Regular Session (This Regular session may, at any time, be recessed to convene an Executive Session for any purpose authorized by the Open Meetings Act, Texas Government Code 551.) A. Call to Order Gene Jantzen, Chairman of the Board, called the meeting to order at 6:08 p.m. Five Commission members were present, with Commission members Dan Bonner, Tiffany Enos, and Valerie Nicholson absent, thus constituting a quorum. Also present was Staff Liaison Fire Chief John Sullivan and Staff Liaison Office Specialist Linda White. Statutory Consent Agenda The Statutory Consent Agenda includes non -controversial and routine items that may be acted upon with one single vote. An item may be pulled from the Consent Agenda in order that it be discussed and acted upon individually as part of the Regular Agenda. B. Consideration and possible action to approve the minutes of meetings held on September 19, 2016 and October 17, 2016 — Gene Jantzen, Board Chair. The minutes were approved by unanimous acclamation by the Board. (5-0) Legislative Regular Agenda The Commission on Aging will individually consider and possible take action on any or all of the following items: C. Discussion regarding the upcoming four expiring terms of appointment in February 2017 on the Commission on Aging Advisory Board — Gene Jantzen, Board Chair. Mr. Jantzen shared that the terms of Dan Bonner, Gene Jantzen, Donna Livingston and Patricia Strickland will be expiring the end of February 2017. In addition, the unexpired term of former Board member, William Dalton who resigned to move out of state, has never been filled. Mr. Jantzen stated if any of those whose terms are expiring are interested in re -applying, an application form may be obtained from Staff Liaison Linda White, or go online and access the Georgetown web site. The application process began November 1, 2016 and ends on January 6, 2017. D. Status report from each of the Priority Initiatives: Communication, Transportation, Dental Care, Affordable Housing, Mental Health — Board members. Transportation — Ginny Hahn and Dan Bonner. Ms. Hahn stated that she is trying to assist Faith in Action in obtaining more of a presence on the Sun Commission on Aging November 21, 2016 City campus in hopes of finding additional volunteers to provide transportation for the senior population. Mr. Jantzen suggested that Ginny might contact representatives of organizations associated with Sun City — WHO (Women Helping Others), Rotary, Kiwanis — to speak during a monthly meeting. Ms. Hahn explained that there are many committees throughout the Sun City campus that have individual liaisons who report to the NRO (Neighborhood Representative Organization). This way the NRO keeps informed of activities throughout Sun City. This type of connection might be something that the Commission on Aging might consider at some point in time. Ms. Hahn shared that the Sun City community is conducting a strategic planning initiative process as to how best to provide for the increase of an aging population within Sun City. Included in the planning process is consideration of assisted living facilities within Sun City. Ms. Hahn mentioned that the Commission might consider sending members to attend various choice Board/Commission/Committee meetings pertaining to senior citizens in order to keep the Commission on Aging knowledgeable of what is being discussed/planned for the senior citizens in Georgetown. Dental — Patricia Strickland. Bluebonnet Trails will be opening a pharmacy within their facility in Round Rock in the spring of 2017. Ms. Strickland will plan site visits to a few dentists regarding participation with non-profit organizations offering free or discounted dental care in Central Texas. Ms. Strickland will continue working to introduce for implementation of a Public/Private program "Georgetown Smiles", which was created within the Commission on Aging Dental Priority Initiative. Housine — Virginia Lazenby and Donna Livingston. Ms. Livingston attended a housing meeting at which Jennifer Bills, City of Georgetown Housing Coordinator, spoke. Miss Bills explained about a housing tax credit and in addition, reporting that there are three new developments to be built by the end of 2018. Mr. Jantzen reported that developers are beginning to designate portions of their developments to senior housing which are homes built specifically to meet the needs of senior citizens. Mental Health — Gene Jantzen. Mr. Jantzen reported that the Georgetown Behavioral Institute team spoke at a recent Sun City Kiwanis meeting. The presentation went well and the Kiwanis members were very interested in the care provided at the institute along with the programs offered. E. Discussion of future agendas and priorities — Gene Jantzen, Board Chair. Status reports from the Priority Initiatives will be given by the Board members. Eric Lashley, Library Director, and Patrick Lloyd, Community Resources Coordinator, will present during the December meeting. Linda White will follow-up with Nat Waggoner, Transportation Analyst, and Vickie Orcutt, Executive Director, Faith in Action, to confirm their presentation during the December meeting. Mr. Jantzen asked the Commission to actively seek presenters within the realm of their priority initiative and discuss a schedule to present during the Commission's monthly meetings for 2017. The Commission discussed cancelling the January meeting due to the third Monday being Martin Luther King, Jr. Day with City, County and government offices being closed. Adjournment The next Board meeting will be Monday, December 19, 2016, at 6:00 p.m., at the Public Safety Facility, 3500 DB Wood Road, Georgetown, Texas. Deadline for submittal is January 6, 2017. Mayor Ross will spend time reviewing the applicants, prepare his recommendations, all in time for approval at the appropriate February City Council meeting. There will be an Ethics Orientation the evening of February 23rd for all re -appointed and newly appointed Board members. This orientation is required by State law. There will be a training session for members accepting Chair positions during the early afternoon of March 30th. The evening of March 30th will be a reception in honor of all re -appointed and newly appointed Board members. I sincerely hope that each of you will seriously ponder your role on this Commission and how your participation and input has brought this Board forward over the past two years to where it is today. The Board has benefited from each month's presentations as well as taking to heart each of the five initiatives, incorporated what has been learned, searching to learn more and how best to go about helping to solve some of the issues to help better the lives and care of the senior residents of Georgetown. Valerie Nicholson moved to approve the minutes from the August 15, 2016 meeting. Donna Livingston moved to second the motion, which the Board approved unanimously. (8-0) Legislative Regular Agenda The Commission will individually consider and possibly take action on any or all of the following items: C. Presentation and discussion regarding the Williamson County Community health Assessment and Improvement Plan — Ray Langlois, Coalition Coordinator of the Wi1Co Wellness Alliance and Melissa Tung, Systems Analyst for the Williamson County and Cities Health District. Melissa Tung began the presentation by presenting an overview of the Community Health Assessment (CHA) which included findings from the 4 MAPP assessments: 1. Community Health Status Assessment 2. Community Themes and Strengths Assessment and Forces of Change Assessment 3. Local Public Health Systems Assessment 4. Health Priorities as well as how the results fed into identifying the top 5 health priorities, which are: 1. Mental Health 2. Access to Healthcare 3. Awareness of Healthcare Resources Commission on Aging September 19, 2016 4. Active Living 5. Chronic Disease Melissa also presented issues such as changing demographics, growing aging population in Williamson County and how that affects health. Ray Langlois explained the new Wi1Co Wellness Alliance (WWA) coalition model and how it is the main vehicle for implementation of the new 2017-2019 CHIP. Ray also gave an overview on the new CHIP which included the process and timeline for action planning. The Commission was asked what would they like to see accomplished based on the CHA. Responses were for the aging population to have access to dental services, adult day care for seniors, transportation for seniors, and to establish a similar Sacred Heart Community Clinic in Georgetown modeled after the clinic in Round Rock. The Commission was asked if there were areas where the WilCo Wellness Alliance could better assist in the health care of the senior population. The Commission suggested communicate information, work with agencies in providing transportation among the seniors, and assist in the coordination of all service providers of the aging population. D. Discussion regarding applicants for the Commission on Aging Advisory Board — Gene Jantzen, Board Chair. Board member William Dalton, Jr. resigned his position due to relocating to Florida. Due to the fact that the term of this position expires in February 2018, the Commission has been given the opportunity to recruit. Mr. Jantzen distributed applications among the Board members. Applicants are to complete the application forms then submit their application and resume to the City Secretary for the Mayor's review and recommendation to the City Council. E. Discussion and possible action for Commission on Aging monthly meeting dates during November 2016 and December 2016 — Gene Jantzen, Board Chair. Discussion occurred regarding the regular meeting dates during the holiday season to consider the possibility of rescheduling the two monthly meeting dates. The Board members expressed there are no conflicts with their schedules and the regular monthly meeting dates for the holidays; therefore, the Board will meet on the third Monday evening during November and December. Patricia Strickland and Tiffany Enos did state they will not be in attendance during the December meeting. F. Status report from each of the Priority Initiatives: Communication, Transportation, Dental Care, Affordable Housing, Mental Health — Board members. Several Board members gave overviews of their Priority Initiative. G. Discussion of future agendas and priorities — Gene Jantzen, Board Chair. Fire Chief Sullivan will give a quarterly report of pre -hospital medical services. A Gift of Time -Adult Day Care, Josie Zamora, will present. Status reports from the Priority Initiatives will be given by the Board members. Consideration and possible action to approve the minutes of the meeting held on September 19, 2016 — Gene Jantzen, Board Chair. Tabled due to no quorum of the Commission. Legislative Regular Agenda Due to the lack of a quorum of the Commission on Aging, individual agenda items were presented and discussed but no action or vote was taken on any of the following items: C. Presentation and discussion regarding A Gift of Time -Adult Day Care — Josie Zamora, President, A Gift of Time -Adult Day Care. Josie Zamora, President, Joe Ruiz, Vice President, Carol Glasco, Secretary, and Steve Howard, SCORE mentor, presented. Ms. Zamora stated that she and this group have been working for several months with the State of Texas, as well as other entities, to establish a non-profit adult day care service in the City of Georgetown. The intent of "A Gift of Time -Adult Day Care" is to provide daytime care for older adults with physical or cognitive needs to participate in activities designed to engage both the mind and body including music, brain boosters, gardening and more. Each day would be designed to provide activities, meals and snacks, and transportation options. Programs, resources and education will be planned and provided for the caregiver. Ms. Zamora will return after the first of the year to update the Commission on Aging members as to the progress of the adult day care program. Commission on Aging October 17, 2016 D. Presentation and discussion of pre -hospital medical services and needs within the Georgetown community — John Sullivan, Fire Chief, Georgetown Fire Department. Fire Chief John Sullivan gave an overview of various medical services needed and provided by the Emergency Medical Services staff over the past several months. Chief Sullivan gave an overview of a couple of new programs that will eventually be implemented, Smart 911 (silver alert for senior citizens) and Pulse Point (cardiac arrest survival). E. Discussion regarding applicants for the Commission on Aging Advisory Board — Gene Jantzen, Board Chair. Mr. Jantzen stated that the City Secretary's office had not received any applicant applications from which an appointment would be made to complete the term of former Commission member, William Dalton who resigned to relocate out of state. Therefore, the vacancy will be filled during the normal application process to serve on a City Board or Commission beginning in November. F. Status report from each of the Priority Initiatives: Communication, Transportation, Dental Care, Affordable Housing, Mental Health — Board members. Transportation — Ginny Hahn stated that the recent Volunteer Workshops held in Sun City were very well attended. From the two workshops held, there were ten attendees who volunteered to work with Faith in Action in providing transportation to senior residents. G. Discussion of future agendas and priorities — Gene Jantzen, Board Chair. Status reports from the Priority Initiatives will be given by the Board members.
