Call to order: The meeting was called to order at 5:55 pm. 2. Financial Reports: A. Financial status report was provided via e-mail by Lorie Lankford, City of Georgetown. Year To Date Total Revenues are $180,687.19 and Year To Date Total Expenses are $91,238.38. Year To Date Funds Available are $172,142.24. B. Recap of approved expenditures since the August 10, 2010 meeting was provided to Board members. $12,072.44 was approved by the PID Board President for the following items: May Irrigation Walk ($894.26); Monthly Maintenance ($6,053.37); Shell Road Pruning ($875.00); Rosedale Entrance improvements ($2,948.87); June Irrigation Walk ($484.66); Deer repellant application ($415.00); Bellaire park mowing ($235.79); PID Flyers (58.46); PID Plat reproduction ($107.03). 3. Consideration and possible action to approve the minutes of Georgetown Village Public Improvement District #1 meeting held on August 10, 2010. A motion was made to approve the minutes as presented. Motion — Mike Rains Second—Jim Harrington Ayes — 5 Nays — 0 Motion approved. 4. Consideration and possible action regarding bid, proposals from Sunterra, Grass Patch and Sendero for the landscaping of the. Bellaire entrance area. Discussion was held regardingthe. bid from Sunterra and Sendero as Grass Patch withdrew their interest to submit a. proposal. Discussion included the needfior additional funds to provide irrigation for non native plants vs utilizing native droughttolerant.plants, and upon receipt of clarifying informationfromSunterra. A motion was made to table action pending receipt of clarification from Sunterra regarding their submission. Motion —Tom McKItrick Second —Jim Harrington Ayes — 5 Nays — 0 Motion approved. 5. Update on document request from Williamson Central Appraisal District. Cheryl Welch noted that the requested property plats had been received and provided to Green Builders for reproduction. It was also noted for future reference that since the PID is a taxing entity, there was no cost to the PID. Once the plats are returned from Green Builders, the PID will begin the identification process. 6. Status of Section 6. It was noted for the record that no new information was available regarding this matter. The item will remain on the agenda until such time that it is resolved. 7. Discussion and possible action regarding resident solicitations for new PID Board members as well as discussion regarding PID Board positions and member participation. A. The PID Board addressed the filling of a vacant voting member position. A motion was made to select Jim Harrington, currently an Alternate member to assume the vacant voting member position. Motion—Tom McKitrick Second — Mike Rains Ayes — 4 Nays — 0 Motion approved. Note: Mr. Harrington recused himself from the voting process. B. The PID Board requested the Board President contact member(s) regarding their participation and/or desire to remain on the Board. C. The PID Board reviewed the new member application submissions and selected the following to become PID Board member alternates: a. James (Ken) Cofer b. Jill Fussell c. Harold Hergert D. Those residents not selected at this time will be notified and informed that their applications will remain on'file for future vacancies occurring during the next year. E. It is noted for the record that Betsy Stiefelmaier, PID Board Alternate and Secretary resigned for personal reasons. 8. New/Other Business: A. A discussion was held regarding Sunterra's submission of plant cost to replace the plants eaten by the deer at the entrance on ShellRd. Because it occurred right after the landscaper concluded their original work at this entrance; they will provide time and labor at no cost to the PID, and the PID will pay the cost of plant replacement in the amount of $397.31. 9. Opportunity for resident(s) to address the PID Board. A. The matter of resident compliance to the CC&R's continues to be a topic of concern, especially, the exterior paint colors and fence heights that are in non-compliance. The PID Board is requesting greater enforcement from the property management company. B. One resident raised his on-going concerns regarding the traffic congestion on Greenside and the children that dart in and out of traffic. C. Another issue raised was that of emergency vehicles having sufficient space to traverse Greenside due to parking on both sides of the street. D. Another issue raised pertained to the traffic in and around the Village Elementary School. Items, C, D and E were addressed by the Georgetown. Police Officers in attendance. Specifically, they will: review the traffic concerns regarding Greenside and notify any appropriate entity if corrective action is deemed appropriate. They also indicated that they were working with the City to extend the:existing School Zone by ablock in each direction and would approach the City regarding the installation of flashing school zone lights. E. The Police Department representatives also indicated that they are aware of incidences raised by Village residents and have increased:their patrols through the neighborhood. They also indicated that they would like to be contacted wheneveran untoward event occurs. 10. Adjourn A motion was made to adjourn the meeting at 6:45 pm.
