A. Call to Order
Tim O'Neill, Chairman of the Board, called the meeting to order at 6:00 p.m. All eight Board
members were present, thus constituting a quorum. Also present were Staff Liaison Fire Chief
John Sullivan and Staff Liaison Office Specialist Linda White.
Statutory Consent Agenda
The Statutory Consent Agenda includes non -controversial and routine items that may be acted upon with one single
vote. An item may be pulled from the Consent Agenda in order that it be discussed and acted upon individually as
part of the Regular Agenda.
B. Consideration and possible action to approve the minutes of the meeting held on November
16, 2015. Gene Jantzen made a motion to approve the minutes from the November 16, 2015
meeting. Ginny Hahn seconded the motion, which the Board approved unanimously.
Legislative Regular Agenda
The Commission will individually consider and possibly take action on any or all of the following items:
C. Discussion of the results of the SE Georgetown Assessment Study Survey as prepared by the
Georgetown Health Foundation — Tim O'Neill, Chairman, Commission on Aging. Board
members discussed various aspects of the SE Georgetown Assessment Study Survey. The Board
concluded that information from the SE Georgetown Assessment Study Survey will be very
beneficial in preparing aspects of the survey questionnaire that the survey committee is currently
formulating. The SE Georgetown Assessment Study Survey has also assisted the Board to realize
there are unmet needs and services for those seniors 65 and older; for instance, the growing need
of legal counsel and more informative communication available to assist the seniors in knowing
what services are available to them.
D. Discussion of information to be included in a proposed report to the City Council
O'Neill, Chairman, Commission on Aging. Dan Bonner is Chair of the subcommittee , which
includes Ginny Hahn, Josie Zamora and Tim ONeill, who will be presenting to City Council on
December 8, 2015. Discussion occurred as to the topics to include in a power point outline. The
Board discussed to include some aspects of the following: introduction, membership categories,
purpose, statics, survey, limitations, key findings/recommendations, and allow time for any Q &
A. The committee will schedule a meeting in order to prepare their presentation.
E. Discussion and possible action of moving the monthly meeting dates of the Commission on
Aging from the 3' Monday to the 2°d Monday of each month — Tim O'Neill, Chairman,
Commission on Aging. Mr. O'Neill shared that the 31 Monday monthly meetings for the
Commission on Aging were in conflict with his spring class schedule. Gene Jantzen made a
motion to change the monthly meeting dates of the Commission on Aging from the 3rd
Monday to the 2nd Monday of each month, beginning January 2016. Donna Livingston
seconded the motion. Discussion occurred and it was determined that each member is to review
their personal schedules for the upcoming year in order to determine if the second Monday of each
month would be possible. Mr. O'Neill called for an amendment to the motion to change the
January meeting to the 11th. Gene Jantzen made a motion to amend the motion on the floor
and to set the next meeting of the Commission on January 11, 2016. Donna Livingston
seconded the amended motion, which the Board unanimously approved. Setting a monthly
meeting date is tabled until the January 11, 2016 meeting.
F. Discussion on future agendas and priorities— Tim O'Neill, Chairman, Commission on Aging.
Speakers invited to speak during the January Commission on Aging meeting are: Richard Plasco
from the Housing Authority who will discuss the aspect of housing for seniors in regards to the
SE Georgetown Survey, Bill Dalton from the Caring Place to speak in regards to homeless seniors,
and Suzy Puky, Community Director of Georgetown Health Foundation regarding the SE
Georgetown Survey. Eric Lashley, Georgetown Library Director, will be invited to attend since
he has expressed an interest in housing for the homeless population in Georgetown.
Adjournment
The next Board meeting will be Monday, January 11, 2016, at 6:00 p.m., at the Public Safety Facility, 3500
DB Wood Road, Georgetown, Texas.
The meeting adjourned at 7:56 p.m. on a motion by Gene Jantzen, seconded by Donna Livingston, which
the Board approved unanimously.

2015. Gary Anderson made a motion to approve the minutes from the October 19, 2015 meeting.

Legislative Regular Agenda
The Commission will individually consider and possibly take action on any or all of the following items:
B. Discussion and presentation regarding services provided by Gentiva Hospice in Georgetown
and its services provided to seniors, their families, and its interest in Georgetown - Vickie
Orcutt, Volunteer Services Manager, Gentiva Hospice in Georgetown. Ms. Orcutt was a member
of the team compiling and processing the data gathered for the Georgetown Aging Initiative Survey
Report. Ms. Orcutt shared her experiences and offered some direction to the Board in regards to
compiling a revised survey.
C. Discussion of information to be included in a proposed report to the City Council — Tim
O'Neill, Chairman, Commission on Aging. Fire Chief John Sullivan shared that the Commission
on Aging is scheduled to speak during the December 8, 2015 City Council Workshop. Ginny Hahn
provided an outline for a presentation to the City Council. The outline included an overview of the
topics chosen by the Commission for further research; various speakers who have spoken during
the Commission meetings; thoughts on steps to move forward as a Commission and on developing
another survey; and identifying areas of priority for the 60+ aging population within the
Georgetown area.

Mr. O'Neill asked Board members to write a short paragraph pertaining to their areas of knowledge
and areas researched for the November 301h meeting. The information gathered will be formulated
into a presentation for the City Council Workshop on December 81.
A motion was made by Gene Jantzen and seconded by Gary Anderson to create a subcommittee to
prepare two or three summary questions at the end of the Commissions' presentation for the City
Council to reflect upon. The Board unanimously approved the motion. Dan Bonner will Chair the
subcommittee with Ginny Hahn and Josie Zamora serving on the committee.
D. Discussion regarding "asset" assignments related to the Georgetown Aging Initiative Survey
- Josephine Zamora, Board Member. Josephine Zamora and Ginny Hahn are continuing to prepare
a draft of revisions discussed for the Georgetown Aging Initiative Survey to present to the Board.
E. Discussion and possible action of either moving or cancelling the December 21" regular
meeting — Tim O'Neill, Chairman, Commission on Aging. Due to the December 21" regular
meeting being during the week of Christmas, discussion occurred as to either rescheduling the
meeting date or cancelling the December meeting. A motion was made by Dan Bonner to
reschedule the December meeting to Monday, November 30"'. The motion was seconded by Pat
Strickland, which the Board unanimously approved.
F. Discussion and possible action of moving the January 161h meeting date because of the MLK
holiday — Tim O'Neill, Chairman, Commission on Aging. Mr. O'Neill shared that the 31 Monday
monthly meetings for the Commission on Aging were in conflict with his spring class schedule.
Discussion occurred to possibly change the monthly meetings to the second Monday of each month.
This item was tabled until the November 301h meeting.
G. Discussion on future agendas and priorities — Tim O'Neill, Chairman, Commission on Aging.
Future priorities for speakers at the Commission on Aging meetings shared by Board members
were to invite Richard Plasco from the Housing Authority to speak, and invite Bill Dalton from the
Caring Place to speak in regards to homeless seniors.
Adjournment
Before adjourning, Gary Anderson announced to the Commission that he had submitted his resignation to
Mayor Ross effective as of this date, November 16, 2015. Mr. Anderson explained that due to further
deterioration of his capabilities of hearing, it has become more difficult to hear and participate in group
type meetings. Therefore he feels due to the decline of his participation, he wishes to resign. The
Commission thanked Mr. Anderson for his participation and contributions to the Board over the past year.
The next Board meeting will be Monday, November 30, 2015, at 6:00 p.m., at the Public Safety Facility,
3500 DB Wood Road, Georgetown, Texas.
The meeting adjourned at 8:06 p.m. on a motion by Gene Jantzen, seconded by Ginny Hahn, which the
Board approved unanimously.

Dear colleagues,
We agreed to move our regular December meeting to November 30.
Please email me your short paragraph addition to Ginny's outline no later than Sunday, Nov. 29, at 5
PM. I will try to weave everything into an overall outline. We are meeting with the City Council on
Tuesday, December 8 at 3 PM.
Dan or a volunteer will have to do the City Council presentation since I have a final exam that day,
1:30-4:30 PM, and am therefore not available.
Please respond no later than 5 PM this Friday, the 20th, regarding the suggested moving of our
regular meetings to the second Monday of the month during 2016.

Additional Statistics:
1. AARP estimates that >20% of over age 65 seniors are not driving;
a. Percentage suggests that @ 3037 seniors in Georgetown are not driving
b. @ 700 seniors are living in Independent / Assisted living. Their community
typically does provide some transportation for them.
2. Faith In Action in Georgetown had more than 500 clients in 2014 and provided over
5000 rides
Issue: Seniors who don't drive need door to door service for doctor appointments,
shopping, and personal care appointments
Brief description of Transportation resources and issues:
It is estimated that Georgetown has approximately 3000 seniors who are unable to drive
themselves to errands and appointments. Faith in Action, a non-profit Church affiliated
community service currently serves @ 500 senior clients and provided 5000 door to door rides in
2014. While CARTS does have both fixed route and demand response service, it does not serve
the door-to-door needs of mobility impaired seniors.
The demand for transportation exceeds the available supply. We foresee a growing need to:
• Encourage and support Faith in Action to grow to meet demand
• Find a way to propose and support additional van transportation initiatives to get seniors
to and from the Downtown District, Wolf Ranch, RR Outlet, HEB and medical facilities
• Promote the consideration of the Virtual Villages concept in the various segments of the
City

Aging Initiative Summary Report (copy attached) as essentially unchanged for the heavily
Anglo residential areas of Georgetown. Do you agree?
2. We propose to build on that survey by focusing our survey on the heavily Hispanic Southeast
Quadrant and the historically African American community, extending from west of the square

our research method, could you give us some general parameters of what the City of

concluded study of the SE Quadrant, as well as with other city commissions who have some
overlapping areas of concern with us regarding the needs of senior adults, e.g. Commission on

For Tim, my other assignment was to write a brief description of community churches as a
resource for seniors. Here goes: "Georgetown's most plentiful social networking hubs for senior
adults today are the many religious fellowships in our city. Especially for those fellowships
whose ministry history exceeds fifteen years, the majority of their members are sixty-five years
of age or older. Fellowship and religious care in times of need are provided in copious quantity
by these dozens of religious fellowships. In addition a number of the larger congregations have
specific ministries of recreation and instruction for senior adults. Five fellowships (First United
Methodist Church, First Baptist Church, Main Street Baptist Church, Wellspring United
Methodist Church, and The Worship Place in Sun City) carry out weekly half -day ministries for
persons living with Alzheimer's Disease or advanced dementia."

Dear colleagues,
We agreed to move our regular December meeting to November 30.
Please email me your short paragraph addition to Ginny's outline no later than Sunday, Nov. 29, at 5
PM. I will try to weave everything into an overall outline. We are meeting with the City Council on
Tuesday, December 8 at 3 PM.
Dan or a volunteer will have to do the City Council presentation since I have a final exam that day,
1:30-4:30 PM, and am therefore not available.
Please respond no later than 5 PM this Friday, the 20th, regarding the suggested moving of our
regular meetings to the second Monday of the month during 2016.
