Minutes
January 14, 2016, at 3:30 p.m.

Members present: Brenda Baxter; Nikki Brennan, Walt Doering; Chair, Richard Glasco, Jim Mann,
Monica Martin; Secretary

This is a regular meeting of the Housing Advisory Board of the City of Georgetown. The Board,
appointed by the Mayor and the City Council, makes recommendations to the City Council on
affordable housing matters.

B. Welcome to new board member Nikki Brennan.
Doering welcomed new board member Nikki Brennan.
C. Consideration and possible action to approve the minutes from the November 19, 2015
regular meeting.
Motion by Mann to approve the minutes from the November 19, 2015 Housing
Advisory Board meeting. Second by Baxter. Approved 6-0.
(Doering explained the board will review and discuss all three items before taking action).
D. Consideration and possible action to recommend approval a resolution of support for
Saigebrook Development to apply for Housing Tax Credits for the construction of 104
units to be known as the Kaia Pointe, located at 4800 Williams Drive. --Jennifer C. Bills,
Housing Coordinator
Bills provided a brief overview of the 5.0 acre multi -family developments location and
zoning.
Applicant, Megan Lasch gave a brief presentation describing their project.
Discussion between Board and applicant in regards to amenities, ADA compliance,
financing, car ports, garages, technology and what skills they look at when hiring a
Property Manager.

Motion by Baxter to recommend approval to City Council consideration for Resolutions
of Support and Authorization of an Allocation of Housing Tax Credits for Saigebrook
Development (Kaia Pointe Apartments). Second by Brennan. Approved 6-0.
E. Consideration and possible action to recommend approval a resolution of support for
Pedcor Investments to apply for Housing Tax Credits for the construction of 108 units to
be known as the Live Oak Apartments, located at 4121 Williams Drive. --Jennifer C.
Bills, Housing Coordinator
Bilis provided a brief overview of the developments location and zoning. Bills
explained the property is currently in C-1, Local Commercial zoning, which will require
the property to undergo the rezoning process.
Applicant, Jean Latsha gave a brief presentation describing their project.

financing, car ports, garages, technology and what skills they look at when hiring a
Property Manager.
Motion by Baxter to recommend approval to City Council consideration for Resolutions
of Support and Authorization of an Allocation of Housing Tax Credits for Pedcor
Investments (Live Oak Apartments). Second by Martin. Approved 6-0.
F. Consideration and possible action to recommend approval a resolution of support for
DDC Merritt Heritage, Ltd. to apply for Housing Tax Credits for the construction of 220
units to house seniors, to be known as the Merritt Heritage Apartments, located at 4700
Williams Drive. --Jennifer C. Bills, Housing Coordinator
Bills provided a brief overview of the developments location and zoning. Bills
explained the property is currently in C-1, Local Commercial and Office zoning, which
will require the property to undergo the rezoning process. Bills also mentioned Merritt
Heritage Apartments will be age restricted.
Applicant, Colby Denison gave a brief presentation describing their project.
Discussion between Board and applicant in regards to amenities, ADA compliance,
financing, car ports, garages, technology and what skills they look at when hiring a
Property Manager.
Motion by Glasco to recommend approval to City Council consideration for Resolutions
of Support and Authorization of an Allocation of Housing Tax Credits for DDC Merritt
Heritage Limited (Merritt Heritage Apartments). Second by Baxter. Approved 6-0.
G. Update on Workforce Housing incentives and UDC amendments. --Jennifer C. Bills,
Housing Coordinator.
Bills reported the Workforce Housing incentives and UDC amendments were approved
at City Council and scheduled for second reading on January 26tH.

H. Discussion and possible action on assessing the last presentation to City Council; what
we did well and what we needed to do differently. --Walt Doering, Board Chair
Motion by Baxter to postponed item H to the next meeting. Second by Glasco
Approved 6-0.
I. Next Steps:
Reminder that the next regular meeting will be on February 18, 2016 in the Williamson
Conference Room.
Update from the Georgetown Housing Authority. --Nikki Brennan
Discussion on the direction of the board for 2016.
Adjournment
Motion by Baxter to adjourn, Second by Glasco. Approved (4-0) Board adjourned at 5:20 p.m.
