HomeMy WebLinkAboutMinutes_HOUAB_01.23.2017City of Georgetown, Texae Housing Advisory Board Minutes January 23, 2107, at 3:30 p.m. Historic Light and Waterworks Building, 406 W. 81h Street Georgetown, Texas 78626 Members present: Richard Glasco, Chair; Brenda Baxter, Vice Chair; Nikki Brennan; Joseph Gonzales; Randy Hachtel and Harry Nelson Members absent: Marion Goforth Staff present: Jennifer Bills, Housing Coordinator; Wayne Reed, Assistant City Manager; and Karen Frost, Recording Secretary Call to Order by the Chair at 3:31 p.m. with reading of the opening remarks. A. Welcome to guests — Wayne Reed. Legislative Regular Agenda B. Consideration and possible action to approve the minutes from the November 14, 2016 meeting. Karen Frost, Recording Secretary Motion by Gonzales, second by Nelson to approve the minutes as presented. Approved 5— 0 — 2, Goforth absent, Brennan not present for this vote. C. Update and discussion on the future work plan for the Housing Advisory Board and Housing Coordinator — Jennifer Bills, Housing Coordinator Bills announced that she submitted her letter of terminations with the city her last date to work for the city is February 8, 2017. She is moving to the City of Bastrop as the Assistant Planning Director. Reed expressed gratitude for everything that Jennifer has done for the city and the work she has done here. She will definitely be missed. He stated there would be a reception honoring her work and that information would be forthcoming to the Board. He then left the meeting. Bills stated the work plan for the board included three tasks. The first one, to review the Housing Tax Credit process has been accomplished. The second task of updating the Housing Element of the Comprehensive Plan has not started yet. There is $24,000 in the current budget to upgrade the demographics of the plan. She said a consultant will be hired to look at the inconsistencies of the demographics between different elements so that all plans are based on the same base information, i.e. the average age of residents. Commissioner Brennan entered the meeting. The third task is to review the feasibility of the Housing Programs and to provide an analysis on strategies that are already in use both nationally and within Texas. And to determine which strategies would best serve Georgetown. $35,000 is budgeted for a consultant to provide the analysis. D. Upcoming items: Housing Advisory Board Page 1 Minutes January 23, 2016 • The next regular meeting of the HAB will be February 20, 2017. Richard Glasco announced he would only be serving for one more meeting. His term is over. Randy Bechtel announced he had reapplied and hoped to be on the board again. Marion Goforth's term is up and she did not reapply. Concern was expressed over the economy and future grant funding of housing projects. Mr. Gonzales expressed his appreciation for Bill's service to the community and restated that she will be missed. Motion by Gonzales, second by Brennan to adjourn. Meeting was adjourned at 4:20 pm.
