Call to order: Meeting was called to order at 6:1 Opm. 2. Financial Reports: A. Financial status report, prepared by Lorie Lanford, City of Georgetown, was read by Cheryl Welch. Information provided was as of May 31, 2011. Year to Date Total Revenues: $189,875.41 Year to Date Total Expenses: $103,642.15 Year to Date Funds Available: $231,311.38 B. Previously approved expenditures were reported as the following: (1) (2) (3)Missed invoice from SunTerra 3. Consideration and possible action to approve the minutes of the Georgetown Public Improvement District #1 (PID#1) meeting held on May 10, 2011. A motion was made to accept the minutes of the May 10, 2011 meeting as presented. Motion — Richard Nesbit Second — Ken Cofer Ayes — 5 Nays — 0 Motion approved. 4. Discussion was initiated by Cheryl Welch regarding her efforts to have the PID41 meeting schedule and meeting minutes posted on the City of Georgetown website. The discussion with the City will continue. 5. Landscaping update from Matt Saulsgiver of SunTerra Landscape Svcs. Representative: Richard Nesbit asked Matt Saulsgiver to check for fire ant control. Matt Saulsgiver stated they are being treated as necessary. Matt Saulsgiver stated to the Board and all attendees that he visits the Village every Thursday. Matt Saulsgiver was made aware of existing damage to irrigation controllers at Village Glen and Spring Hill Parks. Cheryl Welch initiated discussion with Matt Saulsgiver regarding the entrance at Westbury and Shell. Discussion was held that it may be best to install sidewalk and bench in lieu of plants. SunTerra to provide the Board with a quote. Richard Nesbit held a discussion regarding the Scope of Services as it pertains to a New Landscape Contract. Matt Saulsgiver informed Richard Nesbit that he would get back with him to discuss possible scope changes. 6. Discussion was held regarding the Gazebo. Cheryl Welch stated that the Board should reconsider the quotes that Richard Nesbit had obtained and shared at the May 10, 2011 PID#1 meeting. Cheryl Welch stated that it might be best to delay any work on the Gazebo until after schools resumes in the fall, if any work is to be done at all. Discussion was also held as it pertained to the Board preparing a letter to the residents of the Village regarding the continued vandalism to the Gazebo, identifying the waste of Village residents tax dollars due to this cause. Discussion was held by the Board regarding the possible formation of a Neighborhood Watch. Cheryl Welch has had some preliminary discussions with a representative of the Georgetown Police Dept. The Georgetown Police Dept. has a team of individuals that can assist the PID#I in this effort. More to come from this discussion in the July 12, 2011 meeting. Discussion was held by the Board to possibly draft a letter to the residents of the Village regarding the following issues: A.Continued and increasing vandalism B. Illegal dumping within the Village C. Curfews D. Speeding in the Village E. Possible installation of security cameras in Village, i.e., at Gazabo. Discussion was held by the Board regarding the illegal dumping that has taken place within the Village and particularly on Rosedale. Per Richard Nesbit, there was a dumpster on an empty lot on east end of Rosedale, but has since been removed by the City of Georgetown. However, there remains a large pile of cut trees on this lot. It is understood by the Board that a local homeowner may install a camera on his property in an effort to identify the person or persons responsible for this condition. 7. Cheryl Welch informed the Board of the resignation of Board Member, Mike Rains. 8. Discussion was held by the board regarding the upcoming PID#1 Application, in particular, where the completed applications can be returned. Cheryl Welch stated she will inquire with Mr. Wilson on options. Discussion was held by the Board regarding the use of a local post office box and whether or not PID#1 tax dollars can be utilized for this purpose. 9. Cheryl Welch initiated discussion among the Board regarding the anticipated reproduction cost for both the PID#1 Application and the Vandalism documents. Possible reproduction costs were estimated at $600. A motion made by Jim Harrington for Cheryl Welch to research the actual costs for the reproduction. Motion — Jim Harrington Second — Harold Hergert Ayes — 6 Nays - 0 Motion approved. 10. Discussion was held among the Board initiated by Bill Weber of Green Builders regarding the subject of the need for a liason between the PID#1 Board and Alliance. 11. Discussions were held among the Board regarding the status of Section 6. The discussion was lead by Bill Weber, who stated that a petition I required to move the acceptance of Section 6 into the PID#1 forward. Mr. Weber informed the Board that a petition of at least 50% of the residents in Section 6. Cheryl Welch brought up an issue regarding the irrigation for the entrance at Sycamore and Shell to Bill Weber. Mr. Weber related that issue to the acceptance of Section 6. Some discussion was held about whether or not the entrance at Sycamore and Shell had the necessary electric and water meters. Cheryl Welch stated that she has some pictures of the area that she will forward to Bill Weber. Village resident Brian Ortego and Cheryl Welch to speak further about the matter. 12. Discussions were held among the Board regarding the mowing of the Detention/Retention ponds in the Village. Cheryl Welch requested that Matt Saulsgiver provide a list of the ponds that SunTerra Landscape Svcs. currently takes care of. 13. Discussions were held among the Board lead by Cheryl Welch regarding the following: A. Process of soliciting and selecting new Board members, including the City of Georgetown processes. B. The Board is required to approve a motion to levy an assessment rate of $0.20 for the tax year 2012 for the Georgetown Village Public Improvement District 91 and forward this to the City Comptroller by the August 9, 2011 meeting. (1) A motion was made to the Board by Ken Cofer to approve the assessment rate of $0.20 for the tax year of 2012, and forward this to the City Comptroller upon Board approval of the meeting minutes from the June 14, 2011 PID #1 meeting. Motion — Ken Cofer Second — Jim Harrington Ayes — 6 Nays — 0 Motion approved. C. The Board is required to develop an operating budget for the tax year 2012 and to forward said budget to the City Comptroller for approval no later than the 151 week of September. The Board must receive a copy of the Certified Appraisal Roll from the WCAD in early August to use a basis for developing the budget. 14. Discussions were held among the Board regarding the impending absence of Cheryl Welch and Jim Harrington from the PID#1 meeting scheduled on July 12, 2011. It was determined that Richard Nesbit will chair the July 12, 2011 meeting. 15. New / Other Business: A. Cheryl Welch informed the board of need for repair to many existing mailbox locations due to vandalism. Cheryl Welch to provide the board with the contact information of the repair service previously utilized by the PID# 1. A motion was made by Jim Harrington to have repairs made to the mailboxes immediately for safety and privacy reasons. Motion — Jim Harrington Second — Richard Nesbit Ayes — 6 Nays — 0 Motion approved. B. Cheryl Welch informed the Board of a request by Alliance that the Board offer an opinion of the possible installation of solar panels on Village residents homes. Cheryl Welch read from the CCR's that although somewhat vague, this matter is to be approved by the Architectural Committee. Jim Harrington and Bill Weber stated that they did not believe this to be a PID#1 matter in the sense that the PID#1 cannot allow or deny the request. This responsibility lies with Alliance and the Architectural Committee. Cheryl Welch stated that she will reply to Alliance. C. Village resident Mike Elabarger shared with the Board his knowledge of additional vandalism and mischief taking place in his immediate neighborhood near Village Glen Park. Paint ball stains on public and private property as well as his personal vehicle. Bicycles found hanging in trees. Damage to the irrigation controller at Village Glen Park, presumably from vandalism. Richard Nesbit made a motion to have repairs made to the irrigation controller at Village Glen Park, not to exceed $500.00. Motion — Richard Nesbit Second — Jim Harrington Ayes — 6 Nays — 0 Motion approved. 16. Motion was made to adjourn the meeting.
