Call to order: The meeting was called to order at 6:02 pm. 2. Financial: A. Financial status report was provided by City of Georgetown Representative, Lorie Lankford. As of July 30, 2010,$1,202-13 in assessments has not been collected. Year to Date Total Revenues are $179,837.13 and Year to Date Total Expenses are $76,580.34. Year to Date funds available are $185,950.22. B. Recap of approved expenditures since the July 13, 2010 meeting was provided to Board members. Cheryl Welch indicated that she had approved the monthly landscaping fee; the plant replacement with mulch in the Rosedale entrance; the spraying of deer repellent in the Village Commons, Rosedale, and Westbury entrances; the bush pruning along Shell Road; and the mowing of the Bellaire park area on Madrone done by Sunterra. C. The operating budget was submitted by Lorie Lankford for 2011. The estimated revenue is $195,392 with estimated expenditures being $199,299.84. The carryover at the end of the fiscal year is $74,734. A question was raised by Tom McKitrick regarding the possibility of the City of Georgetown establishing a partial reserve of PID funds for future large expenses, Le_ repaving of alleys in Georgetown Village. Lorie Lankford stated the surplus goes into the City of Georgetown general fund. Cheryl Welch will check into the PID Board's ability to invest. Lorie Lankford suggested the PID Board develop a fiscal policy regarding this. A motion was made to approve the Georgetown Village PID budget for 2011 as submitted. Motion—Tom McKitrick Second — Richard Nesbit Ayes — 5 Nays — 0 Motion approved D. Tax assessment rate of $0.20 for the upcoming tax year for Georgetown Village Public Improvement District was discussed. A motion was made for the approval to levy an assessment rate of $0.20 for the tax year 2010 for the Georgetown Village Public Improvement District. Motion — Mike Rains Second—Tom McKitdck Ayes — 5 Nays — 0 Motion approved. 3_ Consideration and possible action to approve the minutes of the Georgetown Village Public Improvement District #1 meeting held on July 13, 2010: A motion was made to approve the minutes as presented. Motion—Tom McKitrick Second — Richard Nesbit Ayes — 5 Nays — 0 Motion approved. 4. Consideration and possible action regarding bid proposals from Sunterra and Sendero Land Service, Inc. regarding the landscaping of the Bellaire entrance area: Sunterra representative, Matt Saulsgiver, submitted a proposal under $10,000. for landscaping both sides of the Bellaire entrance with xeriscaping which did not include irrigation. Sendero Landscaping submitted a proposal under $9,000. for the right side of the Bellaire entrance which included irrigation. Chance Leigh stated that an approximately 10.2 acre piece of land which includes the left side of the Bellaire entrance is under contract. A motion was made to table the decision to landscape the Bellaire entrance area until more detail can be provided. Motion—Tom McKitrick Second — Richard Nesbit Ayes — 5 Nays -0 Motion approved. Matt Saulsgiver stated mowing will not be done in the Bellaire park area on Madrone on a routine basis but will be done when needed. A motion was made to accept Sunterra's proposal for mowing, edging the sidewalk, and blowing the Bellaire park area on Madrone for each time at $235.79. Motion—Tom McKitrick Second—Richard Nesbit Ayes — 5 Nays - 0 Motion approved. 5. Consideration and possible action to appropriate and approve funds to obtain a plot overlay from the Williamson County Appraisal District for review by PID Board members to determine ownership of property within the PID boundaries: Chance Leigh suggested the PID Board obtain a plot overlay of Georgetown Village which can be color keyed to show PID maintained and owner maintained property, after which a letter can be sent to the City of Georgetown that defines the property for which the PID is responsible. Discussion ensued. A motion was made to obtain a plot overlay from the Williamson County Appraisal District for review by PID Board members to determine ownership of property within the PID boundaries not to exceed $500. Motion—Tom McKitrick Second —Richard Nesbit Ayes — 5 Nays — 0 Motion approved. 6. Status of Section 6: It was noted for the record that no new information was available regarding this matter. The item will remain on the agenda until such time that it is resolved. 7. Follow-up on dissemination of PID Newsletter and PID Board membership applications: All comments received by PID Board members on the newsletter were positive. 8. September meeting: A motion was made to move the PID Board meeting for September to September 21, 2010. Motion — Mike Rains Second—Tom McKitrick Ayes — 5 Nays — 0 Motion approved. 9. New/Other Business: Theresa Sullivan, Alliance Representative, stated notices for violations of the CC & Rs continue to be sent to residents by Alliance on an ongoing basis. 10.
