Call to order: The meeting was called to order at 6:02 pm. 2. Financial: A. Lori Lankford, Accounting Supervisor for the City of Georgetown, who was unable to attend, provided the Financial Statement to the PID Board. A question was raised regarding the amount of available funds and it was determined that Ms. Lankford would be contacted for an explanation. (A copy is attached to the minutes). B. A recap of approved expenditures since the October 13, 2009 meeting was provided to Board members. (A copy is attached to the minutes). 3. Consideration and possible action to approve the minutes of the Georgetown Village Public Improvement District Meeting held on October 13, 2009: A motion was made to approve the minutes as presented. Motion -Tom McKitrick Second — Kenny Adair Ayes - 5 Nays - 0 Motion approved. 4. Board member resignation_ William Wolf tendered his resignation due to other commitments. 5. Consideration and possible approval of action of 2009-10 Contract Proposal from Sunterra Landscape Services: Mark Leatherman from Sunterra Landscape Services gave an overview on the new contract proposal. Matt Saulgiver and Trip Hamby will be the new contract managers. Tom McKitrick questioned several issues regarding Bedford Park. Mr. Leatherman stated the PID is not being charged for the maintenance of Bedford Park. It is the City's responsibility and Sunterra has the contract with the City. Sunterra will meet with Eric Noonan of the City of Georgetown to determine where the water meter is located for Bedford Park. Tom McKitrick requested trash cans be emptied more frequently and weed eating around the fence line/walking path areas around Bedford Park be done by Sunterra on a regular basis. Representatives from Sunterra will try to attend PID meetings. A Motion was made to approve the 2009-10 Contract with Sunterra Landscape Services. Motion—Tom McKitdck Second — Mike Rains Ayes- 5 Nays — 0 Motion approved. 6. Consideration and possible approval of action to select anew PID Secretary: Betsy Stiefelmaier was appointed PID Secretary. Status update on approved action to solicit PID homeowners for consideration to become a PID Board member. Review of applications and applicants to include discussion with any applicants present: Applicants Tamara Drummond and Darrell Doramus were in attendance and presented their qualifications to be Board members. Cheryl Welch gave an overview of the PID as well as Board members' responsibilities to applicants. Chance Leigh spoke about Green Builders' role in the PID. Cheryl Welch will advise applicants of Board's decision. 8. Proposed schedule of PID meetings for 2010: Proposed schedule presented to Board members. Meetings will be scheduled on the second Tuesday of every month. A motion was made to approve the schedule of PID meetings for 2010. Motion -Tom McKitrick Second - Chance Leigh Ayes - 5 Nays - 0 Motion approved. 9. Status of Section 6: It was noted forthe record that no new information was available regarding this matter. This item will remain on the agenda until such time that it is resolved. 10. Status of request made to City of Georgetown to review traffic patterns on Rosedale and Madrid: Chance Leigh advised study was done on Rosedale by the City. No action will be taken. Tom McKitrick requested that another review on traffic patterns be done half way between the intersection of Rosedale and Madrid and the mailboxes. Chance Leigh will check with the City to have this done. 11. Informational update regarding transfer of (or potential transfer of) land to GISD and City of Georgetown EMS: Chance Leigh noted that the GISD bought and closed on land for an elementary school in the vicinity of Bellaire and Shell Road. The City is studying possible purchase of property in the vicinity of Bellaire and Shell Road for a fire/EMS station. 12. New/Other Business: A. Tom McKitrick questioned about an area with overgrown weeds/trash at the south side at the end of Rosedale. Chance Leigh noted the City owns the area and it is used for drainage. No action was recommended. B. Cheryl Welch noted that the Georgetown City Council passed the ordinance regarding the Georgetown Village PID Governing Rules with changes to the rules on August 25, 2009. Chance Leigh will review and post to Green Builders' website. 13. Opportunity for residents to address the PID Board: Todd Wolfe addressed his issue about trash cans in alleys and a letter from Alliance. He wants focus to be on safety concerns. A brief discussion ensued regarding safety for the school children and speed issues near the school. Tim Wright addressed his issue regarding temporary boat storage in alley and a letter from Alliance. A brief discussion ensued. Chance Leigh noted that a new field representative from Alliance, Teresa Sullivan, will be checking all neighborhoods for violations. Chance will deal with these two property owners and correspond in writing with them. 14. Adjourn: A motion was made to adjourn the meeting at 7:30 pm.
