Housing Advisory Board
Minutes
May 15, 2107, at 3:30 p.m.

Members present; Joseph Gonzales, Chair; Brenda Baxter, Vice Chair; Nikki Brennan; Randy
Hachtel; Harry Nelson; Brian Ortego; and Lou Sneed
Members absent: none
Staff present: Sofia Nelson, Planning Director and Karen Frost, Recording Secretary
Call to Order by the Chair Gonzalez at 3:30 p.m.
A. Welcome to guests -no guests were present.
Legislative Regular Agenda
B. Consideration and possible action to approve the minutes from the February 20, 2017
meeting. Karen Frost, Recording Secretary
Motion by Brennan, second by Nelson to approve the minutes. Approved 7 - 0.
C. Discussion and review of the 2012 Adopted Housing Element in preparation for update.
Sofia Nelson discussed the Housing Element. She asked the board members to review it
before the next meeting to help identify any holes in the data or needs of the community
that might not be addressed.
She reviewed the previous Housing Coordinator's work plan that was approved by
Council in 2016. It identified the purpose of the board and a proposed work plan. That
plan identified the need for an additional 1000 housing units and a need for multi -family
housing. It looked at current trends at the time and now needs to be updated with the
development that has occurred since that time.
The plan identified needing to revise the Housing Tax Credit process, which has been
accomplished and adopted. It also included revising the Housing Element, which has
been budgeted and adopting some Feasibility Tools, which has also been budgeted.
Commissioners discussed the element and identified that fact that one of the gaps of the
plan is that it was missing an implementation list, They also discussed that the plan
should help identify incentives to developers to build more workforce housing. More
current demographics and data will be needed and gathered to provide a more useful
plan. Board members asked for a map of the current multi -family developments with
the transportation and bus routes included. They also asked for an update on the tax
credit projects currently under construction.

19, 2017.
Motion by Baxter, second by Bechtel to adjourn. Meeting was adjourned at 4:22 pm.
