Call to order: The meeting was called to order at 6:05 pm_ 2. Financial: A. Lorie Lankford, Accounting Supervisor forthe City of Georgetown, who was unable to attend, provided the Financial Statement to the PID Board. According to the documents submitted by her, the PID has an operating balance of $226,341.17 of which $190,191.00 has been budgeted for 2010. A question was raised by Jim Harrington regarding the PID financial process. Cheryl Welch indicated that the PID does not have access to any funds for payment of bills. The City collects the assessments as part of the property tax cycle. When �- the PID incurs invoices for services rendered, the invoices are sent to Green Builders, Inc. �., who pays them. Green Builders, Inc. then forwards a summary sheet of expenses to the PID President who approves the expenditures and forwards it on to Lorie Lankford at the City who then reimburses Green Builders, Inc. B. A recap of approved expenditures since the January 12, 2010 meeting was provided to Board members. 3. Consideration and possible action to approve the minutes of the Georgetown Village Public Improvement District #1 meeting held on January 12, 2010: A motion was made to approve the minutes as presented. Motion -Tom McKitrick Second - Kenny Adair Ayes - 5 Nays — 0 Motion approved. 4. Board member update: New board member, Tamara Drummond, was approved by the Georgetown City Council. New alternates, Jim Harrington, Betsy Stiefelmaier, and Darrell Doramus were approved by the Georgetown City Council. Cheryl Welch gave an overview of the PID as well as the board members' responsibilities to the new board member and alternates. S. Status of Section 6: It was noted for the record that no new information was available regarding this matter. Green Builders will report on this item upon receipt of additional information. This item will remain on the agenda until such time that it is resolved. 6. Discussion regarding landscaping damage by extreme cold weather: Cheryl Welch requested that Sunterra do an assessment regarding landscaping damage throughout the common areas and then submit a proposal regarding what will need to be replaced when extreme cold weather ends. Sunterra representatives stated that they will do an assessment at 30 days, 60 days, and 90 days. They will submit a proposal next board meeting. 7. New/Other Business: A. Tom McKitrick reported problems with rain gauges installed by Sunterra throughout Georgetown Village parks. Sunterra representatives will correct this problem. Tom McKitrick also noted when irrigation was turned off in common areas with water rationing instituted last summer that 3 controllers were left on. He turned off the 3 controllers. Tom reported problems with the fence line along Shell Road. Fence pickets are missing and some pickets appear to have been painted when rotten. This will be reviewed by Kenny Adair and action taken as determined appropriate. Tom also noted a fire ant problem on east side of Shell Road. Tom requested that Sunterra list locations of irrigation repair with submitted bills. Sunterra representatives will develop a property map identifying locations of all irrigation areas in Georgetown Village. B. Tom McKitrick requested a point of contact person from the Board of Directors be designated on future contracts to assist in assessment of work completion in accordance with contract specifications. Discussion was held regarding this subject. An email chain will be developed with Board members being follow-up persons. C. Cheryl Welch reported neighborhood safety issues regarding speeding and parking. She will request a meeting with Mark Miller of the City of Georgetown Traffic Analysis Department to address this problem. D. Tom McKitdck tendered his resignation as Treasurer. He recommended Tamara Drummond be nominated Treasurer. After discussion he withdrew his resignation. Tamara and Tom will work together regarding financial issues. E. Tamara Drummond questioned who is responsible for lack of landscaping in entryway to the Bellaire section. Cheryl Welch stated she believed Green Builders is responsible at present. Kenny Adair will discuss issue with Chance Leigh. F. Cheryl Welch stated she would be unavailable on March 9, 2010 when next PID Board Meeting scheduled. Tom McKitrick requested March PID Board Meeting be deferred to April. A motion was made to defer March PID Board Meeting to April. Motion — Richard Nesbit Ayes — 5 Nays — 0 Motion approved. 8. Opportunity for residents to address the PID Board: No residents presented themselves to the Board. 9. Adjourn: A motion was made to adjourn the meeting at 7:20 pm.
