Financial Reports: A. Richard Nesbit read the financial status report, prepared by Lorie Lankford, City of Georgetown. Information provided is as of September 30,2011: Year to Date Total Revenues: $196,095.34 Year to Date Total Expenses: $160,992.01 Year to Date Funds Available: $180,181.45 B. It was noted for the record that several invoices had been approved for payment and forwarded to the Controller's Office at the City of Georgetown for action. C. James Olszewski. Neighborhood Watch representative, presented a choice of three different Neighborhood Watch reflective metal signs the group would like the PID to purchase, with the City of Georgetown installing them. The cost to purchase would be $34 each, plus shipping. Cost of installation would be borne by the City. By show of hands the PID members chose the Neighborhood Watch sign designated "Law Enforcement', with the recommendation that seven signs be purchased, one for each entrance to Georgetown Village plus one extra to be placed in the vicinity of the gazebo. Mr. Olszewski will coordinate the purchase through the City. Motion to approve payment for above order: Jim Harrington; second, Harold Hergert. Vote to approve was 4-0. 3. Consideration and possible action to approve the revised minutes of Georgetown Public Improvement District #1 (PID) meeting held September 13, 2011. Motion to approve September 13, 2011 minutes: Jim Harrington; second, Alex Hayes. Vote to approve was 4-0. 4. Follow-up information regarding the disposition of our request to the City to have the PID Agendas and Minutes posted on to the City website. Cheryl Welch reported that it was in progress. Matt Saulsgiver, SunTerra representative, gave updates on landscaping as follows: A. Due to the drought and now the water crisis in Georgetown, with Stage 4 having been implemented, no irrigation is occurring in the common areas for which the PID is responsible. If Stage 4 continues and trees become distressed, Mr. Saulsgiver reported that he is prepared to truck in water to the trees, possibly using 55 -gallon drums for drip irrigation to the trees. B. Due to a recent although brief rain, Mr. Saulsgiver will check for fire ants, which are driven out by rain. 6. Signage for Gazebo. Jim Harrington and Richard Nesbit reported that four new "No Skateboarding" signs have been installed inside the gazebo, and that observation will determine if the signs discourage vandalism. Consideration of also obtaining a "Mosquito" loitering deterrent for the Gazebo was postponed until the November meeting., along with consideration of bids for resurfacing gazebo at the November meeting. Consideration and possible action for park bench and concrete work to be place at the end of Granite Trail at Shell/Westbury entrance. Richard Nesbit reported that cost estimates have been requested and will be considered at the November meeting. 8. Update on speed limits for alleyways in the Village. Richard Nesbit investigated speed limits posted on the Texas State web site, which stated that speed limits for alleyways in urban areas are 15 mph, unless posted otherwise. The Village's alleys are not posted, so it was determined that the 15 mph speed limit applies. James Olszewski. Neighborhood Watch representative, was advised so that he could inform the group. 9. Follow-up for consideration and possible action to approve a scope of service for new landscape contract for Georgetown Village PID #1. Cheryl Welch reported that a proposed scope of service along with maps has been submitted to Trina Bickford, City Purchasing Department, who will coordinate the bidding process. 10. Update on Section 6, including entrance at Sycamore. Cheryl Welch reported that the proposed petition and cover letter has been submitted to the City of Georgetown for approval and is awaiting action. 11. Select new members from PID applications; complete information required by the City regarding new selectees. Applicants are as follows: Vincent Uthoff, Jason Collar and Mary Drake. Motion to submit to City Council for approval the moving of Harold Hergert and Mike Ashley from Alternate Members to Voting Members of the PID: Jim Harrington; second, Ken Cofer. Vote to approve was 4-0. Motion to submit to City Council for approval applicants Vincent Uthoff, Jason Collar and Mary Drake as Alternate Members of the PID: Jim Harrington; second, Ken Cofer. Vote to approve was 4-0. Both actions above will be forwarded to the City Secretary, which will be formalized by the City Attorney requiring the Mayor to recommend selectees to City Council for approval via resolution. 12. Elect new officers for the positions of President, Vice President, Treasurer and Secretary. Motion to table election until November meeting: Jim Harrington; second, Alex Hayes. Vote to approve was 4-0. Richard Nesbit has agreed to stay on as President Pro -Temp for as long as six months. Jim Harrington will assist Mr. Nesbit in preparation for monthly meetings. 13. New/Other Business. There was no new business. 14. Opportunity for resident(s) to address the PID Board. There were no comments. 15. Motion to adjourn at 7:20 pm: Ken Cofer; second Jim Harrington.
