HomeMy WebLinkAboutRES 010918-I - CAMPO Pedestrian & TDCREs o�o�►�-z A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GEORGETOWN, TEXAS, AUTHORIING THE APPLICATION TO THE 2019-2022 CAMPO PROJECT CALL FOR THE WILLIAMS DRIVE SIDEWALK AND PEDESTRIAN IMPROVEMENTS AND THE USE OF TDC CREDITS AS OUTLINED IN THE CAMPO PLATINUM PLANNING PROGRAM 2017 WILLIAMS DRIVE STUDY. WHEREAS, the Capital Area Metropolitan Planning Organization (CAMPO) has issued a Fiscal 2019-2022 Project Call; and, WHEREAS, the City of Georgetown Overall Transportation Plan and 2015 Voter Approved Bond Program identified a Sidewalk Safety and ADA Accessibility program; and, WHEREAS, Transportation Development Credits (TDC's) are a federal financing tool that permits the non -Federal share of a project's cost to be met through use of a soft match with a corresponding investment by the non -Federal partner on a similar project equivalent to the TDC's utilized; and WHEREAS, the City of Georgetown will be utilizing 2015 Voter Approved Bond Program identified a Sidewalk Safety and ADA Accessibility program dollars on SH 29, which would represent a corresponding investment on a similar project equivalent; and WHEREAS, on January 26, 2016, the City Council of the City of Georgetown, Texas, entered into an Interlocal Agreement with the Capital Area Metropolitan Planning Organization ("CAMPO") to complete a study of Williams Drive, in accordance with CAMPO's Platinum Planning Program; and WHEREAS, CAMPO's Platinum Planning Project for Williams Drive identified five primary issues, including traffic congestion, traffic operations, barriers to redevelopment and reinvestment, aesthetic enhancements, and pedestrian and bicycle facilities; and WHEREAS, the Study's final plan captures the vision of the community for the Williams Drive corridor incorporating short, mid and long term recommendations; and WHEREAS, the City Council finds that the Study's final plan, including the concept designs and implementation plan, meet the purpose and goals of the Study. WHEREAS, the short term (0-4) years projects outlined in the Study's Implementation Plan were adopted including completing design and programming of a Williams Drive Sidewalk/Pedestrian/Bike Improvement program. Resolution No. Ol_C> 1 I S -I, Page 1 of 2 Date Approved ���_� NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GEORGETOWN, TEXAS: SECTION 1: The facts and recitations contained in the preamble of this resolution are hereby found and declared to be true and correct, and are incorporated by reference herein and expressly made a part hereof, as if copied verbatim. The City Council hereby finds that the proposed projects implements improvements identified in the 2017 CAMPO/City of Georgetown Williams Drive Platinum Planning Study. In addition, the City Council hereby finds that this resolution promotes the City Council's strategic goals to create a strategy to increase mobility. SECTION 2 That the City of Georgetown supports the use of Transportation Development Credits to complete this project application as an equivalent project investment will be made of SH 29 Sidewalk and ADA Improvements. SECTION 3 That the City of Georgetown submits the 2019-2022 CAMPO Project Call Application for Williams Traffic Management Center Programming as outlined in the 2017 Williams Drive Study, and strongly encourages CAMPO and Texas Department of Transportation to approve the application. SECTION 4: The Mayor is hereby authorized to execute, and the City Secretary to attest this Resolution. SECTION 5: This resolution shall become effective immediately upon adoption.
