Regular Session (This Regular session may, at any time, be recessed to convene an Executive Session for any purpose authorized by the Open Meetings Act, Texas Government Code 551.) A. Call to Order Gene Jantzen, Chairman of the Board, called the meeting to order at 6:00 p.m. Eight Board members were present, thus constituting a quorum. Also present was Staff Liaison Fire Chief John Sullivan and Staff Liaison Office Specialist Linda White. Statutory Consent Agenda The Statutory Consent Agenda includes non -controversial and routine items that may be acted upon with one single vote. An item may be pulled from the Consent Agenda in order that it be discussed and acted upon individually as part of the Regular Agenda. B. Consideration and possible action to approve the minutes of the meeting held on August 15, 2016 — Gene Jantzen, Board Chair. Valerie Nicholson moved to approve the minutes from the August 15, 2016 meeting. Donna Livingston moved to second the motion, which the Board approved unanimously. (8-0) Legislative Regular Agenda The Commission will individually consider and possibly take action on any or all of the following items: C. Presentation and discussion regarding the Williamson County Community health Assessment and Improvement Plan — Ray Langlois, Coalition Coordinator of the Wi1Co Wellness Alliance and Melissa Tung, Systems Analyst for the Williamson County and Cities Health District. Melissa Tung began the presentation by presenting an overview of the Community Health Assessment (CHA) which included findings from the 4 MAPP assessments: 1. Community Health Status Assessment 2. Community Themes and Strengths Assessment and Forces of Change Assessment 3. Local Public Health Systems Assessment 4. Health Priorities as well as how the results fed into identifying the top 5 health priorities, which are: 1. Mental Health 2. Access to Healthcare 3. Awareness of Healthcare Resources Commission on Aging September 19, 2016 4. Active Living 5. Chronic Disease Melissa also presented issues such as changing demographics, growing aging population in Williamson County and how that affects health. Ray Langlois explained the new WilCo Wellness Alliance (WWA) coalition model and how it is the main vehicle for implementation of the new 2017-2019 CHIP. Ray also gave an overview on the new CHIP which included the process and timeline for action planning. The Commission was asked what would they like to see accomplished based on the CHA. Responses were for the aging population to have access to dental services, adult day care for seniors, transportation for seniors, and to establish a similar Sacred Heart Community Clinic in Georgetown modeled after the clinic in Round Rock. The Commission was asked if there were areas where the WilCo Wellness Alliance could better assist in the health care of the senior population. The Commission suggested communicate information, work with agencies in providing transportation among the seniors, and assist in the coordination of all service providers of the aging population. D. Discussion regarding applicants for the Commission on Aging Advisory Board — Gene Jantzen, Board Chair. Board member William Dalton, Jr. resigned his position due to relocating to Florida. Due to the fact that the term of this position expires in February 2018, the Commission has been given the opportunity to recruit. Mr. Jantzen distributed applications among the Board members. Applicants are to complete the application forms then submit their application and resume to the City Secretary for the Mayor's review and recommendation to the City Council. E. Discussion and possible action for Commission on Aging monthly meeting dates during November 2016 and December 2016 — Gene Jantzen, Board Chair. Discussion occurred regarding the regular meeting dates during the holiday season to consider the possibility of rescheduling the two monthly meeting dates. The Board members expressed there are no conflicts with their schedules and the regular monthly meeting dates for the holidays; therefore, the Board will meet on the third Monday evening during November and December. Patricia Strickland and Tiffany Enos did state they will not be in attendance during the December meeting. F. Status report from each of the Priority Initiatives: Communication, Transportation, Dental Care, Affordable Housing, Mental Health — Board members. Several Board members gave overviews of their Priority Initiative. G. Discussion of future agendas and priorities — Gene Jantzen, Board Chair. Fire Chief Sullivan will give a quarterly report of pre -hospital medical services. A Gift of Time -Adult Day Care, Josie Zamora, will present. Status reports from the Priority Initiatives will be given by the Board members. Commission on Aging September 19, 2016 Adjournment The next Board meeting will be Monday, October 17, 2016, at 6:00 p.m., at the Public Safety Facility, 3500 DB Wood Road, Georgetown, Texas. Consideration and possible action to approve the minutes of the meeting held on July 18, 2016 — Gene Jantzen, Board Chair. Dan Bonner moved to approve the minutes from the July 18, 2016 meeting. Tiffany Enos moved to second the motion, which the Board approved unanimously. (8-0) Legislative Regular Agenda The Commission will individually consider and possibly take action on any or all of the following items: C. Presentation and discussion regarding the Georgetown Behavioral Health Institute with emphasis on services provided in caring for senior citizens 65+ age group — Joe Rodriguez, CEO. Mr. Rodriguez introduced Ellen Paine, Director of Social Services, also Andrea Miller, Director of Out - Patient Services, as well as Dr. Rhonda Rodriguez, medical provider at the institute. Mr. Rodriguez stated the Mary Faith Sterk who is the Director of Business Development would be joining the group shortly. Mr. Rodriguez explained that the Georgetown Behavioral Health Institute is a 188-bed behavioral health hospital that offers outpatient and inpatient services to provide care to adults and teens with a range of mental health conditions as well as substance abuse problems. A person can contact the institute themselves, be referred by physicians, clergy, counselors/therapists, and/or by their family/care givers. There are 22 beds designated for geriatric patients. The age group of 65+ is the fastest growing population in the U.S. with rates of suicide due to depression, feelings of hopelessness and loneliness, and being immobile. The aging population becomes disconnected with today's culture and society. The challenge within our culture is to assist this aging population in accepting and adjusting to technology and day to day life making decisions. Each patient assessment is conducted by a licensed mental health Commission on Aging August 15, 2016 professional and assists in determining the appropriate treatment level of care. During the assessment, the licensed mental health professional will gather details regarding concerns and current physical, psychological and emotional health of the person. Assessments are reviewed with a board -certified psychiatrist who will make treatment recommendations, always advising the least restrictive level of care. Upon admission each patient receives an individualized, effective treatment plan conducted by physicians, psychiatrists, nurses, social workers, recreational therapists and case workers. If after the initial assessment it is determined the person is not in need of admission, the Assessment and Referral Clinician will provide a written list of outside professionals and/or programs and services. The institute offers a traditional psychiatric Intensive Outpatient Program (meets 3 days per week) and a Chemical Dependency Intensive Outpatient Program. D. Presentation and discussion of pre -hospital medical services and needs within the Georgetown community — John Sullivan, Fire Chief, Georgetown Fire Department. Chief Sullivan gave an overview of types and numbers of medical transports and trends, as well as involving citizen assistance with a few programs. E. Status report from each of the Priority Initiatives: Communication, Transportation, Dental Care, Affordable Housing, Mental Health — Board members Transportation: Dan Bonner and Ginny Hahn — expressed the need to somehow assist Faith in Action in attracting volunteers to provide transportation for the senior citizens. Sun City is conducting a Volunteer Worship on September 27"' and hoping the event will attract additional transportation providers for Faith in Action. Dental: Bill Dalton and Patricia Strickland — continue working with and trying to implement the various points of the 10-Point Plan of "Georgetown Smiles". Housing: Virginia Lazenby and Donna Livingston — The Capital Area Aging and Disability Resource Center has scheduled Accessible and Affordable Housing Focus Groups, within four counties, August 22"d-25"'. Virginia and Donna will be attending the focus group scheduled for Williamson County on August 25' Mental Health: Gene Jantzen — will schedule an appointment with Mary Faith Sterk, Director of Business Development, Georgetown Behavioral Health Institute, to visit further about the institute and to gather brochures to bring to the Commission on Aging. F. Discussion of future agendas and priorities — Gene Jantzen, Board Chair. Fire Chief Sullivan was asked to advise the Board as to when to schedule a time for the Board to present an update on their activities to the Georgetown City Council during an upcoming workshop. Chief Sullivan will advise the Board. Bill Dalton suggested to begin inviting City Council members to the Commission on Aging monthly meetings. Council members could give an overview of their individual districts and in turn, make suggestions on how best the Commission could help serve the needs of the senior citizens in their districts. She looked through the Boards and Commissions applications from last fall to see if anyone else had indicated an interest in serving on the Commission on Aging. There were none. Shelley shared since our Board, in the absence of one member, will continue to maintain a quorum, the Board can take more time to find a replacement since there were no other applications indicating an interest to serve on the Commission on Aging. So Gene, the Commission on Aging can recruit applicants. I have attached an application that Board members can take and give to those whom they think would be interested in serving on this Commission. Applicants can complete the application, attach a resume, and then submit either to Shelley Nowling or Becky Huff. The application does not have a deadline date, but it should be explained to submit within a week or so of receiving. Once applications have been received, they will be given to the Mayor for his recommendation to City Council. We can place this item on the September agenda. You can explain all this to the Board. I can have copies of the application to distribute. This will be on the 19tn. Personally, I would like to see a deadline — say Friday, September 191n. Then the City Secretary would have September 19tn — 20th to prepare a packet for the Mayor. The Mayor would have a couple of weeks to review and make his decision. At the October 11th City Council meeting, Council could vote on the Mayor's nominee. In order to get this on the agenda for October 111n, the agenda has to be posted on Wednesday, October 5tn Well, what do you think about all this? I think it is great that the Commission has been given the opportunity to recruit a member for their own Board. My decision to relocate to another city and state, where warm ocean breezes are more common than hot sizzling summers, will result in the termination of my services effective September 15, 2016 I appreciate the opportunity to participate in the effort to develop program and services that address the most vulnerable citizens in our community. Our focus on solving the issue of affordable dental care for our senior citizens led me to discover a model which might fit the needs here in Georgetown. I urge you and all members of the council to investigate and explore the dental services offered at Sacred Heart Community Clinic in Round Rock as a model of what can be achieved in Georgetown.
