HomeMy WebLinkAboutRES 08.26.1986 - Fee PolicyRESOLUTION Whereas, the City Council of the City of Georgetown, Texas desires to establish and maintain recreation programs for all its citizens; and Whereas, the City Council of the City fo Georgetown, Texas desires to establish a policy which provides for a fair monetary return and equitable distribution of its services for such programs; and Whereas, the City Council of the City of Georgetown, Texas desires to promote and maintain the high quality of volunteer service in its recreation programs; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GEORGETOWN, TEXAS: That the fee policy as stated below be followed by the City Council and the city staff: Scope All citizens of the incorporated City of Georgetown, Texas, its extraterritorial jurisdiction as defined in the State of Texas statutes and those residents who live within the boundaries of the Georgetown Independent School District are considered within the same group of citizens of Georgetown for this purpose. Eligibility Organizations which meet all of the following criteria are to be considered volunteer public-service organizations and are not subject to user fees imposed by the City so long as these criteria are met by such organizations; 1. Must be open to all members of the public within the designated boundaries enumerated above, 2. Must be a non-profit organization recognized by the Internal Revenue Service under its regulations, 3. Have a charter or statement of purpose registered with the Secretary of State, 4. Have a duly elected Board of Directors or a governing board, 5. Staffed by volunteers with no paid employees, 6. Provide for a City review of all financial records of the organization, 7. Provide that all fees or funds which are collected be returned to the program for the benefit of those persons who paid the fees or funds, 8. Have a regular schedule of recreation activity on at least an annual basis, 9. Have a recreation program with participation by at least 25 persons, 10. Perform ordinary and routine maintenance on the facility which the organization is using. (This is not the maintenance which must be performed by the City on the various City provided utilities.) Basic Services, as defined by the Parks & Recreation Department, will be provided at no charge. Special services will be provided for a fee, as established by the City. Any organization which does not meet all of the above criteria will be considered as a non -volunteer service organization and; as such, will be required to reimburse the City of Georgetown for the use of recreational facilities at the prescribed rate for such usage. These rates shall be determined annually by the City staff and such rates will provide for a return of funds expended by the City for maintenance, operation, and replacement costs of such facilities. Replacement costs should be computed over the reasonable useful life of the facility. The replacement cost should not include the cost of land.
