The City of Georgetown Civil Service Commission met on May 15, 2017 at 3:00 PM at Georgetown City
Hall — Main Floor Conference Room — 113 E 8th St., Georgetown TX. 78626.
In attendance were; Tadd Phillips, HR Director, Elliott Harper, HR Generalist, Craig Murray, Wayne
Nero, Commissioners Hank Michel, Gordon Pierce, Luis R. Zamot
Call to Order at 3:00 p.m.
Regular Session
(This Regular session may, at any time, be recessed to convene an Executive Session for any purpose
authorized by the Open Meetings Act, Texas Government Code 551).
A. Approval of Minutes from January 5, 2017 Civil Service Commission Meeting
a. Motion by Commissioner Pierce, 2" d by Commissioner Zamot, Approved 3-0
B. Approval of Minutes from January 25, 2017 Civil Service Commission Meeting
a. Motion by Commissioner Pierce, 2" d by Commissioner Zamot, Approved 3-0
C. Discussion and possible action to certify an eligibility list for the position of Police Officer
a. Commissioner Michel — Why is there a different time listed on the Leopard course
material; E. Harper — the document reflect the old completion time, It was included in
the packet to illustrate the requirements of the course; E. Harper explained the
scoring of the entry exam, written exam, background, interview, BPAD, Leopard,
and professional resume; E. Harper explained preference points for military and
TCOLE certs; Commissioner Michel —This provides the option of a 6 month or 1
year list; W. Nero — Right now the # of applicants is too small to accommodate a l
year list in the future it may not be; Commissioner Zamot — It allows for multiple
tests if we have a small number of applicants; Commissioner Zamot — Do we use our
own academy; W. Nero — At this time we use capcog and temple; T. Phillips — this is
our first time using this process and it has allowed us to create a better list initially;
Commissioner Zamot- the upfront effort appears to have streamlined the process;
Commissioner Zamot — What kind of recruitment efforts do we have; W. Nero and E.
Harper — we recruit online and in multiple paper formats as well as social media.;
Motion by Commissioner Zamot, 2nd by Commissioner Pierce, Approved 3-0
D. Presentation on the Civil Service Commission expectations and authority of role by the Civil
Service Director
a. T. Phillips — Discussed the role of Commission; Commissioner Zamot — requested
that additional information and updates be provided to the community by the police
department; T. Phillips — we will notify the police department communications
department of request; Commissioner Zamot — if personnel would like to go to the
arbitrator, who provides that service and how is the list of names agreed upon; T.
Phillips — the hearing examiner is chosen in agreement by the City and the employee
and they are normally selected through the AAA; Commissioner Michel- who makes
up the leadership committee at the Police Department; E. Harper- Employees both
sworn and civilian from different areas within the department
E. Updates to the Civil Service Commission by the Civil Service Director
a. We have an upcoming Fire Lt Promotional Exam — would like to schedule our next
meetings; Commissioners agreed upon 7/24 @ 10 a.m. and then some day the week
of the 3151 to certify he eligibility list.
F. Adjourn
a. Motion Commissioner Pierce, 2°d Commissioner Zamot, approved 3-0
