HomeMy WebLinkAboutMinutes_CVSVS_09.25.2015Minutes of Meeting for the Civil Service Commission City of Georgetown September 25, 2015 at 3:30 p.m. The Civil Service Commission met on September 25, 2015 at 3:00 p.m. at Georgetown City Council Chambers, 101 E. 7t1' St., Georgetown TX. 786216 In attendance: Glenn Mautner, Place 2; Jim Montgomery, Place 3; Hank Michel, Place 1; Elliott Harper; Tadd Phillips, Civil Service Director; Daniel Bilbrey; John Sullivan, Fire Chief; Skye Masson, Asst. City Attorney; Wayne Nero, Police Chief A. Approval of minutes from May 13, 2015 meeting Motion to approve Commissioner Montgomery, 2"d Commissioner Mautner, Approved 3-0 B. Discussion and possible action to revise the City of Georgetown Rules and Regulations of the Firefighters' and Police Officers' Civil Service Commission Director introduced item and discussed the change to providing EMS. Then introduced Asst. City Attorney (Skye) to provide details on updates. 1.) Skye - Updated language to reflect TCOLE Cert as opposed to TCLEOSE as previously specified in the preference section 2.) Skye - Made preference for Fire to include 3 yrs medic experience or Firefighter certification 3.) Skye - Minimum qualifications now require a paramedic certification by time of hire to be eligible 4.) Skye - Clarifying language added making polygraph pre -conditional offer 5.) Skye - Eligibility list is now valid 6 months for Firefighter and 12 months for Police Officer ® Commissioner Michel inquired as to the difference in the length of the validity. ® Director - 143 allows for 6 —12 months and this was due in part to the preference of each Chief. ® Chief Sullivan stated that currently the department is in a phase of rapid growth and currently need specific licenses to accommodate the EMS program. A 6 month list allows for faster turnover of a list to acquire those certifications 6.) Skye - Probationary period language has been clarified. 7.) Director — Language was cleaned up to allow Police Officers or Firefighters to forfeit vacation time in lieu of a suspension lasting 15 calendar days or less per statute. • Commissioner Michel — What would happen if the Chief and employee disagree? ® Director — Employee could take the suspension and appeal to the Commission or a third party Motion to approve by Commissioner Montgomery, 2" a by Commissioner Mautner, Approved 3-0 C. Discussion and possible action adopting resolution amending the entry level job classification from Firefighter to Firefighter/Paramedic applying the amended standards to the existing list and declaring the current entry level Firefighter Eligibility list exhausted as of the effective date of the resolution. 1.) Skye — Introduced resolution exhausting current list at the effective date of the resolution to accommodate a 7 day waiting period 2.) Chief Sullivan — Currently in need of 8 FF/Medics — necessity comes from the October l" takeover of EMS transport services. 3.) Chief Sullivan — will take these rules and apply them to the current list and any individual on the current list that is certified will be given the opportunity to interview. 4.) Director — Clarified that posted agenda also includes a job description update requiring a Paramedic Certification for all future new hires. Current employees are grandfathered.
