HomeMy WebLinkAboutMinutes_CVSVS_05.13.2016Minutes of Meeting for the Civil Service Commission City of Georgetown May 13, 2016 at 11:00 a.m. The City of Georgetown Civil Service Commission met on May 13`h, 2016 at 11:00 AM at Georgetown City Hall — Main Floor Conference Room, 113 E. 81h St., Georgetown TX. 78626. In attendance were; Cory Tchida, Asst. Chief of Police, Clay Shell, Asst. Fire Chief, Tadd Phillips, HR Director, Elliott Harper HR Generalist, Daniel Bilbrey, Fire Driver, Commissioners Hank Michel, Glenn Mautner, and Jim Montgomery Call to Order at 11:00 a.m. Regular Session (This Regular session may, at any time, be recessed to convene an Executive Session for any purpose authorized by the Open Meetings Act, Texas Government Code 551). A. Approval of minutes from March 11, 2016 meeting a. Motion Commissioner Montgomery 2" d Commissioner Mautner, Approved 3-0 B. Discussion and possible action to approve changes to Police Alternate Promotional Process based on the election that took place on April 28'h, 2016 and April 29", 2016. a. Comm. Michel — 40 members voted, 25 for and 15 against that provides the majority for the new process; Tchida explained the process for new promotional system which included the verification of college accreditation and elaborated that panel of assessors would be from other organizations.; Comm. Michel questioned the section of the process which stated that within 24 hours after the completion of phase 2 the Director shall post the scores. Comm. Michel stated that he felt it should say within 24 hours of completion of the appeals process; Tadd Phillips responded in stating that the section is bound by 143 which requires the 5 day appeal window and based on the language in the alternate promotional system it would be interpreted as phase 2 not being complete until the 5 day appeal window had expired. Discussion and possible action related to Local Rules amendment adding the language to reflect the new alternate promotional process. a. Motion Commissioner Montgomery 2nd Commissioner Mautner, Approved 3-0 D. Discussion and possible action related to Local Rules amending the language regarding preference in Fire entry level hiring a. Item removed, no action E. Fire Department update to Commission a. Chief Shell- Transitional academy has been a success, the FD has some very good Fire/Medics. Currently there are 3 vacancies we are in the process for recruiting for. Tadd Phillips — Meet and confer does allow for an alternate promo process similar to the Fire Dept., you will see this in the future promotional processes most likely. F. Police Department update to Commission a. Chief Tchida — currently have 1 promotional vacancy, and the PD has also created a resolution that allows an overfill at lower ranks prior to promotion. G.
