Members Jeff Parker, Hugh Brown, Steve Fought, Kevin Kelly, Keith Brainard, Bill Mateja, Present: Members Steve Klein Absent: David Morgan, City Manager/General Manager; Wayne Reed, Assistant City Manager; Staff Michaela Dollar, Director of Economic Development; Conchita Gusman, Economic Development Program Manager; Leah Wallace, Finance Director/Finance Manager; Laurie Present: Brewer, Assistant City Manager; Debbie Mitchell, Senior Accountant; Paul Diaz, Analyst; Tina Dunbar, Marketing Coordinator MINUTES Call to Order at 4:00 pm Legislative Regular Session A Consideration and approval of the minutes for Georgetown Economic Development Corporation for the regular meeting held Monday, January 23, 2017 --Kevin Kelly, Secretary Motion by parker, second by Fought to approve the January 23, 2016 Minutes. (Approved 6-0) B Consideration of January 31, 2017 and February 28, 2017 financial reports and discussion regarding the Fiscal Year 2016 external audit and Comprehensive Annual Financial Report for the City and GEDCO -- Leigh Wallace, Finance Manager, GEDCO, Finance Director, COG. Wallace presented the reports and she and her staff answered questions from the Board. C Consideration and possible action regarding GEDCO and City Council participation in a Feasibility Study regarding the need for a Hospice Facility in Georgetown - Steve Fought, GEDCO Board member Fought explained the need for a hospice facility in Georgetown. Morgan answered questions from the Board regarding GEDCOs role in this study and ways the City could assist the hospice company conducting the feasibility study. D Consideration and possible action to approve a recommendation from staff regarding a consultant to conduct a Target Industry and Workforce Analysis for Georgetown - Michaela Dollar Dollar updated the Board on the progress of the Target Industry and Workforce Analysis and staff's recommendation of Avalanche as the consultant. Following discussion action was taken: GEDCO Minutes March 20, 2017 Page 1 of 2 Motion by Parker, second by Mateja to approve the recommendation from staff to hire Avalanche Consulting to conduct the Target Industry and Workforce Analysis. (Approved 6-0) E Review and possible action related to the Day and Time of the GEDCO Board Meetings --David Morgan, General Manager No changes were requested F Confirmation and approval of the Fourth Amended Bylaws for GEDCO approved by the City Council on December 8, 2015 and the Articles of Amendment for GEDCO approved by the City Council on December 8, 2015 related to Board Membership --David Morgan, General Manager Motion by Brown, second by Kelly to approve the GEDCO bylaws as submitted. (Approved 6-0) G Review and discussion regarding the City Council Attendance Policy for Board Members --David Morgan, General Manager Morgan reviewed the policy H Consideration and possible action to nominate and elect a President, Vice -President, and Secretary consistent with Section 3.02 of the GEDCO Bylaws— David Morgan, General Manager Following discussion and nominations: Motion by Fought, second by Mateja to elect Jeff Parker as President. Motion by Fought, second by Mateja to elect Kevin Kelly as Vice President. Motion by Fought, Second by Brown to elect Bill Mateja as Secretary. Action out of Executive Session No Executive Session Discussion and possible action regarding the Staff Report —David Morgan, City Manager Gusman provided an update on one of the active projects. Morgan provided an update on existing projects and current activity and answered questions from the board.
