March 11, 2016 at 2:00 p.m.
The City of Georgetown Civil Service Commission met on March 11`h, 2016 at 2:00 PM at Georgetown
City Hall — Main Floor Conference Room, 113 E. 8ch St., Georgetown TX. 78626.
In attendance were; David Morgan, City Manager, Cory Tchida, Asst. Chief of Police, Tadd Phillips, HR
Director, Elliott Harper HR Generalist, Daniel Bilbrey, Fire Driver, Commissioners Hank Michel, Glenn
Mautner, and Jim Montgomery
Call to Order at 2:00 p.m.
Regular Session
(This Regular session may, at any time, be recessed to convene an Executive Session for any purpose
authorized by the Open Meetings Act, Texas Government Code 551).
A. Approval of minutes from October 26, 2016 meeting
a. Motion Commissioner Montgomery 2" Commissioner Mautner, Approved 3-0
B. Discussion and introduction of City Manager to the Commission
a. David Morgan introduced himself to the Commission and provided a brief history on
himself and what he envisions as the direction of the City.
C. Election of Chair
a. Commissioner Mautner motion to elect Commission Michel Chair. 2nd
Commissioner Montgomery. Passed 3-0
D. Election of Vice Chair
a. Commissioner Michel motion to elect Commissioner Mautner Vice Chair. 2nd
Commissioner Montgomery. Passed 3-0
E. Discussion and possible action related to implementation of revised alternative promotional
process for Police Department Promotional Exams
a. Asst. Chief Tchida introduced the promotional changes in system. Including removal of
chief's interview to get rid of any potential alleged bias. Tadd Phillips described the
amendment process required a majority vote from sworn officer voting. Commissioner
Michel inquired as to the certification requirements (Basic, Intermediate, etc.) Asst. Chief
Tchida elaborated on the necessity of training programs and years in position to be
eligible for advanced level certificates. Asst. Chief Tchida outlined the importance of
assessment centers. Commissioner Michel inquired as to the absence of a physical fitness
portion in the promotional process. Asst. Chief Tchida stated that the department would
like to create a fitness requirement and program but that would be in the future outside of
the promotional process. Tadd Phillips provided direction on motion language.
Commissioner Montgomery motions to order the Director to conduct an election related
to changes in the promotional process 2nd Commissioner Mautner, passed 3-0
F. Civil Service Director will provide update on Civil Service related items
a. Tadd Phillips informed the commission that meet and confer process is underway
with the fire department and that there has been a certification election ordered for
the police department process. Tadd Phillips informed the commission that the Police
Department is fully staffed and the Fire Department has two vacancies.
G. Discussion and possible action to set a date/time for the next Civil Service Meeting
a. The date of April 22"" was discussed not formal action
H. Adjourn
a. Motion to adjourn Commissioner Montgomery, 2"a Commission Mautner, Passed 3-0
