HomeMy WebLinkAboutMinutes_ARTAB_07.19.2016Minutes of the meeting of the Arts and Culture Board City of Georgetown, Texas July 19, 2016 The Arts and Culture Board met on Tuesday, June 21, 2016 at 4:30 p.m. in the Small Conference Room of Georgetown Public Library, 402 W. 8t" Street MEMBERS PRESENT: Gary Anderson, Tim Fleming, Betty Ann Sensabaugh, Laura Sewell, Carol Watson and Linda Wilde. MEMBERS ABSENT: Jeff Hillery STAFF PRESENT: Eric Lashley- Library Director, Dana Hendrix- Fine Arts Librarian, Lawren Weiss - Administrative Assistant Chair Sensabaugh called the meeting to order at 4:30 p.m. Regular Session A. Citizens wishing to address the board. — None were present. No action required. B. Announcements of upcoming arts and culture events. — Board members discussed upcoming arts and culture events in Georgetown. Eric Lashley announced that Jeff Hillery resigned from the board due to new work obligations. No action required. C. Consideration and approval of the minutes of the June 21, 2016 Arts & Culture Board meeting. -Betty Ann Sensabaugh. Tim Fleming moved to approve the June 2016 minutes as distributed. Laura Sewell seconded the motion, which passed unanimously. D. Report from Georgetown Art Works regarding operation of the Georgetown Art Center. — Eric Lashley. Lashley reviewed the report from Georgetown Art Works (attached to these minutes). Discussion ensued regarding key elements of the operating agreement between the City of Georgetown and Georgetown Art Works. Laura Sewell moved to arrange a meeting with Georgetown Art Works in September to review the operating agreement and establish an annual meeting between the two organizations. Carol Watson seconded the motion, which passed unanimously. E. Discussion the City of Georgetown's Arts & Culture budget. —Eric Lashley. Lashley discussed the 2016-2017 work plan for the arts and culture budget (attached to these minutes). No action taken. F. Consideration of future board meetings. —Betty Ann Sensabaugh. The next Arts and Culture Board meeting will be on August 16, 2016 at 4:30 PM. No action taken. Chair Sensabaugh adjourned the meeting at 5:42 p.m. Respectfully submitted, Car I atson, Secretary -14 Betty Ann Sensabaugh, Chair Elements of the Operating Agreement between the City of Georgetown and Georgetown Art Works: • The current operating agreement ends on August 31, 2017 —the Georgetown Arts and Culture Board will make a recommendation to the City Council concerning the renewal of the agreement and City Council will make the ultimate decision whether or not to renew the agreement. • Hours of Operation — Tuesday through Saturday 10 a.m. — 6 p.m., Sunday 1 p.m. — 5 p.m. • Open 2 evenings per month. • Minimum of six shows per year. • Monthly and annual reports to the Arts and Culture Board — which includes door count, name of exhibit, number of classes and class attendance, number of volunteer hours, a financial statement, and attendance of artist reception. • The City does not require a minimum visitor count. However, when the City agreed to allow GAW to operate the Art Center, the goal was to have 2,000 visitors per month. • Annual meeting between Georgetown Art Works and the Arts and Culture Board. • GAW provides for utilities and janitorial services. • City provides routine maintenance of the facility (examples: air conditioning, lights, security system, fire alarm, and plumbing). • City can request to inspect the records of GAW as they pertain to the operation of the Art Center. • If GAW does not fulfill the provisions of the agreement, the City can issue a letter of default and if GAW does not correct the issues, the City can terminate the agreement with 30 days' notice. Economic Impact Study Consultant for Georgetown Art Works - In my opinion, I have seen a lack of collaboration and teamwork amongst the board members, volunteers, and greater arts community. I describe collaboration as the process of shared creation: two or more individuals with complementary skills interacting to create a shared understanding that none had previously possessed or could come to on their own. This lack of collaboration and teamwork has caused a great deal of turnover on the board and resentment. Role of Consultant: I envision the role of the consultant as a facilitator not someone who will suggest solutions. As a facilitator the consultant will help Georgetown Art Works draft a few tactics to get them working as a more collaborative team in a short period of time. Public Art- possible collaboration with Georgetown Utility Systems for a piece of art to represent Georgetown becoming a 100% renewable energy city. Grants - Should we allow individuals to apply for grants? Could the grant process be open to artists that want to create public art or a public performance? Are there grants available that the City could apply for? ® Travel and Training- Conferences -Stipends for nonprofit organizations to send representatives. Economic Impact Study - $25,000- staff will need to coordinate with all arts and culture organizations within the city to get vital data to the 0
