HomeMy WebLinkAboutMinutes_CVSVS_07.24.2017Minutes of Meeting for the Civil Service Commission City of Georgetown July 24th, 2017 at 10:00 a.m. The City of Georgetown Civil Service Commission met on July 24t", 2017 at 10:00 AM at Georgetown City Council Chamber —101 E 7th St., Georgetown TX. 78626. In attendance were; Tadd Phillips, Elliott Harper, John Sullivan, Jeff Davis, Kendra Lyons, Georgetown Firefighters, Commissioners Hank Michel, Gordon Pierce, Luis R. Zamot Call to Order at 10:00 a.m. Regular Session (This Regular session may, at any time, be recessed to convene an Executive Session for any purpose authorized by the Open Meetings Act, Texas Government Code 551). A. Approval of Minutes from May 15th, 2017 Civil Service Commission Meeting a. Motion by Commissioner Pierce, 2nd by Commissioner Zamot, Approved 3-0 B. Discuss process for handling submitted promotional appeals a. Elliott Harper described the process for promotional exam appeals. Reading the appeal, question, answer, candidates request. Candidates can speak on behalf of their appeal to elaborate. Test writer is here as a subject matter expert as well as Chief Sullivan and Chief Davis. C. Discussion and possible action related to submitted appeals for the fire lieutenant promotional exam that occurred on July 13th, 2017 a. Elliott — Test on July 13", 11 candidates passed 10 candidates with a 70 or higher. Received 3 appeals. Elliott read question number 5, and candidate's appeal as well as his desired outcome. Candidates spoke on behalf of appeal. Commissioner Michel requested clarification from Chief Davis. Chief Davis elaborated on the difference between Live Load and Impact Load. Commissioner Zamot discussed the differences in load impact. Commission voted to sustain the answer key 2- 0. Elliott — Read question number 79 and appeal submitted. Candidate spoke on behalf of appeal. Candidate stated that all of the answers reflected an intersection. Commissioner Michel asked if they would come to a full stop if there was no stop sign. Test writer provided more clarification on the meaning of the question. Stopping at all intersections would include green lights. Commissioner Pierce asked for clarification on whether this meant the truck was going with lights or no lights and if it even considered if the truck had the right of way. Commissioner Michel felt the question and answer were very clear. All commissioners voted to sustain the key. Elliott — Read appeal and went over source material. Commissioner Zamot requested the question be re -read. Elliott- Re -read the question and appeal. Candidate did not speak on appeal. Commission voted to sustain the key. Commission voted to sustain the answer key on all items. Motion Commissioner Pierce —sustain answer key on all appeals with 2-1 on first appeal, 3-0 on 2nd appeal, and 3-0 on 3rd appeal. 2nd Commissioner Zamot, Approved 3-0 D. Update to Commission by Deputy Civil Service Director a. Discussed date for next meeting, Commissioner agreed on Monday January 31St department of request; Commissioner Zamot — if personnel would like to go to the.
