HomeMy WebLinkAboutMinutes_ARTAB_10.13.2015Minutes of the meeting of the Arts and Culture Board City of Georgetown, Texas October 13, 2015 The Arts and Culture Board met on Tuesday, October 13, 2015 at 4:30 p.m. in Classroom 211 of Georgetown Public Library, 402 W. 8th Street MEMBERS PRESENT: Gary Anderson, Steve Harris, Shana Nichols, Betty Ann Sensabaugh, Liz Stewart, Amanda Still and Melissa Waggoner STAFF PRESENT: Eric Lashley- Library Director, Dana Hendrix- Fine Arts Librarian, Lawren Weiss - Administrative Assistant Chair Sensabaugh called the meeting to order at 4:30 p.m. Regular Session A. Citizens who wish to address the board. — None were present. B. Announcements of upcoming arts and culture events. — Georgetown Symphony Society will feature the 2013 Van Cliburn International Piano Competition Finalist: Nikita Mndoyants in recital on October 25, 2015 at 4 p.m. at the Klett Center. C. Consideration and approval of the minutes of the September 15, 2015 Arts & Culture Board meeting. Melissa Waggoner noted that the total for public art under item F is incorrect. The 2015-2016 budget total for public art should be $11,500, not $12,000. Waggoner moved to approve the minutes as amended. Amanda Still seconded the motion, which passed unanimously. D. Report on the Texas Commission on the Arts grant application process. — Eric Lashley. Lashley provided the board with a handout (attached to these minutes) regarding the TCA grant application process. Lashley explained that the deadline for applications is October 15, 2015, which doesn't provide a lot of time for organizations to put together a proposal. Nonprofits can apply directly to TCA, but they must have a support letter from the Arts & Culture Board to qualify. Lashley also expressed concerns about the application process with the board. E. Consideration and possible action to direct staff to write a letter of support on behalf of the Georgetown Palace Theatre for a Texas Commission on the Arts grant application. — Eric Lashley. Lashley explained that the Palace Theatre would like to apply for a TCA grant to help fund the Envision Campaign, which will bring a Children's Education Center and Performance Space within the Historic District of Georgetown. If awarded, the TCA grant funds will go towards Phase 1 of the project, which will pay for architectural design and engineering of the building. The board inquired as to how much the Palace is requesting in their grant application, since the funds must be matched by the awarded organizations. Lashley said that the City is unaware of how much the Palace is asking for, but could ask Marissa for that information. Lashley asked board members to consider directing him to write a letter of support, on behalf of the Arts & Culture Board, for the Palace to provide in their TCA grant application. Steve Harris made a motion to direct Lashley to write a letter of support for the Palace Theatre to include in their Texas Commission on the Arts grant application. Liz Stewart seconded the motion, which passed unanimously. F. Report from Georgetown Art Works regarding the operation of the Georgetown Art Center during the month of September. — Eric Lashley. Lashley explained that due to the early meeting date this month, Diane Gaume (President of Georgetown Art Works) was not able to produce a report regarding September's operations. Lashley moved on to report that the Art Center's Art Hop exhibit was receiving a lot of attention. During its first week, over 800 people attended the Art Center to view the exhibit. G. Report on the second floor co-op space above Georgetown Art Center. — Eric Lashley. Lashley reported that City employees will vacate offices on the second floor of Georgetown Art Center by January 4, 2016. In order for Georgetown Art Works to manage the vacant space, the City's legal department must draft an amendment to the current Operating Agreement between the City and Georgetown Art Works. Pending council approval, Georgetown Art Works will take over the second floor on February 1, 2016 to use as a co-op space. H. Consideration and possible action to establish grant guidelines, procedures, and deadlines for nonprofit arts and culture organizations. —Eric Lashley, Dana Hendrix. Dana Hendrix passed out a draft copy of the Call for Arts and Culture Grant Proposals (attached to these minutes). Hendrix asked the board to consider any changes they would like made to the draft, so she can publish the call after the meeting. Board members discussed the call and advised Hendrix on what should be changed. The call for grant applicants will go out on October 14, 2015. I. Consideration of dates of future meetings. — The next meeting will be November 17, 2015. City Manager, David Morgan will be in attendance. Lashley@georgetown.org October 14, 2015 ** DRAFT ** Oct. 13, 2015 Call for Arts and Culture Grant Proposals The Georgetown Arts and Culture Board invites grant proposals for art, music, theatre, and cultural heritage events or projects to take place in Georgetown before September 30, 2016. The total budget for grants is $20,000. Recent grants have averaged $2,000 apiece. Nonprofit organizations, schools, and informal arts organizations are eligible to apply. Proposals should be no more than 2 pages long and include: • Purpose and description of the event or project • Amount being requested and total budget, including other anticipated funding sources (e.g., donations, ticket sales, other grants) • Date, location, admission charge, and anticipated attendance • Size and demographic makeup of past audiences or participants • Contact information (phone and email) for someone who is readily available to answer questions about the proposal Special consideration will be given for events or projects that meet any of these criteria: • Are free and open to the public Enhance a local nonprofit's digital presence (e.g., professional website redesign projects with mobile optimization) • Have a cultural tourism or economic impact (e.g., events that may attract people who also attend other arts & culture venues or events, stay overnight, shop, or dine in Georgetown) • Include outreach to populations that are traditionally underrepresented Organizations that receive funding will be required to: • Recognize the City of Georgetown Arts and Culture Board in their advertising and programs • Submit a one-page report to the Arts and Culture Board no later than ( ,,4,J5-c-�3$, 2016, with a description of the use of grant funds and copies of event promotion materials The deadline for grant proposals is 5 pm on Tuesday, November 10, 2015. iDiseuss on -o lar-epe irr-atthu-ATts-arrd ng -a r— Tuesday, November 11'". B.Announcements of upcoming arts and culture events. -Lashley reminded the Board that the Road Trip to Fort Worth, hosted by the Main Street Program, will be October 23-24. Board members interested in attending should notify Lashley. C.Consideration and approval of the minutes of the August 18, 2015 Arts & Culture Board meeting. Steve Harris moved to approve the minutes as distributed. Liz Stewart seconded the motion, which passed unanimously. D.Final report regarding the Georgetown Art Center Summer Camp scholarships given to Cordovan Art School from the Arts & Culture Board. -Amanda Still, John Howell. John Howell reported that 24 kids were able to attend summer camp at the Georgetown Art Center because of the sponsorships given by the Board. Howell explained that he received messages of gratitude from some of the families, who expressed how the sponsorship helped their child or family. E.Discussion about options for the 2nd floor of Georgetown Art Center. -Eric Lashley. Lashley reported that after pricing the various items needed to create an artist-in-residency space, he found that the project would be more labor intensive and costly than initially anticipated. Lashley explained that a co-op space would allow more artists and organizations to use the space at one time. Lashley projected a rough sketch (attached to these minutes) of the space so the Board could visualize the new proposed use of the second floor of Georgetown Art Center. Lashley explained that each space could be rented out as a revenue generator for Georgetown Art Works. Georgetown Art Works would completely manage the co-op. If Georgetown Art Works wants the space, then the Operating Agreement between them and the City will have to be amended and submitted to City Council for approval. The Board provided feedback about the proposed co-op space. Harris moved that the second floor of the Georgetown Art Center should be turned into a co-op space, to be managed by Georgetown Art Works. Still seconded the motion, which passed unanimously. F.Consideration and possible action on proposed Arts & Culture Board's budget for FY 2015-16. -Eric Lashley. Lashley presented the board with a proposed budget for fiscal year 2015-2016 (attached to these minutes). After discussing changes to the proposed budget, the Board decided to categorize funds as follows: •Grants-$20,000 •Public Art-$11,500 •$1,800 for TSOS awards •$2,200 for Utility Box Art projects •$3,000 for Sculpture Tour honorariums _ • $4,500 for a Mural projects •Memberships & Dues-$300 (Texans for the Arts & Americans for the Arts) •Training & Travel-$6,000 •Administrative-$300 •Co-Op Renovation-$2,000 •Arts & Culture Intern-$1,600 for one semester •Marketing-$7,000 •$5,000 for Austin Monthly •$2,000 for Other •Graphic Design-$1,300 Total budget for fiscal year 2015-2016 is $50,000. Amanda Still moved to approve column E of the proposed budget for FY 15-16 (shown above). Stewart seconded the motion, which passed unanimously. G.Report and possible action regarding the expenditure of funds from the Arts & Culture Board budget. -Lawren Weiss, Eric Lashley. Weiss reported that there were no expenditures from the previous month. She reminded the board that they voted to spend the year's remaining budget funds on the Austin Monthly insert. The next meeting will be in October, which marks the beginning of a new fiscal year. H.Report from Georgetown Art Works regarding the operation of the Georgetown Art Center during the month of August. -Eric Lashley. The board reviewed the report from Georgetown Art Works regarding the operation of the Georgetown Art Center during the months of July and August. • • I.Consideration and possible action to approve Georgetown Art Works' request to placesculptures on City owned sidewalks. -Eric Lashley. The Board discussed Georgetown ArtWorks' request to temporarily place four sculptures by Peter Mangan on City owned sidewalksfrom November 2015 to February 2016. Stewart moved to approve Georgetown Art Works'request to temporarily place four sculptures on City of Georgetown sidewalks. Shana Nichols seconded the motion, which passed unanimously. J.Discussion regarding handout on data collection for arts & culture. -Dana Hendrix. Boardmembers returned handouts they filled out regarding data collection for arts & culture. Hendrixexplained that she would utilize the responses when moving forward with her data collectionstrategy. K.Consideration and possible action to write a letter of support for a local nonprofit organizationthat wishes to apply for a Texas Commission on the Arts Grant. -Eric Lashley. Lashleyexplained that he would like the Board to have a special meeting to discuss the requirementsof the Texas Commission on the Arts Grant. The deadline for grant applications is October 15.The board discussed moving their meeting date in order to consider any nonprofits that wish toapply for the TCA grant, prior to the deadline. The board decided to table this item untilOctober's meeting, instead of adding an additional meeting date. L.Consideration of future meetings. -Eric Lashley. We are proud to present four performances by the Tem ple Symphony Orchestra, conducted by Thomas Fairlie, and two by the Round Rock Symphony, conducted by Stefan Sanders. Our annual Van Cliburn Concert will feature Nikita Mndoyants, a Finalist in the 2013 International Piano Competition. And again this season, you'll have opportunities to hear performances by our wonderful Vivace Youth Orchestras. None of these performances would be possible without the financial support of you, our audience, through your donations and sponsorships of concerts. Revenue from tickets sales alone doesn't begin to cover the cost of our concerts. Our capstone project is the Musical Enrichment Program, which gives approximately 2,400 4th and 5th grade students from Georgetown, Florence, Jarrell, and Walburg two half days of concerts and interaction with outstanding musician-educators so that the students may gain an appreciation for fine music and may be inspired to join their schools' band or orchestra programs. Numerous studies show that participation in band or orchestra, through mastery of an instrument, correlates strongly with higher grades in school, development of inquisitive, supple minds, and future acceptance into college.
