Hello Steve, I spoke to Anitra, an attorney for the Texas Ethics Commission. She advised that you should make a note on page 2 of your next Campaign Finance Report (January 15th) that this amount was a personal loan and that you have no intention of paying it back to yourself. She explained that, technically, you do not need to report personal loans at all, but since you did, a small note on this next report will suflico. After that, you will have no need to report those funds at all. She explained that personal loans are not considered true loans by the Ethics Commission and are not necessary to report. I have a question for the Texas Ethics Commission -- and our practice has been to route these sorts of questions through the City Secretary so that the answer will be available to everyone if that becomes appropriate. Here's my question: I am a Georgetown City Council Member (District 4) and plan on running for re-election this year (2016). At the end of my last election I reported a "total principle amount of all outstanding loans" of $6,500. These loans were made by and owed entirely to myself. F have no intention of using the contributions of others to repay that debt to myself. As euch, I plan to "excuse" or "dismiss" the debt -- whichever is the right term. But how do I report that? tne way I thought •, was to -.• a $6,500 personal contribution, and then report a $6,500 Payment to myself zero -out the debt. Another way would be just to add a note to the 15 January report saying I had excused/dismissed the debt -- and zero -out the debt an subsacruent reporting.
