The Arts and Culture Board met on Tuesday, September 20, 2016 at 4:30 p.m. in Classroom 211 of
Georgetown Public Library, 402 W. 8th Street
MEMBERS PRESENT: Gary Anderson, Jane Estes, Tim Fleming, Betty Ann Sensabaugh, Laura Sewell, Carol
Watson and Linda Wilde.
STAFF PRESENT: Eric Lashley- Library Director, and Lawren Weiss- Administrative Assistant
OTHERS PRESENT: Georgetown Art Works Board of Directors- Mari Ramirez -President, Kevin Kaplan -Vice
President, Malea Cannon -Secretary, John Chapman -member, and Rachael Jonrowe- member & City Council
member.
Chair Sensabaugh called the meeting to order at 4:30 p.m.
Regular Session
A. Citizens wishing to address the board. — Members of Georgetown Art Works' Board of
Directors were present to speak on item B (see attachments).
B. Introduction of Georgetown Art Works Board of Directors and discussion regarding operations
of Georgetown Art Center. — Eric Lashley, Library Director. Members of both boards introduced
themselves. Lashley explained that the operating agreement between Georgetown Art Works
and the City of Georgetown will expire in August 2017. Discussion ensued regarding goals of
Georgetown Art Works for 2017 and how the Arts and Culture Board can help the organization.
Topics included, but are not limited to, volunteers, financial reports, partnerships with
Cordovan Art School, fundraising, exhibits, gift shop changes, diversity, and collaborating with
other downtown Georgetown organizations and businesses. No action taken.
C. Report from Georgetown Art Works regarding the operation of Georgetown Art Center. —Eric
Lashley, Library Director. Both boards reviewed the monthly report regarding the operation of
Georgetown Art Center. No action required.
D. Announcements regarding arts & culture in Georgetown. —Betty Ann Sensabaugh, Board
Chair. Board members reviewed a flyer for National Arts Month that showcased arts and
culture in Georgetown. No action required.
E. Review of correspondence to the Arts & Culture Board.'—Lawren Weiss, Administrative
Assistant. Board members reviewed a report from Georgetown ISD regarding use of funds
awarded during the 2015-16 grant process for Mark Kistler's Learn to Draw Assemblies. No
action required.
F Consideration and possible action regarding the minutes of the August 16, 2016 Arts & Culture
Board meeting. -Betty Ann Sensabaugh. Jane Estes moved to approve the August 2016
minutes as distributed. Laura Sewell seconded the motion, which passed unanimously.
G. Discussion regarding the 2016-2017 ,grant process. — Eric Lashley. Lashley discussed a
proposed timeline for this year's grant process. Board members discussed allowing individuals
to apply for funding for arts outreach projects, in addition to the arts and cultural organizations
in Georgetown. No action required.
H. Report regardinq 2016-2017 Sculpture Tour. —Dana Hendrix. Board members reviewed an
email between Hendrix, Weiss, Linda Wilde and Dar Richardson (attached to these minutes)
regarding changes to the 2016-2017 Sculpture Tour. No action required.
Discussion regarding the City of Georgetown arts and culture budget. —Eric Lashley, Library
Director and Lawren Weiss, Administrative Assistant. As we enter a new fiscal year, City staff
members are planning projects to enhance arts and culture in Georgetown. Lashley reminded
the Board that as stated in the bylaws, their role is strictly advisory, and the authority to expend
funds lies with City staff, not board members. The Arts & Culture Board is designed to
advocate and fundraise for arts and culture in Georgetown. Lashley reported on a budget plan
for 2016-2017 (attached to these minutes), and discussion followed regarding increasing public
art projects in the coming year.
J. Consideration of future board meetings. The next Arts and Culture Board meeting will be on
October 18, 2016 at 4:30 PM. No action taken.
Chair Sensabaugh adjourned the meeting at 6:25 p.m.

Call for Arts and Culture Grant Proposafl,
The Georgetown Arts and Culture Board invites grant proposals for art, music, theatre, and
cultural heritage events or projects to take place in Georgetown between December l, 2016 and
September ]0,20l7.The total budget for grants is $20.500. Recent grants have averaged $2,000
apiece. Nonprofit organizations, schools, informal arts and culture organizations, and individual
artists that are occo1iug public ad or an event open to the public are eligible to apply.
Proposals should bcoomore than 7pages long and include:
° Purpose and description ofthe event orproject
* Amount being requested and total budget, including other anticipated funding sources (e.Q,
donations, ticket sales, other grants)
° Date, location, admission charge, and anticipated attendance
• Size and demographic makeup ofpast audiences orparticipants
° Contact information (phone and email) for someone who is readily available to answer
questions about the proposal
Special consideration will be given for events or projects that meet one or more of these criteria:
^ Are free and open tothe public
w Include outreach tnpopulations that are traditionally underrepresented
( � ° Have a cultural tourism or economic impact (e.g., events that may attract people who also

attend other arts 8'culture venues orevents, stay overnight, shop, ordine inGeorgetown)
Organizations that receive funding will be required to follow up by:
° Recognizing the City of Georgetown Arts and Culture Board in their advertising and programs
• Submitting none-page report tothe Arts and Culture Board nolater than with

Dar, Linda, Lawren, and I had a great planning session regarding the Sculpture Tour yesterday. Since I will miss the Arts &
Culture Board meeting Tuesday, I wanted to give you the basic takeaway.
2016-2017 Proposal
Dar expressed his desire to retire from managing the selection process. Make this our transition year, retaining our
current invitational approach through Dar and Linda for this year but then putting in place a new process in 2017.
Raise the full -year honorarium to $400 to be more in keeping with surrounding area.
Offer 9 pieces, extending 6-7 of the pieces that are already in place and adding 2-3 that will be new this fall. All 9 will be
removed Oct. 31, 2017.
Compensate all artists each year, and insist on prompt removal of pieces at end of exhibit period.
Add concrete pads for locations where we lack them (library and rec center).
Begin to publicize new approach early in 2017 in preparation for 2017-2018.
2017-2018 Proposal
Have 9-12 brand new pieces installed November 15, 2017. Possibly add 3 pieces back at Rec Center Nov. 15, 2017 too, if
pads are constructed.
Thereafter, change all pieces out every November 15 (other area shows also change out in fall). Include artists reception
each year.
Selection process will no longer be invitational but will be entirely run by City. Issue Call for Entries Jul. 1 -Sept. 30, 2017
in order to make selections at October Arts & Culture Board meeting.
Installation of all new pieces week of Nov. 15, 2017 (no entry fee; if a piece sells it can be replaced by the artist).
Possibly include a competitive element with juror and cash awards (ie, Highland Lakes offers $2,000 for best of show
now; we could do less and perhaps a people's choice too).
