Whereas, the City Council of the City of Georgetown, Texas,
desires to generate revenue equitably to defray the costs of
certain city services; and
Whereas, the city library provides library services to a
user population extending outside the city limits and is a city
service supported by city tax revenues; and
Whereas, the cost of such services creates an increasing
expense to the city; and
Whereas, a user fee for persons who use the city library and
reside outside the city limits is a reasonable way to distribute
the costs for library service; '
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF GEORGETOWN, TEXAS:
That persona who use the city library who reside outside the
city limits will be charged a user fee for book rental and other
goods or services provided by the Georgetown Area Public Library,
and the fee may be set and the commencement date for assessment
and collection of the fee may be decided by the Georgetown Area
Public Library Board.
Further, the user fee shall not be assessed against any
person who is over seventy years of age or who is a member of a
family or is a single person whose annual income fits the elig-
ibility requirements for public school lunch assistance.
PASSED and APPROVED this (I-- day of U�1�3 �_ _- , 1986,
by the City Council of the City of Georgetown, Texas, convened in
regular session with a lawful quorem present.
