MINUTES
1. Call to order:
The meeting was called to order at 6:05 pm. Richard Nesbitt appointed Harold
Hergert as a voting member for this meeting.
2. Financial Reports:
A. Richard Nesbit read the financial status report, prepared by Lorie
Lankford, City of Georgetown, which revealed an error in the report.
Consequently, a corrected report as of September 30, 2011, will be
requested for review at next month's meeting.

B. It was noted for the record that several invoices had been approved for
payment and forwarded to the Controller's Office at the City of
Georgetown for action.
Consideration and possible action to approve the minutes of Georgetown Public
Improvement District #1 (PID) meeting held October 11, 2011.
Motion to approve October 11, 2011 minutes: Harold Hergert; second, Alex
Hayes. Vote to approve was 3-0.
4. Follow-up information regarding the disposition of our request to the City to have
the PID Agendas and Minutes posted on to the City website.
Cheryl Welch reported that it was in progress, and that the Acting City Attorney
is still reviewing the request.
After discussion, there was a motion that the PID appoint Past President Cheryl
Welch as a consultant to continue to interface with the City of Georgetown on
certain issues: Harold Hergert; second, Alex Hayes. Vote to approve was 3-0.
5. Matt Saulsgiver, SunTerra representative, was absent from the meeting.
Consequently, there was no update on landscaping.
6. Consideration and possible action for park bench to be placed at the end of
Granite Trail at Shell/Westbury entrance.
Motion to table until next meeting in order to get more information: Harold
Hergert, second Alex Hayes. Vote to approve was 3-0.
7. Review consideration of purchase of "Mosquito' loitering deterrent for Gazebo.
No additional damage has been observed since the "No Skateboarding" signs
were posted, other than the first night when plants were pulled up. Concern was
expressed as to whether the "Mosquito' would interfere with legitimate use of the
Gazebo.
Resolution to discontinue consideration of use of the "Mosquito' as a loitering
deterrent due to the signs apparently doing the job: Harold Hergert, second Alex
Hayes. Vote to approve was 3-0.
8. Review consideration of bids for resurfacing the Gazebo.
Since the range of bids varied in the extent of repair and exceeded the $3,000
limit imposed on the PID for discretionary spending, a formal bid process for
resurfacing of the Gazebo floor will be coordinated through City Purchasing.
Jill Fussell will take the lead on developing a Scope of Work for resurfacing the
Gazebo, specifically to retain the "star" in the center of the floor, and to work
through City Purchasing.
9. Follow-up for consideration and possible action to approve a scope of service for
new landscape contract for Georgetown Village PID #1.
Cheryl Welch reported that the new landscape contract will be open for bids
starting November 10, 2011, and coordinated through Trina Bickford, City
Purchasing Department.
10. Update on Section 6, including the entrance at Sycamore.
Cheryl Welch reported that the proposed petition and cover letter to include
Section 6 in the PID has been submitted to the City of Georgetown for approval
and is awaiting action. She indicated that both items are still awaiting review by
the Acting City Attorney and also review by Clark Wilson Builders' attorney.
In addition, Ms. Welch reported that erroneous billing to the PID for irrigation
costs of about $5,000 for the entrance to Section 6 at Sycamore is still being
resolved by the City.
11. Update on City Council approval of new selected alternate board members,
Vincent Uthoff, Jason Collar and Mary Drake, and approval of Harold Hergert
and Mike Ashley moving from alternate members to voting members.
Both actions above have been forwarded to the City Secretary, who has turned the
requests over to the City Attorney for review. Both actions require the Mayor to
recommend selectees to City Council for approval via resolution, and it will take
two readings at City Council before they can be approved.
12. Election of new officers for the positions of President, Vice President, Treasurer
and Secretary was postponed until City Council approval of new alternate and
voting members.
13. New/Other Business.
A. James Olszewski. Neighborhood Watch representative, conveyed that the
new Neighborhood Watch signs arrived, but a slightly different sign than
approved by the PID was accidentally ordered.
Motion to accept and approve the signs that were accidentally ordered:
Alex Hayes, second Harold Hergert. Vote to approve was 3-0.
B. The replacement of Georgetown Village -provided "No Parking" and speed
limit signs on City streets within the Village with City -provided and
enforceable signs is not yet resolved. Although the PID has contacted
Fire, Police, and Transportation, it appears that there is an unresolved
"loop" of financial responsibility within the City infrastructure that is
preventing a decision and action on this issue.
Jill Fussell will take the lead and will work with Richard Nesbitt to
develop a letter to be sent to the City Manager requesting resolution.
Included in the letter will be several other items needing resolution,
including the request to post the PID Meeting Agendas and Minutes on the
City website, and the request for the City Attorney to review and approve
the petition and cover letter for Section 6 inclusion in the PID.
C. Lynda Crawford, Alliance Association Management — An Associa
Company, addressed the board regarding concerns about an Associa
inspection vehicle driving around Georgetown Village. She explained that
this is done monthly to review property conditions and take pictures if
necessary. Apparently, residents did not recognize the name "AssocW',
and she will take steps to familiarize the new name throughout the
development. She will also check to see if the CCR's are posted on line
yet by Associa, and not just on the Green Builders Inc website.
