Wayne Nero, City of Georgetown Police Chief Brian Ortego, Resident Matt Saulsgiver, Sunterra Representative MINUTES 1. Call to order: The meeting was called to order at 5:55 pm. It was noted that Mike Hodges has been designated to replace K. Adair as the second Green Builders, Inc., member representative to the PID Board. 2. Financial: A. The Financial Statement normally provided by Lorie Lankford was not available at the time of the meeting. Cheryl Welch indicated that some assessments had not been collected to date, however, it is expected that all remaining assessments will be collected priorto the end of the fiscal year. B. Recap of approved expenditures since the April 13,2010 meeting was provided to Board members. Cheryl Welch indicated that she had approved the monthly landscaping fee for Sunterra. 3. Consideration and possible action to approve the minutes of the Georgetown Village Public Improvement District #1 meeting held on April 13,2010: A motion was made to approve the minutes as presented. Motion—Tom McKitrick Second—Richard Nesbit Ayes — 5 Nays — 0 Motion approved. 4. Report by Sunterra regarding landscaping damaged by extreme cold weather. 5. Discussion/consideration and possible action regarding the submission of documents identifying number, type, and location of plants to be replaced due to frost damage: Agenda items 4 and 5 were consolidate into one item based on the discussion. Matt Saulsgiver submitted an itemized proposal for replanting dead plants in the entrances to Georgetown Village, not including the Bellaire entrance, at approximately $7,000. Matt suggested adding mulch to these areas at $1,900 with the total being $9,100 A motion was made to accept Sunterra's bid for plant replacement and mulch in the Georgetown Village entrances, except the Bellaire entrance, at $9,100.00, however, no action was taken as further discussion ensued. Tom McKitrick indicated that he had met with Matt Saulsgiver, and they had come up with an alternate plan. Tom McKitrick stated that he had walked all areas for which PID is responsible and suggested some plants may still come back, thus leading to the alternate plan presented to the Board. Discussion ensued regarding the widening of Shell Road and its impact on the Village entrances. Mike Rains suggested the Rosedale entrance not be included due to future Shell Road expansion. Tom McKitrick proposed that the Bellaire entrance be included instead of the Rosedale entrance. Tom McKitrick, Chance Leigh, and Matt Saulsgiver will meet to decide the lay out for the Bellaire entrance landscaping. A restated motion was made to accept Sunterra's bid for plant replacement and mulch in all entrances except the Rosedale entrance with the excess applied to the Bellaire entrance and the total not to exceed $9,100. Motion —Torn McKitrick Second — Mike Rains Ayes — 5 Nays —0 Motion approved. 6. Discussion/consideration and possible action to solicit a replacement PID Board member due to the resignation of Tamara Drummond. A motion was made to table the decision until next PID Board meeting, since the Board is preparing a PID newsletter that will include a PID Board member solicitation application. Motion — Richard Nesbit Second—Tom McKitrick Ayes — 5 Nays - 0 Motion approved. 7. Status of Section 6: It was noted for the record that no new information was available regarding this mater. This item will remain on the agenda until such time that it is resolved. 8. Follow-up from previous meeting: A. Fence line along Shell Road regarding possible amendment to PID documents for shared responsibility and cost for those home owner fences that back up to common property: Chance Leigh stated Rick Hightower reviewed this issue and advised the following process Will occur whenever there is repair needed on those home owners' fences that back up to common property -first, minimum standard must be met and CC&Rs code will be cited in a letter by standard mail to the homeowner. Second, with no response, another letter will be mailed by certified mail. Third, there will be a 30 day waling period. If no response is received, a public notice will be placed in the newspaper. If the homeowner fails to correct the violation(s) and the PID or other entity makes the required improvements a lien may be placed against the property. Discussion ensued regarding the issue of common fence lines. Chance stated this will be dealt with on a case by case basis. He advised the PID will not be solely responsible for the cost of repairs, but the cost of repairs may be shared between the homeowner and the PID depending on the circumstances. 9. Discussion and assignment of articles to be written by PID Board members for inclusion in PID newsletter. Discussion ensued and Board members volunteered to do a part of the newsletter. Chance Leigh will write about the role of the property management company with a list of the most frequent violations. Tom McKitrick will write about PID financial issues, and Jim Harrington will explain the process of soliciting new PID Board members. Richard Nesbit will write about the CC&Rs, where to find PID documents on the website and their purpose. Mike Rains will write about what is a PID and its function. Cheryl Welch requested the information be sent to her by May 23, 2010, so that she could prepare a draft newsletter and send back to Board members for review. 10. New/Other Business: None 11. Opportunity for residents to address the PID Board: Brian Oretego, a resident of Section 6, brought up concerns about Sections 6 and 9. He also praised the PID Board for the work it does. Ken Cofer brought up concerns about safety issues related to speeding, traffic congestion around the Village school/Greenside, parking, motorized scooters. Cheryl Welch summarized what the PID Board has been working on regarding this issue. She advised that The City of Georgetown suggested photographs with time/date included. She stated the City of Georgetown is willing to work with the PID on this issue. 12. Adjourn: A motion was made to adjourn the meeting at 6:55 pm.
