A. Call to Order
Tim O'Neill, Chairman of the Board, called the meeting to order at 6:00 p.m. All eight Board
members were present, thus constituting a quorum. Also present were Staff Liaison Fire Chief
John Sullivan and Staff Liaison Office Specialist Linda White.
Statutory Consent Agenda
The Statutory Consent Agenda includes non -controversial and routine items that may be acted upon with one single
vote. An item may be pulled from the Consent Agenda in order that it be discussed and acted upon individually as
part of the Regular Agenda.
B. Consideration and possible action to approve the minutes of the meeting held on November
30, 2015. Gene Jantzen made a motion to approve the minutes from the November 30, 2015
meeting. Donna Livingston seconded the motion, which the Board approved unanimously.
Legislative Regular Agenda
The Commission will individually consider and possibly take action on any or all of the following items:
C. Discussion of the results of the SE Georgetown Needs Assessment Study Survey as prepared
by the Georgetown Health Foundation — Suzy Pukys, Community Director of Georgetown
Health Foundation. Board members discussed various aspects of the SE Georgetown Assessment
Study Survey, The Board concluded that information from the SE Georgetown Assessment Study
Survey will be very beneficial in preparing aspects of the survey questionnaire that the survey
committee is currently formulating.
D. Discussion of a comprehensive study survey focusing on affordable housing and other needs
in the Georgetown community, particularly including the 65+ age population in this study—
Walter
tudy—Walter Doreing, Chairman, Housing Advisory Board. Mr. Doreing incorporated much of his
comments pertaining to housing and other needs of the 65+ age population into Suzy Pukys'
discussion pertaining to the results of the SE Georgetown Needs Assessment Study Survey. Mr.
Doreing expressed the need for all entities in Georgetown working with the 60+ population to
work together in keeping each other informed of their activities.
E. Discussion of ways the Caring Place, in responding to basic human needs of the community
and county, may respond to the growing homeless 65+ age population within the City of
Georgetown — Bill Dalton, The Caring Place (this item was not presented — will be scheduled at
a later date)
F. Discussion of information to be included in the presentation to the City Council — Tim
O'Neill, Chairman, Commission on Aging. The Commission on Aging presentation to City
Council will be February 9, 2016 during Council's Workshop Session. Ginny Hahn presented the
power point presentation to the Board for review and discussion. Once revisions have been
incorporated to the slides, the power point presentation will be emailed to the Board for review
before their monthly meeting in February.
G. Discussion and possible action of moving the monthly meeting dates of the Commission on
Aging from the 3' Monday to the 2nd Monday of each month — Tim O'Neill, Chairman,
Commission on Aging. Gene Jantzen made a motion to change the monthly meeting dates of the
Commission on Aging from the Yd Monday to the 2°d Monday of each month. Virginia Lazenby
seconded the motion, which the Board approved unanimously.
H. Discussion on future agendas and priorities — Tim O'Neill, Chairman, Commission on Aging.
Eric Lashley, Director of the Georgetown Library, will present to the Board in February regarding
a grant application to the Texas State Library and Archives Commission. Also at the February
meeting the Board will finalize their presentation to the City Council during their workshop on
February 9"'. At the February meeting, the Board will review a final draft of the survey
questionnaire.
Adjournment
The next Board meeting will be Monday, February 8, 2016, at 6:00 p.m., at the Public Safety Facility, 3500
DB Wood Road, Georgetown, Texas.
The meeting adjourned at 8-12 p.m. on a motion by Gene Jantzen, seconded by Virginia Lazenby, which
the Board approved unanimously.

meeting. Ginny Hahn seconded the motion, which the Board approved unanimously.

The Commission will individually consider and possibly take action on any or all of the following items:
C. Discussion of the results of the SE Georgetown Assessment Study Survey as prepared by the
Georgetown Health Foundation — Tim O'Neill, Chairman, Commission on Aging. Board
members discussed various aspects of the SE Georgetown Assessment Study Survey. The Board
concluded that information from the SE Georgetown Assessment Study Survey will be very
beneficial in preparing aspects of the survey questionnaire that the survey committee is currently
formulating. The SE Georgetown Assessment Study Survey has also assisted the Board to realize
there are unmet needs and services for those seniors 65 and older; for instance, the growing need
of legal counsel and more informative communication available to assist the seniors in knowing
what services are available to them.
D. Discussion of information to be included in a proposed report to the City Council — Tim
O'Neill, Chairman, Commission on Aging. Dan Bonner is Chair of the subcommittee, which
includes Ginny Hahn, Josie Zamora and Tim O'Neill, who will be presenting to City Council on
December 8, 2015. Discussion occurred as to the topics to include in a power point outline. The
Board discussed to include some aspects of the following: introduction, membership categories,

purpose, statics, survey, limitations, key findings/recommendations, and allow time for any Q &
A. The committee will schedule a meeting in order to prepare their presentation.
E. Discussion and possible action of moving the monthly meeting dates of the Commission on
Aging from the 31 Monday to the 2°d Monday of each month — Tim O'Neill, Chairman,
Commission on Aging. Mr. O'Neill shared that the 3' Monday monthly meetings for the
Commission on Aging were in conflict with his spring class schedule. Gene Jantzen made a
motion to change the monthly meeting dates of the Commission on Aging from the 31
Monday to the 2°d Monday of each month, beginning January 2016. Donna Livingston
seconded the motion. Discussion occurred and it was determined that each member is to review
their personal schedules for the upcoming year in order to determine if the second Monday of each
month would be possible. Mr. O'Neill called for an amendment to the motion to change the
January meeting to the 11th. Gene Jantzen made a motion to amend the motion on the floor
and to set the next meeting of the Commission on January 11, 2016. Donna Livingston
seconded the amended motion, which the Board unanimously approved. Setting a monthly
meeting date is tabled until the January 11, 2016 meeting.
F. Discussion on future agendas and priorities — Tim O'Neill, Chairman, Commission on Aging.
Speakers invited to speak during the January Commission on Aging meeting are: Richard Plasco
from the Housing Authority who will discuss the aspect of housing for seniors in regards to the
SE Georgetown Survey, Bill Dalton from the Caring Place to speak in regards to homeless seniors,
and Suzy Puky, Community Director of Georgetown Health Foundation regarding the SE
Georgetown Survey. Eric Lashley, Georgetown Library Director, will be invited to attend since
he has expressed an interest in housing for the homeless population in Georgetown.

The next Board meeting will be Monday, January 11, 2016, at 6:00 p.m., at the Public Safety Facility, 3500
DB Wood Road, Georgetown, Texas.
The meeting adjourned at 7:56 p.m. on a motion by Gene Jantzen, seconded by Donna Livingston, which

seconded the motion. Discussion occurred and it was determined that each member is to review

month would be possible. Mr. O'Neill called for an amendment to the motion to change the
January meeting to the 11th. Gene Jantzen made a motion to amend the motion on the floor
and to set the next meeting of the Commission on January 11, 2016. Donna Livingston

d. Identify specific areas for recommendations / action
REMINDER: Areas identified in 2013 Senior survey were never worked on; hence this
Commission was established.

b. Dental care — explore ways to expand Lone Star Circle of Care dental care
for seniors
c. Housing —develop initiatives for both repair and new construction

Dear colleagues,
I have attached a lightly altered version of the rough draft of a presentation I sent you yesterday.
The key differences arethat I included our charge from the City Council and added possible future
agenda items.
I imagine that our task tonight will be to make sure that everything significant is covered in this
rough draft. There are no doubt additions, deletions, and modifications that need to be made.
I will be asking Chief Sullivan to share his views of what kind of presentation seems to work best with
the Council members. We then can strategize about both the content and the form of our
presentation.
Ginny has volunteered to work with Dan, who will make the actual presentation since I have a final
exam to cover next Tuesday, and me in massaging the next draft into something presentable.
Please come with your feedback and suggestions about both form and content.
We will also discuss the SE Gtown Needs Assessment report. There may be elements of that report
we need to draw upon. Suzy Pukys, the community director of Gtown Health Foundation, will be
present at our January meeting. Are there questions about the Foundation's activities and/or the
survey that I can communicate to Suzy ahead of time so that we can use our time well?
We will also have Mr. Richard Plasco coming from the Housing Authority who will discuss the
comprehensive survey that includes seniors; and Mr. Bill Dalton from the Caring Place talking about homeless
seniors. Mr. Eric P. Lashley, Georgetown Library Director, may also participate.

Dear Josie,
I hesitate to say yes for our 11/30 meeting for two reasons:
1. We already have Bill Dalton, volunteer at the Caring Place, visiting us and the issue of "homeless"
seniors may consumer a lot of our time. We also have the prep sheet for the 12/8 meeting with the
City Council to develop and finalize.
2. It may be politically prudent not to meet and perhaps agree to work with the Housing people
before we meet with the Council so that the issue of funding won't be a lightening rod given what
happened to the Affordable Housing proposal last week. I think we can say that we will be meeting
with Richard to discuss a possible collaboration with the housing authority board in January. This
means we haven't made a commitment yet.
So: would you contact Mr. Dalton about our new 11/30 meeting and ask Richard if he can join us for
our meeting in January?
I may be over thinking this but I think Chief Sullivan's reading of the Council's mood is accurate

As for the data, we are done with our redactions but are having to reformat the report (oh, technology). I am hoping it

Hello Tim,
Late this afternoon I met with Eric Lashley, Director of the Georgetown Public Library. It was a very productive conversation. He is in the process of writing a grant to
get funding for a social worker (S.W.) to be a part of the library. The S.W. can address and refer seniors and families to service agencies in Georgetown. He said this is
being done in some of the bigger cities like Houston and so far it proving to be a successful program. As for the homeless, we came up with ideas for a shelter as well.
I have asked him to come to the COA January meeting to listen to Richard and Bill's presentation. Eric has plans to attend the meeting. I want to support his effort for
the grant and I think the COA should support his efforts and ideas. He has a solution to a problem that makes sense. Dealing with the problem now while it is
manageable is better than dealing with it when it is out of control.
I happened to mention to him about the different agencies that have presented to the COA that provide services to seniors. He was familiar with some, but not all of
them. I also mentioned there needs to be better communication between all services dealing with some of the same problems. The meeting held by the Health
Foundation did well to present the problems, but as a community we need a follow up meeting. I suggested we organize a "solutions presentation." This presentation
would highlight all the "Assets" in Georgetown. He liked the idea so much he is going to meet with Suzy Pukis next week and suggest it to her.
My question is how we get to this information to the rest of the COA members. Should it wait until the Jan 11"' meeting?
My second question —I am thinking about contacting the city councilman who represents my district to share my concerns about what is happening in our
community. If people contact him about paving the roads, why can't I contact him about something like the issues we are trying to address?

1. Public Transportation improvements
A. What type of bus/transportations services are available for seniors and persons with
disability available? What are their service areas? What is the cost?
B. Attached is the link that shows the new transportation bond maps for road of

seniors

A. How are resources for seniors disseminated to seniors? Is the information on their

A. Does Georgetown have a disaster plan to access homebound seniors in case of

day cares located?
I think we need to research housing for seniors as well.
7. Housing
What is the average cost of housing in Georgetown?
How many assisted living business are located in Georgetown? Is there a waiting list to
get an apartment at an assisted living place?
How many public housing units are available for seniors? What is the waiting period for
an apartment?
Besides Mariposa for seniors are there other apartments available to seniors that base
their rent according to resident's month income?
