City et Gowcot©ws Georptows Texas Customer's Name Street or PM Address City or Town Subject: Substation Switching Gentlemen: In order to facilitate restoration of service when there has been an interrup- tion and at times to effect predetermined clearances, the Lower Colorado River Authority has in the past used designated persons in the employ of certain of its customers to perform switching services on Authority equipment in substations serving such customers, These men have been paid a fixed amount per substation trip. The fixed amount paid has not accurately compensated for the services rendered in many instances. We are, therefore, addressing this letter to you as a feasible basis for improving this. --You are hereby requested to designate certain of your employees, -who in your - opinion are qualified, to enter the Lower Colorado River Authority substation at Geor sWaim, Tome for the purpose of operating switching equipment when the necessity arises. In such instances it will be necessary that our dispatcher here in Austin be certain he is receiving information from or issuing instructions to responsible personnel only; therefore, we would appreciate your listing by name in the blanks provided below those persons with whom our dispatcher is authorized by you to communicate when switching operations become necessary. Our dispatcher will have a list of these names before him while on duty and should any changes therein occur, we would appreciate receiving immediate notification from you. When it becomes necessary or desirable for your personnel to perform switch- ing operations on Authority equipment in the above described substation, such operations will be performed under instructions from the Authority dispatcher, but the actual work will be performed under your control and supervision as an independent contractor. Rather than paying a set amount per trip as has been done in the past, the Authority will in the future pay for the services an amount equal to your employee's normal wage for the time involved in the switching opera- tion, plus additional travel or telephone expenses incurred, if any. That is to say, if your employee whose hourly wage rate is $2.00 should spend two hours per- forming duty in connection with a switching operation on Authority's equipment as described above, the amount paid to you by the Authority for this service would be $4.00 plus any travel or telephone expense incurred. Payment would be handled by your rendering the Authority a statement on the first of each month for the services performed the preceding month. We feel that the above recommended procedure will expedite the re-estab- lishment of normal service following interruptions, and, if such procedure is agreeable with you, please indicate your acceptance thereof by signing and filling in the above requested names in the blanks provided below and returning the origi- nal and one copy of this letter agreement to the Authority.
