MINUTES
1. Call to order:
The meeting was called to order at 6:03 pm.
2. Financial:
A. Lorie Lankford, Accounting Supervisor for the City of Georgetown, provided the Financial
Statement to the PID Board. Year to date Total Revenues are $175,456.25 with $4,898.73
outstanding tax revenues, which will be collected over the next few months. Year to date
Total Expenses are $57,238.75 and Year to Date funds available are $200,910.93. A question
was raised by Chance Leigh regarding a possible surplus. Ms. Lankford stated there should
be a surplus at the end of the budget year of approximately $80,000.
B. Recap of approved expenditures since the February 9, 2010 meeting was provided to Board
members. Approved expenses were for the monthly landscaping fee provided by Sunterra.
3. Consideration and possible action to approve the minutes of the Georgetown Village Public
Improvement District #1 meeting held on January 12, 2010:
A motion was made to approve the minutes as presented.

4. Report by Sunterra regarding landscaping damaged by extreme cold weather:
_ Sunterra representatives submitted a proposal for replanting dead plants at $14,305 for both
sides of Shell Road, including all entrances and the interior of Georgetown Village, including all
common areas and the gazebo at $6,398. Discussion was held regarding this subject. Chance
Leigh requested a breakdown of all plants needed for each area. Cheryl Welch questioned
mowing weeds in pocket parks as there is no grass left. She requested Sunterra representatives
assess all parks the PID was responsible for.
A motion was made to table the decision until next PID Board meeting when itemized proposal
is submitted by Sunterra representatives.

5. Board member update:

A. Green Builder representative, Darrin Roush, stated Kenny Adair is no longer employed by
Green Builders. His replacement will be chosen by Green Builders at a future date.
B. Tamara Drummond tendered her resignation due to family commitments. The issue of
appointing a new Board member will be addressed next Board meeting.
6. Status of Section 6:
It was noted for the record that no new information was available regarding this matter. This
item will remain on the agenda until such time that it is resolved.
7. Follow- ups from previous meeting:
A. Rain gauges: Sunterra representative stated rain gauges throughout Georgetown Village
have been repaired.
B. Fence line along Shell Road: Chance Leigh noted breakage of pickets in several areas. Green
Builders have replaced them. Discussion ensued about the common property fences and
who is responsible for repair/replacement. Cheryl Welch requested a review of the
language regarding maintenance of fences that border common property and private
residences. Chance Leigh will seek a legal review to determine if the language can be
amended.
C. Property map identifying locations of all irrigation areas: Chance Leigh stated all parks and
common areas were mapped previously. No other property map was done by Sunterra
representatives since last Board meeting. Chance Leigh will follow up on this issue.
D. Fire Ants: Sunterra representative stated all mounds will be treated, broadcast spraying
done in parks, and lawn mowing will be done around mounds.
E. Landscaping at entrances, i.e., Bellaire: Landscaping will be done when replanting all
damaged areas.
8. Report on discussion with Mark Miller regarding safety issues related to speeding and parking:
Cheryl Welch met with Mark Miller, from the City of Georgetown Traffic Analysis department,
regarding traffic concerns: speed limits, traffic congestion around the Village school/Greenside.
They also discussed speed limit signs, motorized scooters, and increased police surveillance
throughout Georgetown Village. She stated Mr. Miller would request a review of street side
parking from a safety standpoint, i.e., is there sufficient clearance for emergency vehicles to
pass through unencumbered when necessary. She requested the addition of the traffic light on
Westbury and Shell Road be given consideration even before the road is modified to
accommodate a new EMS center and elementary school. Mr. Miller will review available
options.
9. Discussion and consideration of approval of topics to be included in PID newsletter:
Cheryl Welch stated she will do a 2 page newsletter highlighting issues with the PID. She asked
for ideas and requested Board members email her with their input on content and topics. A
discussion ensued regarding topics to be included. Chance Leigh stated PID rules and property
improvement procedures be included. Cheryl Welch advised budget /budget cycle be included.
Other topics included, defining a PID, identifying website for homeowners needing information
pertaining to Georgetown Village, the process of soliciting new PID Board members, the role of
the property management company and a list of the most frequent violations, and the calendar
of scheduled PID meetings along with the location of the meetings. The newsletter will be
distributed by Board members.

11. Opportunity for resident(s) to address the PID Board:
No residents presented themselves to the Board.
12. Adjourn:
A motion was made to adjourn the meeting at 7:08 pm.
