Housing Advisory Board
Minutes
July 17, 2107, at 3:30 p.m.

Members present: Joseph Gonzales, Chair; Nikki Brennan; Randy Hachtel; Harry Nelson; Brian
Ortego; and Lou Sneed
Members absent: Brenda Baxter, Vice Chair
Staff present: Sofia Nelson, Planning Director; Nat Waggoner, Long Range Planning Manager
and Karen Frost, Recording Secretary
Call to Order by the Chair Gonzalez at 3:37 p.m.
A. Welcome to guests

B. Consideration and possible action to approve the minutes from the May 15, 2017
meeting. Karen Frost, Recording Secretary
Motion by Brennan, second by Snead to approve the minutes. Approved 6 – 0 (Baxter
absent).
C. Discussion and review of the 2012 Adopted Housing Element in preparation for update.
Sofia Nelson discussed the Housing Element. She asked the board members to review it
before the next meeting to help identify any holes in the data or needs of the community
that might not be addressed.
She reviewed the previous Housing Coordinator’s work plan that was approved by
Council in 2016. It identified the purpose of the board and a proposed work plan. That
plan identified the need for an additional 1000 housing units and a need for multi‐family
housing. It looked at current trends at the time and now needs to be updated with the
development that has occurred since that time.
The plan identified needing to revise the Housing Tax Credit process, which has been
accomplished and adopted. It also included revising the Housing Element, which has
been budgeted and adopting some Feasibility Tools, which has also been budgeted.
Waggoner presented the new fixed‐route bus system and looked at the map in
comparison to existing and developing apartment projects. The city will be looking at
targeted areas for possible affordable housing with supporting services when the
comprehensive plan is being updated, along with the future land use plan. The bus
routes will be reviewed every six months to evaluate the ability of the system to expand
or insure it is meeting the goals of the program, is providing access for the workforce
population to get to work.

Commissioners discussed the rapid growth on the southeast side of Georgetown. The
need for affordable housing is identified. The solutions will take more work, funding
and development and the group is anxious to take action.
D. Upcoming items:
The next regular meeting of the Housing Advisory Board is scheduled for
August 21, 2017.
Motion by Brennan, second by Snead to adjourn. The meeting was adjourned at 4:40 pm.
