possible action to make recommendations concerning amendment of City Charter to provide for
anti -lobbying
Chapman presented a proposed Report to Council (draft). The Committee discussed the proposed report. Berr
requested additional time to consider the item.
Motion by Smith, second by Barnes to postpone item to a time certain. Approved 7-0.
J Discuss Agenda Items for 4/12/12 Meeting
Charter Sections 2.14, 2.15, 6.11 and Art. VIII remain to be considered. Meeting on 4/12/12 will begin at 3:30
PM.
Motion by Smith, second by Stribling to adjourn. Approved 7-0. The Meeting adjourned at 8:25 AM.
