CITY OF GEORGETOWN, TEXAS
A RESOLUTION OF THE CITY COUNCIL OF GEORGETOWN,
TEXAS ENCOURAGING AND PROMOTING ANY AND ALL
LEG18LATIVE ACTION AND INFLUENCE ON STATE
LEGISLATORS TO SUPPORT INTRODUCED LEGISLATION WHICH
REMOVES THE CITY'S LIABILITY UNDER THE INDIGENT
HEALTH CARE AND TREATMENT ACT.
WHEREAS, Georgetown, Texas/ is an incorporated municipality
within Williamson County, Texas; and
WHEREAS, by enactment of the Indigent Health Care a
Treatment Act (Article 4438f, Vernon's Texas Civil Statutes]
the residents and taxpayers of the City of Georgetown a
being taxed by Williamson County to provide for the cost
delivery of health care to indigent residents not residi
within the City of Gerogetown; and
WHEREAS, upon the creation of the Georgetown Hospit
Authority, it was clearly intended and ordained that: I
The City shall not be liable or in any way legally
responsible for any part of the operation,
construction, maintenance, or other activities of
the Hospital Authority or for any debts or
obligations created by such Authority and hereby
represents that the City shall in no way assume such
liabilities.

WHEREAS, the City of Georgetown, as the agency having created
the Georgetown Hospital Authorityt is made liable for the cost
of delivery of health care to indigent residents of the City
under said Indigent Health Care and Treatment Act;
THEREFORE, be it resolved by the City Council of the City of
Georgetown:
That all residents of the City of Georgetown, Texas, be, and
are hereby urged to bring to the attention of any and all
legislators of the State of Texas urging them to support House
Bill 81 or Senate Bill 41 which shall remove the liabilities
of ciEl-es having created Hospital Authorities, for the payment
of services for which counties shall have collected tax
revenues* Furthermore, support the amendments to Section 102
(6) of the Indigent Health Care and Treatment Act that
hospitals created under Hospital Authorities not be classified
as Public Hospitals and Hospital Authorities not be considered
Governmental Entities.

That the Mayor and City Council hereby authorize and direcm
the City Manager to participate with the Hospital Authori
and other municipalities in the State of Texas which suff
the same or similar inequities related to the provision of t
Indigent Health Care and Treatment Act to prepare oral a
written testimony and other supportive documents to -
presented to legislative hearings to gain relief from thi
unjust State imposed legislation.
PASSED AND APPROVED this IQT4 day of February, 1987, by
the City Council of the City of Georgetown, Texas, convened in
regular session with a lawful quorem present.
