HomeMy WebLinkAboutMinutes_CVSVS_05.13.2015Minutes of Meeting for the Civil Service Commission City of Georgetown May 13, 2015 at 3:30 p.m. The Civil Service Commission met on May 13, 2015 at 3:30 p.m. at Georgetown Public Safety Operations and Training Center, 3500 D.B. Wood Rd., Georgetown TX. 786216 In attendance: Glenn Mautner, Place 2; Jim Montgomery, Place 3; Hank Michel, Place 1; Elliott Harper; Tadd Phillips, Civil Service Director; Daniel Bilbrey; John Sullivan, Fire Chief A. Approval of minutes from April 8, 2015 meeting. Motion to approve Commissioner Mautner, 2nd Commissioner Montgomery — Approved following a name spelling correction in the minutes for Daniel Bilbrey. B. Discussion and possible action to revise the City of Georgetown Rules and Regulations of the Firefighters' and Police Officers' Civil Service Commission. Civil Service Director briefed Commission on potential future changes to Local Rules as it relates to the Fire Dept. taking on EMS duties and the hiring practices needed to provide service. No rule changes at this time but a future meeting may have clarifying language to the rules to allow flexibility on staffing. C. Discussion and review of presentation and update by the Civil Service Director on Commission on Civil Service related items. Civil Service Director provided update to Commission on Meet and Confer Process stating there are rules that allow for a representative to negotiate an agreement between the Associations and the City as it relates to certain aspects of employment. Civil Service Director then relayed the advantages of Meet and Confer, provides the opportunity to clean up language that is not entirely clear in the Local Rules or 143. Civil Service Director then provided a status update — Police Meet and Confer is ongoing and Fire will start soon. Commissioner Michel asked if the Commission was involved in the standards for testing procedures and that the City may be unhappy with current exams. Civil Service Director Responded that there are two sides of the testing process a PAT and written. Currently we are looking at a validated PAT, then briefly explained that we are looking into the CPAT which allows for individuals to take an exam elsewhere, and that the Civil Service Director is empowered by the Commission to develop exam procedures. Elliott stated that TWC provided the City with the list of agencies that currently have validated written exams and that he is working with Fire to select a provider from that list. Previous exams were not from a validated vendor and we received a letter from TWC stating their concern. Commissioner Mautner asked if the CPAT has a shelf life Chief Sullivan stated that the shelf life would be established by the department Chief Sullivan addressed that the previous promotional exam that the majority of the challenges on the exam came from the customer service book which was more subjective and in the future that book may be removed from the source material. Civil Service Director quoted 143.032 which places the exam process under the Civil Service Director who is then accountable to the Commission. Commissioner Michel stated that he was very impressed with the knowledge that he saw in the appeals from all of the individuals that challenged questions on the previous promotional exam D.
