The Library Advisory Board met on Monday, September 14, 2015 at 10:00 a.m. in the Staff
Conference Room of the Georgetown Public Library, 402 W. 8t" Street
MEMBERS PRESENT: Pat Baldwin, Michael Barnes, Tom Milburn, and Linda Nix.
STAFF PRESENT: Eric Lashley- Library Director
Regular Session
A. Citizens wishing to address the Board. — None were present.
B. Consideration of minutes of the July 20, 2015 meeting. — Michael Barnes made the motion to
accept the minutes of the July 2015 Library Advisory Board Meeting. Tom Milburn seconded the
motion, which passed unanimously.
C. Consideration of the Library Director's Report. — Eric Lashley. Lashley reviewed the Library
Director's Report that was provided to board members in the month's agenda packet. Lashley
noted that volunteer hours increased during July and August. The number of books added to the
collection decreased during August, due to the resignation of Cataloging Librarian, Brenna
Normann. Lashley read the patron comments from the library's suggestion box.
Lashley reported changes in the library's staff. Library Assistant Laura Helpert has been hired to
fill the Cataloging Librarian position. The part-time position vacated by Laura Helpert will be
posted soon. Noreen Rafique resigned to become a full-time student at St. Edwards University.
Kalena Powell and Michele Harber are swapping many of their job duties. Kalena will be
responsible for the operation of the bookmobile. Michele will take over as the volunteer
coordinator, while still managing behind -the -scenes operation of the bookmobile. The library will
hire a full-time Children's Services Library Assistant to cover the story times that Kalena was
performing.
The City's annual budget was passed at the first Council meeting in September. The budget does
include a Cataloging Librarian position. Lashley thanked the Library Board for their support of this
position.
Lashley reported that the library will be hosting a bookmobile networking meeting on October 2,
2015 for area libraries interested in starting a bookmobile service for their patrons. The annual
CTLS (Connecting Texas Libraries Statewide) meeting will be held in Temple on Friday,
September 25. All board members are welcome to attend.
The Friends of the Georgetown Public Library held their annual meeting on September 8, 2015.
During fiscal year 2014-2015, the Friends have given the library over $72,000 in support.
D. Consideration and possible action to approve the library staff's recommendation to select Ingram,
Inc. as the preferred book vendor for the library. — Eric Lashley. Lashley explained that there are
two major book vendors for public libraries: Ingram, Inc. and Baker & Taylor. The library has used
Ingram in previous years because we can utilize a State of Texas contract with negotiated pricing,
discounts, and free shipping. Baker & Taylor's pricing and shipping costs are comparatively
higher. Milburn moved to approve the selection of Ingram, Inc. as the library's preferred book
vendor. Barnes seconded the motion, which passed unanimously.
E. Consideration and possible action to approve the library staff's recommendation to select Midwest
Tape as the preferred media vendor for the library. — Eric Lashley. Lashley explained that Midwest
Tape gave the best discounts and service for media such as DVDs, music CDs, and books on CD.
Pat Baldwin moved to approve the selection of Midwest Tape as the library's preferred vendor
for media. Barnes seconded the motion, which passed unanimously.
F. Update on the new parking lot and Downtown West Project. — Eric Lashley. Lashley reported that
the City is waiting for permits by the Texas Commission on Environmental Quality before
beginning construction. Lashley reported that he had met with City representatives concerning a
parking study they are doing in conjunction with the Downtown West Project. The second public
meeting was held for the Downtown West Project on August 12, 2015. The concerns expressed
by the public will be presented to Council in September. The proposed large festival area near 9th
Street has been removed from the project.
G. Consideration of the Volunteer Report. — Tom Milburn. Milburn reported that he and Lashley had
met with Volunteer Coordinator, Kalena Powell, regarding Milburn acting as a liaison between the
Library Advisory Board and the library's volunteers. Powell and Lashley are in favor of this idea
and Milburn will now report any volunteer related interests or concerns to the Board during the
monthly meetings. Milburn reported that the only concern expressed thus far was regarding the
OverDrive downloadable books product. Milburn said he referred the volunteer's concern to
Assistant Director, Sally Miculek and she responded to the volunteer.
H. Consideration and possible action to change the way board members receive agenda packets. —
Eric Lashley. The Board tabled this item until next meeting, since only four members were
present at the time. This item will be on the October agenda for all seven board members to
discuss.
Consideration of dates of future Board meetings. —Eric Lashley. The next Library Advisory Board
meeting will be held on Monday, October 12, 2015 at 10:00 a.m.

July 20, 2015
The Library Advisory Board met on Monday, July 20, 2015 at 5:30 p.m. in the Staff Conference Room
of the Georgetown Public Library, 402 W. 8Ih Street
MEMBERS PRESENT: Pat Baldwin, Michael Barnes, Leis Case, Tom Hagen, Tom Milburn, and
Pete Rose. "
STAFF PRESENT: Eric Lashley- Library Director, David Morgan- City Manager, and Nat Waggoner -
Transportation Analyst.
Regular Session
A. Citizens wishing to address the Beard, — bone were present,
B. Consideration of minutes of the June 15, 2015 meeting. — Tom Hagen made the motion to
accept the minutes of the June 15, 2015 Library Advisory Board Meeting. Pete Rose seconded
the motion, which passed unanimously:
C. Introduction of new Library Advisory Beard member, Tom Milburn; — Erie Lashley. Milburn
introduced himself to the board and each board member introduced themselves to him. Milburn
has been a library patron for over 10 years and a volunteer for the last 3 years.
D. Introduction of the new City Manager, David Morgan, — Eric Lashley, David Dorgan introduced
himself to the Library Advisory Board, Beard members asked Morgan the likelihood of the
Cataloging Librarian position being placed back in the budget for FY 15-16. Morgan explained that
the meting held on July 17 was only the first meeting in a process to develop the budget. He
assured the Board that he understands how important the position is to the library and that he is
working to have the position included.
Rose asked Morgan about the budget process. Morgan stated that he would like to make changes
to the way the City budgets. Morgan plans to have a retreat with City Council early in fiscal year
2015-15, to review the budget processes that will impact the following fiscal years. Morgan wants
to develop a more formal budget process.
E. Report on proposed Citv of Georgetown Public Transportation Plan. — Nathaniel Waggoner,
Transportation Analyst. Waggoner presented a report drafted by City staff and Capital Metro to
establish a four route bus system in Georgetown. Waggoner said the report needs to be adopted
by Council in order to be eligible for federal funds for future public transportation projects.
Waggoner explained that the plans include a transfer station, to be located the library. Board
members had questions about costs, fares, and routes,
F. Consideration and possible action to drafta letter of support for the proposed City f Georgetown
Transportation Plan. — Erie Lashley. Board members discussed the pros and cons of the
proposed Public Transportation Plan, including concerns about costs and ridership. The Board did
not vote to support the plan:
G. Consideration of the Library Director's Report. - Eric Lashley — Lashley reported that visitations
were yap for the month of June but circulations were lower. This is a result of the backlog of new
materials in the library. Lashley reported that the library's current cataloger, Brenna Normann,
resigned to take a new position near Portland, Oregon.
Lashley reviewed the statistics for June, noting that {overdrive checkouts for downloadable -
books and audiobooks were slightly up for the month:
Lashley reported that the new AV system had been installed in the Hewlett and Friends Rooms
and the video equipment will be installed in August. Meetings held in these rooms now have the
capability to be recorded and shown on the it's local access cable channel 10,
Lashley and Bethni King attended the annual American Library Association conference in San
Francisco, California in June:
The library's new website is now live. Lashley explained that it's a work in progress. Staff
members are taking notes on necessary improvements that need to be made. These changes will
be implemented as the problems are found.
Lashley noted that there was a public meeting concerning the Downtown vest project held at the
library on July 15. The project will include a renovation of the old library on 808 Martin Luther King,
into a new City Nall facility and municipal court, as well as other changes to the surrounding area.
Many who attended were concerned about parking and traffic. tither expressed concern that a
proposed festival area would take up existing library parking. Lashley informed the Board that he
will relay the parking concerns when he meets with the architectural firm hired for this project, the
Lawrence Croup Architects;
H. update on budget for FY 201 -15 — Eric Lashley. Lashley noted that the City Manger's
proposed budget for next fiscal year includes the Cataloging Librarian position and market
adjustments, as well as other items. The library will receive increases in line items such a
travel/training, supplies, DVD's, subscriptions and dues, and electronic materials. The library will
also be able to purchase new public computers and laptops:
1. Consideration of dates of future Board meetings. —Eric Lashley. Lashley reminded the Board that
they voted to cancel the Library Advisory Board meeting for August. They also voted to schedule
all future meetings to the second Monday of the month, at 10 a.m.

DIRECTOR'S MONTHLY REPORT

JULY 2015
HIGHLIGHTS
• Cienfuegos provided live music on July 19, 2015.
• The Texas Society of Sculptors' Summer Show is going on through September 25,
pieces will be displayed throughout the entire building. An artist reception was held July
19, where guests could chat with the sculptors and winners for the TSOS contest were
announced. Christy Hullum showcased her Infrared Photography in the library's gallery
during July.
• The Summer Reading Program continued with events including: Reptile Man, Fun with
Dinosaurs and a Martial Arts demonstration.
• The 50`h anniversary committee hosted a Singin' in the Rain movie screening, which
gained a crowd of nearly 30 guests. (a record for movie screenings)
• July 13, Eric Lashley and Lawren Weiss met with Wayne Whyte from Records
Management, to discuss how to better manage the various records the library maintains.

kids).

talented, and helpful!

7. Patron comment: Nice libarreon. Ms. Kayalina is the best.

9. Patron comment: When the toilets flush they splash all over so when you flush it you
get toilet water on you.

as a summer treat! Ms. Kaylina knows us by name and makes our seven year feel very
special. We love the where's OIL

DIRECTOR'S MONTHLY REPORT

AUGUST 2015
HIGHLIGHTS
Minnie and Ella Jordan provided live music on August 23, 2015. After record breaking
crowds over the past few months, library supervisors decided to put out 80 chairs for
Live Music Sundays, instead of 40. Christy Hullum's Infrared Photography continues to
display this month.
• The Texas Society of Sculptors' Summer Show continues through September 25.
August 21, all librarians and the administrative assistant participated in a staff retreat at
the Parks & Rec Administrative building. Staff members discussed how to make a
smooth transition into the next fiscal year and how to handle the changes in staff
members &job duties.

13. Patron comment: I do not like the new library website. It is difficult to find where to sign
into my account,

Consideration and possible action to change the way board members receive agenda packets. -Eric

ITEM SUMMARY:
Library Board members currently receive their packet via the post office mail service. The board
should choose if they'd like to continue receiving agenda packets this way, or via email instead.
Sending packets via email will save staff time from printing and preparing the packets for the mail,
in order for board members to receive them in time for the meeting.
FINANCIAL IMPACT:
If the board chooses to receive agenda packets via email, the library will not have to pay postage
fees associated with sending the packets through the mail. However, this is a minimal cost and not
a financial burden to the library.
