The City of Georgetown Commission on Aging met on April 18, 2016 at 6:00 p.m. at the Public Safety
Facility, located at 3500 DB Wood Road, Georgetown, TX 78633.
The City of Georgetown is committed to compliance with the Americans with Disabilities Act (ADA). If you require

Regular Session
(This Regular session may, at any time, be recessed to convene an Executive Session for any purpose authorized by
the Open Meetings Act, Texas Government Code 551.)
A. Call to Order
Gene Jantzen, Chairman of the Board, called the meeting to order at 6:00 p.m. All Board members
were present, thus constituting a quorum. Also present were Staff Liaison Fire Chief John Sullivan
and Staff Liaison Office Specialist Linda White.
Statutory Consent Agenda
The Statutory Consent Agenda includes non -controversial and routine items that may be acted upon with one single
vote. An item may be pulled from the Consent Agenda in order that it be discussed and acted upon individually as
part of the Regular Agenda.
B. Consideration and possible action to approve the minutes of the meeting held on March 14,
2016 — Gene Jantzen, Board Chair. Bill Dalton moved to approve the minutes from the March
14, 2016 meeting. Ginny Hahn moved to second the motion, which the Board approved
unanimously. (9-0)
Legislative Regular Agenda
The Commission will individually consider and possibly take action on any or all of the following items:
C. Discussion and presentation regarding services provided by Bluebonnet Trails Community
Services — Jennifer Bourquin, Director. Ms. Bourquin shared that Bluebonnet Trails has seven
operating clinics out of their 15 locations which are within the counties of Burnet, Williamson, Lee,
Bastrop, Fayette, Caldwell, Guadalupe, and Gonzales. The San Gabriel Crisis Center is located in
Georgetown. The health centers located in Bastrop and Elgin also provide dental care services.
Ms. Bourquin gave an overview of the services provided by Bluebonnet Trails Community
Services. Bluebonnet Trails has the San Gabriel Extended Observation Unit to assist persons
experiencing a behavioral health crisis. The Board expressed an interest in learning more about the
dental care services provided in Elgin and Bastrop and invited Ms. Bourquin to return in May.
Commission on Aging April 18, 2016
D. Discussion and possible action to approve the final report of the proposed Southeast
Georgetown Aging Survey — Ginny Hahn, Board Member and Dan Bonner, Vice Chair. Mr.
Bonner explained how the Board had spent last year reviewing the results of the Georgetown Aging
Initiative Survey and the Southeast Georgetown Needs Assessment Survey. The results of the
previous two surveys indicated affordable housing, dental care and transportation as being primary
concerns for the 60+ aging population, which are concerns on the Board's Priority Initiatives list.
Mr. Bonner continued to explain how Ginny Hahn, Virginia Lazenby and Josie Zamora took from
the discussions and suggestions of the Board to prepare questions for a Georgetown Senior Survey,
centering on the SE area of Georgetown. Mr. Bonner stated that he and Ms. Hahn are
recommending to the Board to accept the two completed surveys, acknowledging that the Southeast
Georgetown Needs Assessment Survey is sufficient to the aging population, and to table the
Board's prepared survey until a later date. Dan Bonner moved to forgo taking the Southeast
quadrant questionnaire any further at this time. Bill Dalton moved to second the motion,
which the Board approved unanimously. (9-0)
The Board discussed rather than conducting another survey, members should focus this year on
being more visible to the various service agencies who serve the 60+ aging population, and being
the resource to provide a connection among the city's service agencies serving the aging population.
The Board discussed adding Communications to the other three Priority Initiatives, which are
affordable housing, dental care and transportation. Bill Dalton moved to accept transportation,
dental care, affordable housing and communication as the Board's Priority Initiatives.
Tiffany Enos moved to second the motion, which the Board approved unanimously. Chief
Sullivan made a motion to amend the motion accepting the four Priority Initiatives and
moved to approve adding mental health of the aging to the list of Priority Initiatives. Dan
Bonner seconded the motion to amend the motion listing the Board's four Priority Initiatives
to accept adding mental health of the aging as a fifth Priority Initiative to the already
approved four Priority Initiatives. The Board approved unanimously. (9-0)
The Board continued to discuss and were in agreement on the five mentioned Priority Initiatives as
being the next action points to take to the City Council so that the Board could make
recommendations for action by City Council for the betterment of our community. Chairman
Jantzen asked each member to submit their three choices, in order of preference, of the five Priority
Initiatives to which they would prefer to serve.
The results are as follows: Communication— Valerie Nicholson and Tiffany Enos; Transportation
— Ginny Hahn and Dan Bonner; Dental Care — Pat Strickland, Bill Dalton; Affordable Housing —
Virginia Lazenby and Donna Livingston; Mental Health — Gene Jantzen.
Chairman Jantzen stated that beginning with May's agenda, there will be an agenda item which
will allow monthly reports on each Priority Initiative.
Chief Sullivan reported that in July, City Council will conduct a retreat specifically for funding
assignments. Chief Sullivan shared that he will prepare a report to City Council specifically for
their retreat, identifying any financial needs of the Commission on Aging.
E. Discussion on future agendas and priorities — Gene Jantzen, Board Chair. Chairman Jantzen
reported he had spoken to Antoinette Griffin, who with her husband, John, publish the Texas
Seniors Guide. This publication serves Austin, Houston, San Antonio, Dallas and Fort Worth. Ms.
Griffin would like to speak to the Board explaining how the Texas Seniors Guide is published. Ms.

Griffin would like to learn of the information pertaining to the City of Georgetown for publication
and then determine how best this information can be published in the Texas Seniors Guide.
Board members will be contacting Jennifer Bourquin, Bluebonnet Trails Community Services, to
return in May. Board members will be contacting Vicki Orcutt, Faith in Action, to speak in May.
Fire Chief John Sullivan will address the Board in May regarding pre -hospital medical services and
needs within the Georgetown community. Chief Sullivan will be discussing with the ADA
Coordinator for the City of Georgetown a time for that group to present to the Board.

The next Board meeting will be Monday, May 16, 2016, at 6:00 p.m., at the Public Safety Facility, 3500
DB Wood Road, Georgetown, Texas.
The meeting adjourned at 7:51 p.m. on a motion by Ginny Hahn, seconded by Bill Dalton, which the
Board approved unanimously. (9-0)

Linda,
Yesterday I spoke to Antoinette Griffin, co -publisher of Texas Seniors' Guides and got pretty good news.
She and her husband, John, started the Seniors' Guide seventeen years ago and now have San Antonio,
Ft. Worth, and Dallas Guides in addition to Austin. They are totally advertising funded publications.
the 2016 edition of the Austin Seniors' Guide will mail in about two weeks to 75,000 households in Travis
and Williamson Counties. Antoinette took my mailing address and contact information and will make sure
I get an early mailing of the new book. She said if our other Commissioners want, they can simply call her
at 512-257-7607 and she will put them on the mailing list.
Now, the good news!
As we talked, it was immediately apparent that we have programs and services in Georgetown that she is
not aware of but is eager to include in future editions as the more valuable information makes for better
readership, increasing the advertising value.
All to say, we won't have to re -invent the wheel. As we are ready, we can plug our information in moving
forward.

A. Call to Order
Gene Jantzen, Chairman of the Board, called the meeting to order at 6:02 p.m. Eight Board
members were present, with Tiffany Enos absent, thus constituting a quorum. Also present were
Staff Liaison Fire Chief John Sullivan and Staff Liaison Office Specialist Linda White.
B. Introductions of current and newly appointed Board members
Chairman Jantzen explained that since this meeting was the first meeting with newly installed
members, he asked each member to spend 5-6 minutes sharing about themselves in order that we
get to know each other better.
C. Review of the Purpose and By Laws of the Georgetown Commission on Aging
Chairman Jantzen reviewed both the purpose and bylaws of the Georgetown Commission on
Aging-
D. Review of the Attendance Policy
Chairman Jantzen reviewed the attendance policy of the Georgetown Commission on Aging.

vote. An item may be pulled from the Consent Agenda in order that it be discussed and acted upon individually as
part of the Regular Agenda.
E. Consideration and possible action to approve the minutes of the meeting held on February 8,
2016 — Gene Jantzen, Board Chair. Bill Dalton moved to approve the minutes from the February
8, 2016 meeting. Donna Livingston moved to second the motion, which the Board approved
unanimously. (8-0)

F. Nomination and Election of a Board Vice -Chair — Gene Jantzen, Board Chair. Virginia Lazenby
made a motion nominating Dan Bonner for the position of Board Vice -Chair. Donna Livingston
moved to second the motion, which the Board approved unanimously. (8-0)
G. Nomination and Election of a Board Secretary — Gene Jantzen, Board Chair. Bill Dalton made
a motion nominating Patricia Strickland for the position of Board Secretary. Valerie Nicholson
moved to second the motion, which the Board approved unanimously. (8-0)
H. Discussion and approval of future meeting times, dates and location — Gene Jantzen, Board
Chair. Discussion occurred. The Board was unanimous in its decision of continuing to meet the
3rd Monday evening of each month, at 6:00 p.m., at the Public Safety Building, in Classroom C. (8-
0)
I. Overview of Commission on Aging's presentation at the City Council Workshop on February
9, 2016 — Gene Jantzen, Board Chair. Mr. Jantzen gave an overview of the Commission on Aging's
presentation to the City Council. Of those Board members present, all felt that the City Council
was very receptive of the Commission's work this past year and were encouraging the Commission
to continue working with those agencies who provide services for the senior population within
Georgetown.
The Board discussed several thoughts pertaining to: 1) looking into medical needs of seniors, 2)
consider avenues to help Police Captain Waits introduce to the public the "Take Me Home
Program", 3) produce an overall list of agencies throughout Georgetown who provide assistance to
seniors and find distribution points for availability of the flyers, 4) consider ways to assist the
Hispanic population in knowing the various agencies providing assistance to the senior population.
Chairman Jantzen suggested rather than introducing new projects to begin working with, the Board
should concentrate on their current projects, then later implement new projects. The Board was in
agreement. Donna Livingston shared for the Commission to consider rather than finding the
problems of the senior citizens, the Commission should find solutions to the problems that exist for
the seniors, for instance their transportation needs. The Board was in agreement.
J. Overview of Commission on Aging's presentation at the Georgetown Ministerial Association
meeting on February 10, 2016 — Dan Bonner, Vice -Chairman, Commission on Aging. Mr.
Bonner shared that former Board member, Josie Zamora, did a very nice presentation to the
Georgetown Ministerial Association. The churches in Georgetown are very committed to being
responsive to the needs of the senior citizens. The Ministerial Association expressed a sincere
interest in actively working with the Commission on Aging. Mr. Bonner stated that he will serve
as the Commission's liaison to the Ministerial Association.
K. Discussion on future agendas and priorities — Gene Jantzen, Board Chair. Ginny Hahn shared
that she and Dan Bonner would like to discuss the survey and present the final version of the
questions to the Board. Chief Sullivan would like to bring a representative of the Americans with
Disabilities Act to speak to the Board early this summer. Invite on a quarterly basis, Vickie Orcutt,
new director with Faith in Action, to update their activities, especially transportation, to the
Commission. Bill Dalton is associated with The Caring Place and will arrange for a representative
to present at a future Board meeting. Blue Bonnet Trails will be invited to speak during the April
meeting.

The City of Georgetown Commission on Aging met on April 18, 2016 at 6:00 p.m. at the Public Safety
Facility, located at 3500 DB Wood Road, Georgetown, TX 78633.

Regular Session
(This Regular session may, at any time, be recessed to convene an Executive Session for any purpose authorized by
the Open Meetings Act, Texas Government Code 551.)
A. Call to Order
Gene Jantzen, Chairman of the Board, called the meeting to order at 6:00 p.m. All Board members
were present, thus constituting a quorum. Also present were Staff Liaison Fire Chief John Sullivan
and Staff Liaison Office Specialist Linda White.
Statutory Consent Agenda
The Statutory Consent Agenda includes non -controversial and routine items that may be acted upon with one single
vote. An item may be pulled from the Consent Agenda in order that it be discussed and acted upon individually as
part of the Regular Agenda.
B. Consideration and possible action to approve the minutes of the meeting held on March 14,
2016 — Gene Jantzen, Board Chair. Bill Dalton moved to approve the minutes from the March
14, 2016 meeting. Ginny Hahn moved to second the motion, which the Board approved
unanimously. (9-0)
Legislative Regular Agenda
The Commission will individually consider and possibly take action on any or all of the following items:
C. Discussion and presentation regarding services provided by Bluebonnet Trails Community
Services — Jennifer Bourquin, Director. Ms. Bourquin shared that Bluebonnet Trails has seven
operating clinics out of their 15 locations which are within the counties of Burnet, Williamson, Lee,
Bastrop, Fayette, Caldwell, Guadalupe, and Gonzales. The San Gabriel Crisis Center is located in
Georgetown. The health centers located in Bastrop and Elgin also provide dental care services.
Ms. Bourquin gave an overview of the services provided by Bluebonnet Trails Community
Services. Bluebonnet Trails has the San Gabriel Extended Observation Unit to assist persons
experiencing a behavioral health crisis. The Board expressed an interest in learning more about the
dental care services provided in Elgin and Bastrop and invited Ms. Bourquin to return in May.
Commission on Aging April 18, 2016
D. Discussion and possible action to approve the final report of the proposed Southeast
Georgetown Aging Survey — Ginny Hahn, Board Member and Dan Bonner, Vice Chair. Mr.
Bonner explained how the Board had spent last year reviewing the results of the Georgetown Aging
Initiative Survey and the Southeast Georgetown Needs Assessment Survey. The results of the
previous two surveys indicated affordable housing, dental care and transportation as being primary
concerns for the 60+ aging population, which are concerns on the Board's Priority Initiatives list.
Mr. Bonner continued to explain how Ginny Hahn, Virginia Lazenby and Josie Zamora took from
the discussions and suggestions of the Board to prepare questions for a Georgetown Senior Survey,
centering on the SE area of Georgetown. Mr. Bonner stated that he and Ms. Hahn are
recommending to the Board to accept the two completed surveys, acknowledging that the Southeast
Georgetown Needs Assessment Survey is sufficient to the aging population, and to table the
Board's prepared survey until a later date. Dan Bonner moved to forgo taking the Southeast
quadrant questionnaire any further at this time. Bill Dalton moved to second the motion,
which the Board approved unanimously. (9-0)
The Board discussed rather than conducting another survey, members should focus this year on
being more visible to the various service agencies who serve the 60+ aging population, and being
the resource to provide a connection among the city's service agencies serving the aging population.
The Board discussed adding Communications to the other three Priority Initiatives, which are
affordable housing, dental care and transportation. Bill Dalton moved to accept transportation,
dental care, affordable housing and communication as the Board's Priority Initiatives.
Tiffany Enos moved to second the motion, which the Board approved unanimously. Chief
Sullivan made a motion to amend the motion accepting the four Priority Initiatives and
moved to approve adding mental health of the aging to the list of Priority Initiatives. Dan
Bonner seconded the motion to amend the motion listing the Board's four Priority Initiatives
to accept adding mental health of the aging as a fifth Priority Initiative to the already
approved four Priority Initiatives. The Board approved unanimously. (9-0)
The Board continued to discuss and were in agreement on the five mentioned Priority Initiatives as
being the next action points to take to the City Council so that the Board could make
recommendations for action by City Council for the betterment of our community. Chairman
Jantzen asked each member to submit their three choices, in order of preference, of the five Priority
Initiatives to which they would prefer to serve.
The results are as follows: Communication — Valerie Nicholson and Tiffany Enos; Transportation
— Ginny Hahn and Dan Bonner; Dental Care — Pat Strickland, Bill Dalton; Affordable Housing —
Virginia Lazenby and Donna Livingston; Mental Health — Gene Jantzen.
Chairman Jantzen stated that beginning with May's agenda, there will be an agenda item which
will allow monthly reports on each Priority Initiative.
Chief Sullivan reported that in July, City Council will conduct a retreat specifically for funding
assignments. Chief Sullivan shared that he will prepare a report to City Council specifically for
their retreat, identifying any financial needs of the Commission on Aging.
E. Discussion on future agendas and priorities — Gene Jantzen, Board Chair. Chairman Jantzen
reported he had spoken to Antoinette Griffin, who with her husband, John, publish the Texas
Seniors Guide. This publication serves Austin, Houston, San Antonio, Dallas and Fort Worth. Ms.
Griffin would like to speak to the Board explaining how the Texas Seniors Guide is published. Ms.

Griffin would like to learn of the information pertaining to the City of Georgetown for publication
and then determine haw best this information can be published in the Texas Seniors Guide.
Board members will be contacting Jennifer Bourquin, Bluebonnet Trails Community Services, to
return in May. Board members will be contacting Vicki Orcutt, Faith in Action, to speak in May.
Fire Chief John Sullivan will address the Board in May regarding pre -hospital medical services and
needs within the Georgetown community. Chief Sullivan will be discussing with the ADA
Coordinator for the City of Georgetown a time for that group to present to the Board.

The next Board meeting will be Monday, May 16, 2016, at 6:00 p.m., at the Public Safety Facility, 3500
DB Wood Road, Georgetown, Texas.
