MINUTES
Call to order:
The meeting was called to order at 6:05 pm.
2. Financial Reports:

A. Richard Nesbit read the financial status report, prepared by Lorie Lankford,
City of Georgetown. Information provided is as of June 30, 2011:

Year to Date Total Expenses:
$112,546.11
Year to Date Funds Available.
$223,831.39
B. It was noted for the record that several invoices had been approved for
payment and forwarded to the Controller's Office at the City of
Georgetown for action.
3. Consideration and possible action to approve the minutes of Georgetown Public
Improvement District #1 (PID) meeting held June 14, 2011.
Motion to approve: Harold Hergert; second, Bill Weber. Approved 5 — 0.
4. Richard Nesbit reported that the July 12 Agenda for the PID was posted to the
City of Georgetown website; the June 14 PID Minutes were not.
5. Matt Saulsgiver, SunTerra representative, gave updates on landscaping as
follows:
A. Village Glen — no irrigation due to electrical box being bashed in; this has
been fixed and irrigation restored.
B. Spring Hill — controller has been fixed to proper time of day watering
C. Mr. Saulsgiver will be working with Ken Coffer with a list of suggestions
to help keep costs down for landscaping in the Village.
Additionally, due to the drought Mr. Saulsgiver advised the PID and residents to
hand water all trees, even established ones, and also to be on the alert for oak wilt,
which is more prevalent during hot dry conditions.
6. Action to start work by SunTerra for improvements to the entrance on Westbury
and Shell Rd. was tabled until Mr. Saulsgiver can do a walk through with PID
representative Richard Nesbit to explain the diagram submitted.
Motion to table: Ken Cofer; second, Harold Herbert. Approved 5 — 0.
Ken Cofer, board member, will be getting with the City to discuss scope of work
for new landscape contract for Georgetown Village PID #1.
8. Open discussion with PID members and guests present came up with the
following suggestions to deter vandalism at the gazebo:
- posting no skateboarding sign in gazebo
- sending a parental notice to deter vandalism
� -live camera surveillance, which was OK'd by Police Chief Nero
- "dummy" camera, which was not recommended by Chief Nero
- "Mosquito" loud noise deterrent heard only by teenagers for use at night
By show of hands, residents in attendance did not want to tear down the gazebo.
Three proposals seemed to receive general acceptance:
A. Posting a sign prohibiting skateboarding, rollerblading and roller-skating.
Police Lt. Tim Stengle will check the appropriate ordinance that would
cover such a sign.
B. Sending a parental notice to deter vandalism
C. Loud noise deterrent for teenagers called a "Mosquito" to be used at night
9. City of Georgetown Police Chief Wayne Nero, who also happens to be a resident
of Georgetown Village, presented the process for establishing a Neighborhood
Watch, which he recommended as the most effective deterrent to vandalism.
Chief Nero encouraged calling "911" to report any damaged or stolen items. He
also recapped that City curfew for children and teenagers is 11:00 pm on
weekdays and 12:00 midnight for weekends.
Lt. Tim Stengle reviewed the Village statistics of criminal activity calls. Statistics
can be viewed on line at the City of Georgetown website, under Police, "My
Neighborhood".
Several attending residents complained of parking occurring on both sides of the
street, which may restrict emergency access. Richard Nesbit inquired whether
"No Parking" signs posted by the Village were legitimate. Chief Nero will check
ordinances and also with the fire department.
Lt. Todd Terbush discussed the Neighborhood Watch program referred to as
"Block Watch" and distributed information to the PID Members and residents
present. He indicated that about 20 "block watch" groups would be appropriate
for the Village, with quarterly "Neighborhood Night Out" meetings. He
encouraged residents to take direct action to establish Block Watches; that is not a
function of the PID to form these watch groups. The direct contact for

10. Members reviewed and discussed three draft versions marked A, B and C of a
Notice of Village residents regarding vandalism. Resident Liz Martin, head of the
Village social committee, offered the committee's resources to distribute the
letter.
Motion to approve Version C: Harold Hergert; second, Ken Cofer. Approved 5-
0.
11. Regarding illegal dumping, Lt. Tim Stengle, City Police Department, reported
that the City has cleaned out the drainage easement and fire pit in the easement at
the end of Bellaire, and that the City is considering gated access to the easement.
An attendee raised concern about legitimate access to the easement for property
maintenance. Lt. Stengle asked the attendee see him after the PID meeting
regarding access.
12. Ken Cofer volunteered to be a liaison between the PID and Alliance Association
Management. Lynda Crawford, manager, and Howard Mosesman, Village
contact, were introduced from Alliance Association Management, which is
responsible for overseeing the Covenants, Conditions and Restrictions (CCR's) in
the Village and which turns violations over to the City Code Enforcement office.
Each resident should have gotten a copy at closing when purchasing a house in
the Village, however several attendees reported they had not received a copy.
There are plans in the near future to post the CCR's on a website. The Customer
Service contact number for Alliance is 512-347-2888.
13. As an update to including Section 6 within the PID #1, there are drafts pending
and still being refined for a letter and petition to be distributed to residents of
Section 6. Jill Fussell, as a resident of Section 6, has volunteered to distribute the
final petition to Section 6 residents. Bill Weber reported that instead of 50% of
residents agreeing to be included, as of 2012 it is be 67% agreeing. In the mean
time, the City has agreed to provide irrigation for one year to the entrance at
Sycamore and Shell.
14. Mowing of the retention ponds behind Bellaire are not presently the responsibility
of the PID. Bill Weber reported that the City will take care of mowing some
ponds and the developer Green Builders Inc is responsible for the others. He
added that at some time the pond areas will need to be added to the PID scope,
and that he and the City are working out the details.
15. A motion was made to move the election of new officers of President, vice
President, Treasurer and Secretary to the next meeting.
Motion to approve: Ken Cofer; second, Harold Hergert. Approved 5-0.
16. Future actions required by the board:
A. Two draft forms, labeled A and B, for soliciting new board members were
considered. A motion was made to approve form A, which had underlined
sections. This will be distributed to residents.

Final selections from responses will be forwarded to the City Secretary,
formalized by the City Attorney and sent to the Mayor for
recommendation of selectees to City Council for approval via resolution.
B. Ken Cofer will work with Laurie Langford to get a PID operating budget
for next year. The budget must be developed and approved and forwarded
to the City Controller no later than the first week in September 2011.
Budget will be presented to City Council for approval. Board must
receive a copy of the Certified Appraisal Roll from WCAD in early
August to use as a basis for developing a budget.
17. New / Other Business
A. Clarification of a question about who to call for mowing of City property.
B. Clarification that Alliance Association Management representatives drive
the neighborhood regularly looking for CCR infractions.
C. Clarification about who to call to report a slide missing in a City park:

D. Report of lock not holding on a irrigation box as Village Glen Park.
Richard Nesbit reported that it has been fixed.
E. Report of paint ball being shot at car and also being dropped in Village
Glen Park.
F. Suggestion for gazebo electrical boxes: put a lock on all boxes. It was
noted that a contact with access to a key would need to be on each box.
This would not be a good method of securing the boxes at this time.
