HomeMy WebLinkAboutMinutes_HARC_06.23.2016City of Georgetown, Texas Historic and Architectural Review Commission Minutes Thursday, June 23, 2016 at 6:00 p.m. Council and Courts Building 101 E. 7t" Street Georgetown, TX 78626 Members present: Lee Bain, Chair; Nancy Knight, Vice -Chair; Shawn Hood; Richard Mee and Lawrence Romero. Commissioners in Training present: Jan Daum, Michael Friends and Lynn Williams Commissioners absent: Justin Bohls; Patty Eason Staff present: Matt Synatschk, Historic Planner; Jordan Maddox, Principal Planner; and Karen Frost, Recording Secretary. Call to Order by Chair Bain at 6:00 p.m. with the reading of the meeting procedures. Regular Session A. Welcome and Meeting Procedures Legislative Regular Agenda B. Consideration and possible action to approve the minutes of the May 26, 2016 meeting. Motion by Mee to approve the minutes as submitted. Second by Knight. Approved 5 - 0 - 2 (Bohls and Eason absent). C. Public Hearing and possible action on a request for a Certificate of Appropriateness (COA) for exterior alterations for the property located at 701 East University Avenue bearing the legal description of Snyder Addition, Block 2 (SW/PT), 0.13 acres. Synatschk presented the case and the material samples that were provided by the applicant. Mr. McIntosh, the applicant was available for questions. Chair Bain opened and closed the Public Hearing with no comments from the public. Motion by Mee to approve the application as submitted. Second by Romero. The Commissioners discussed the project. Knight does not feel the project is compatible with the character of the area, has a minimal amount of design and that the gateway deserves a better looking building. Mee agrees that he does not care for the design but agrees that it meets the intent of the Design Guidelines. Bain pointed out that Mr. McIntosh has presented what the commission asked for, sticking with the 1950's design and preserving the brick from the adjacent building and staying with the original architecture. Hood stated Mr. McIntosh had provided a good project considering what he had to work with. Motion approved 4 -1- 2 (Knight opposed, Bohls and Eason absent.) D. Presentation regarding a proposed project for the historic structure located at 1302 College Street - J. Bryant Boyd, AIA. This item was pulled by the applicant. E. Historic Resource Survey Project Update Synatschk reported that the consultant will be ready to present their findings and report to the Historic and Architectural Review Commission Page 1 of 2 Meeting: June 23, 2016 Commission in October and to City council in December. They have reduced the project timeline from two years down to 12 months. F. Update on Administrative Certificates of Appropriateness issued during the previous month. Synatschk reported that he approved two administrative COA's for signage at Papa Frank's Barbershop at 216 S. University and for Morales, Huie and Sparks, PLLC located at 824 S. Austin Ave. G. Comments or Questions by Commissioners -in -Training There were no comments by the Commissioners -in -Training H. Updates on current projects and future meetings. • The Austin Avenue Bridges Public second Meeting will be held June 29 at 6:00 p.m. in the Community Center • Staff is looking into a driving tour for the Commission in the near future. ® The Main Street Board's lunch will be hold on the third Monday, July 1811, at 11:30 p.m., location to be determined. • The next HARC meeting will be Thursday, July 121h at 6:00 p.m. Motion by Hood, second by Romero to adjourn at 6:28 p.m. Approved 5 - 0 - 2 (2 absent).
