The City of Georgetown Commission on Aging met on October 17, 2016 at 6:00 p.m. at the Public Safety
Facility, located at 3500 DB Wood Road, Georgetown, TX 78633.

A. Call to Order
Gene Jantzen, Chairman of the Board, called the meeting to order at 6:00 p.m. Four Commission
members were present, four Commission members were absent, Dan Bonner, Tiffany Enos, Valerie
Nicholson and Patricia Strickland, thus not constituting a quorum. Mr. Jantzen stated that the group
would be meeting in an unofficial capacity. Also present was Staff Liaison Fire Chief John Sullivan and
Staff Liaison Office Specialist Linda White.
Statutory Consent Agenda
The Statutory Consent Agenda includes non -controversial and routine items that may be acted upon with one single
vote. An item may be pulled from the Consent Agenda in order that it be discussed and acted upon individually as
part of the Regular Agenda.
B. Consideration and possible action to approve the minutes of the meeting held on September 19, 2016
— Gene Jantzen, Board Chair. Tabled due to no quorum of the Commission.
Legislative Regular Agenda
Due to the lack of a quorum of the Commission on Aging, individual agenda items were presented and discussed
but no action or vote was taken on any of the following items:
C. Presentation and discussion regarding A Gift of Time -Adult Day Care — Josie Zamora, President, A
Gift of Time -Adult Day Care. Josie Zamora, President, Joe Ruiz, Vice President, Carol Glasco,
Secretary, and Steve Howard, SCORE mentor, presented. Ms. Zamora stated that she and this group have
been working for several months with the State of Texas, as well as other entities, to establish a non-profit
adult day care service in the City of Georgetown. The intent of "A Gift of Time -Adult Day Care" is to
provide daytime care for older adults with physical or cognitive needs to participate in activities designed
to engage both the mind and body including music, brain boosters, gardening and more. Each day would
be designed to provide activities, meals and snacks, and transportation options. Programs, resources and
education will be planned and provided for the caregiver. Ms. Zamora will return after the first of the
year to update the Commission on Aging members as to the progress of the adult day care program.

D. Presentation and discussion of pre -hospital medical services and needs within the Georgetown
community – John Sullivan, Fire Chief, Georgetown Fire Department. Fire Chief John Sullivan gave an
overview of various medical services needed and provided by the Emergency Medical Services staff over
the past several months. Chief Sullivan gave an overview of a couple of new programs that will eventually
be implemented, Smart 911 (silver alert for senior citizens) and Pulse Point (cardiac arrest survival).
E. Discussion regarding applicants for the Commission on Aging Advisory Board — Gene Jantzen,
Board Chair. Mr. Jantzen stated that the City Secretary's office had not received any applicant
applications from which an appointment would be made to complete the term of former Commission
member, William Dalton who resigned to relocate out of state. Therefore, the vacancy will be filled
during the normal application process to serve on a City Board or Commission beginning in November.
F. Status report from each of the Priority Initiatives: Communication, Transportation, Dental Care,
Affordable Housing, Mental Health – Board members. Transportation – Ginny Hahn stated that the
recent Volunteer Workshops held in Sun City were very well attended. From the two workshops held,
there were ten attendees who volunteered to work with Faith in Action in providing transportation to
senior residents.
G. Discussion of future agendas and priorities – Gene Jantzen, Board Chair. Status reports from the
Priority Initiatives will be given by the Board members.

Wood Road, Georgetown, Texas.

were present, thus constituting a quorum. Also present was Staff Liaison Fire Chief John Sullivan and

B. Consideration and possible action to approve the minutes of the meeting held on August 15, 2016 —
Gene Jantzen, Board Chair. Valerie Nicholson moved to approve the minutes from the August 15,
2016 meeting. Donna Livingston moved to second the motion, which the Board approved
unanimously. (8-0)
Legislative Regular Agenda
The Commission will individually consider and possibly take action on any or all of the following items:
C. Presentation and discussion regarding the Williamson County Community health Assessment and
Improvement Plan — Ray Langlois, Coalition Coordinator of the WilCo Wellness Alliance and Melissa
Tung, Systems Analyst for the Williamson County and Cities Health District. Melissa Tung began the
presentation by presenting an overview of the Community Health Assessment (CHA) which included
findings from the 4 MAPP assessments:
1. Community Health Status Assessment
2. Community Themes and Strengths Assessment and Forces of Change Assessment
3. Local Public Health Systems Assessment
4. Health Priorities
as well as how the results fed into identifying the top 5 health priorities, which are:
1. Mental Health
2. Access to Healthcare
3. Awareness of Healthcare Resources

4. Active Living
5. Chronic Disease
Melissa also presented issues such as changing demographics, growing aging population in Williamson
County and how that affects health.
Ray Langlois explained the new WilCo Wellness Alliance (WWA) coalition model and how it is the main
vehicle for implementation of the new 2017-2019 CHIP. Ray also gave an overview on the new CHIP
which included the process and timeline for action planning.
The Commission was asked what would they like to see accomplished based on the CHA. Responses
were for the aging population to have access to dental services, adult day care for seniors, transportation
for seniors, and to establish a similar Sacred Heart Community Clinic in Georgetown modeled after the
clinic in Round Rock.
The Commission was asked if there were areas where the WilCo Wellness Alliance could better assist in
the health care of the senior population. The Commission suggested communicate information, work
with agencies in providing transportation among the seniors, and assist in the coordination of all service
providers of the aging population.
D. Discussion regarding applicants for the Commission on Aging Advisory Board — Gene Jantzen,
Board Chair. Board member William Dalton, Jr. resigned his position due to relocating to Florida. Due
to the fact that the term of this position expires in February 2018, the Commission has been given the
opportunity to recruit. Mr. Jantzen distributed applications among the Board members. Applicants are to
complete the application forms then submit their application and resume to the City Secretary for the
Mayor's review and recommendation to the City Council.
E. Discussion and possible action for Commission on Aging monthly meeting dates during November
2016 and December 2016 — Gene Jantzen, Board Chair. Discussion occurred regarding the regular
meeting dates during the holiday season to consider the possibility of rescheduling the two monthly
meeting dates. The Board members expressed there are no conflicts with their schedules and the regular
monthly meeting dates for the holidays; therefore, the Board will meet on the third Monday evening
during November and December. Patricia Strickland and Tiffany Enos did state they will not be in
attendance during the December meeting.
F. Status report from each of the Priority Initiatives: Communication, Transportation, Dental Care,
Affordable Housing, Mental Health — Board members. Several Board members gave overviews of
their Priority Initiative.
G. Discussion of future agendas and priorities — Gene Jantzen, Board Chair. ???Fire Chief Sullivan will
give a quarterly report of pre -hospital medical services. A Gift of Time -Adult Day Care, Josie Zamora,
will present. Tiffany Enos -----? Status reports from the Priority Initiatives will be given by the Board
members.

The next Board meeting will be Monday, October 17, 2016, at 6:00 p.m., at the Public Safety Facility, 3500 DB
Wood Road, Georgetown, Texas.
The meeting adjourned at 7:45 p.m. on a motion by Dan Bonner, seconded by Tiffany Enos, which the

Jantzen, Board Chair. Dan Bonner moved to approve the minutes from the July 18, 2016 meeting.

Legislative Regular Agenda
The Commission will individually consider and possibly take action on any or all of the following items:
C. Presentation and discussion regarding the Georgetown Behavioral Health Institute with emphasis on
services provided in caring for senior citizens 65+ age group — Joe Rodriguez, CEO. Mr. Rodriguez
introduced Ellen Paine, Director of Social Services, also Andrea Miller, Director of Out -Patient Services,
as well as Dr. Rhonda Rodriguez, medical provider at the institute. Mr. Rodriguez stated the Mary Faith
Sterk who is the Director of Business Development would be joining the group shortly. Mr. Rodriguez
explained that the Georgetown Behavioral Health Institute is a 188-bed behavioral health hospital that
offers outpatient and inpatient services to provide care to adults and teens with a range of mental health
conditions as well as substance abuse problems. A person can contact the institute themselves, be referred
by physicians, clergy, counselors/therapists, and/or by their family/care givers. There are 22 beds
designated for geriatric patients. The age group of 65+ is the fastest growing population in the U.S. with
rates of suicide due to depression, feelings of hopelessness and loneliness, and being immobile. The aging
population becomes disconnected with today's culture and society. The challenge within our culture is to
assist this aging population in accepting and adjusting to technology and day to day life making decisions.
Each patient assessment is conducted by a licensed mental health professional and assists in determining

the appropriate treatment level of care. During the assessment, the licensed mental health professional will
gather details regarding concerns and current physical, psychological and emotional health of the person.
Assessments are reviewed with a board -certified psychiatrist who will make treatment recommendations,
always advising the least restrictive level of care. Upon admission each patient receives an individualized,
effective treatment plan conducted by physicians, psychiatrists, nurses, social workers, recreational
therapists and case workers. If after the initial assessment it is determined the person is not in need of
admission, the Assessment and Referral Clinician will provide a written list of outside professionals and/or
programs and services. The institute offers a traditional psychiatric Intensive Outpatient Program (meets 3
days per week) and a Chemical Dependency Intensive Outpatient Program.
D. Presentation and discussion of pre -hospital medical services and needs within the Georgetown
community — John Sullivan, Fire Chief, Georgetown Fire Department. Chief Sullivan gave an overview
of types and numbers of medical transports and trends, as well as involving citizen assistance with a few
programs.
E. Status report from each of the Priority Initiatives: Communication, Transportation, Dental Care,
Affordable Housing, Mental Health — Board members
Transportation: Dan Bonner and Ginny Hahn — expressed the need to somehow assist Faith in Action in
attracting volunteers to provide transportation for the senior citizens. Sun City is conducting a Volunteer
Worship on September 27th and hoping the event will attract additional transportation providers for Faith
in Action.
Dental: Bill Dalton and Patricia Strickland — continue working with and trying to implement the various
points of the 10-Point Plan of "Georgetown Smiles".
Housing: Virginia Lazenby and Donna Livingston — The Capital Area Aging and Disability Resource
Center has scheduled Accessible and Affordable Housing Focus Groups, within four counties, August
22°d-251h. Virginia and Donna will be attending the focus group scheduled for Williamson County on
August 25d'.
Mental Health: Gene Jantzen — will schedule an appointment with Mary Faith Sterk, Director of Business
Development, Georgetown Behavioral Health Institute, to visit further about the institute and to gather
brochures to bring to the Commission on Aging.
F. Discussion of future agendas and priorities — Gene Jantzen, Board Chair. Fire Chief Sullivan was asked
to advise the Board as to when to schedule a time for the Board to present an update on their activities to
the Georgetown City Council during an upcoming workshop. Chief Sullivan will advise the Board. Bill
Dalton suggested to begin inviting City Council members to the Commission on Aging monthly meetings.
Council members could give an overview of their individual districts and in turn, make suggestions on how
best the Commission could help serve the needs of the senior citizens in their districts.

Gene Jantzen, Chairman of the Board, called the meeting to order at 6:oo p.m. Four
Board members were present, thus not constituting a quorum. Dan Bonner, Tiffany
Enos, Valerie Nicholson and Patricia Strickland were absent. Mr. Jantzen stated that
the group would be meeting in an unofficial capacity.
Presentation of "A Gift of Time -Adult Day Care"
Josie Zamora, President, Joe Ruiz, Vice President, Carol Glasco, Secretary, and Steve
Howard, SCORE mentor, presented. Ms. Zamora stated that she and this group have
been working for several months with the State of Texas, as well as other entities, to
establish a non-profit adult day care service in the City of Georgetown. The intent of "A
Gift of Time -Adult Day Care" is to provide daytime care for older adults with physical or
cognitive needs to participate in activities designed to engage both the mind and body
including music, brain boosters, gardening and more. Each day would be designed to
provide activities, meals and snacks, and transportation options. Programs, resources
and education will be planned and provided for the caregiver. Ms. Zamora will return
after the first of the year to update the Commission on Aging members as to the
progress of the adult day care program.
Presentation of pre -hospital medical services and needs within the
Georgetown community
Fire Chief John Sullivan gave an overview of various medical services needed and
provided by the Emergency Medical Services staff over the past several months. Chief
Sullivan gave an overview of a couple of new programs that will eventually be
implemented, Smart gii (silver alert for senior citizens) and Pulse Point (cardiac arrest
survival).
Status report from Priority Initiatives
Transportation — Ginny Hahn stated that the recent Volunteer Workshops held
in Sun City were very well attended. From the two workshops held, there were ten
attendees who volunteered to work with Faith in Action in providing transportation to
senior residents.
