December 10, 1962
The City Council met in regular session on the above date, Mayor
R. S. Elliott presiding. The following Aldermen and Officials being present,
Kennie Wilcox, Jr., A. W, Hoyt, Jr., Doyle Lyda, Edward Lee Evans, E, P. Miles,
City Manager, Lee C. Black, Claud Eads, City Secretary, Dan Dowda,'Chief of Police,
Lenard McLaughlin, Fire Marshall, C. S. Sanders, Tax Collector & Assessor,
W. K. McClain, City Attorney, Fred Knauth, Also present were Miss Martha Bowmer,
and Mrs: Otis Persons, reporters. Don Scarbrough, Bill Forest, Robert Morse,
Robert Hughbe, Lamar Oxley, Jr.,
Manager Black read minutes of regular meeting held November 13th, which
were approved as read.
Manager Black read reports for the month of November and submitted General
Fund Bills for approval in the amount of $811.01. Motion by Aldeiman Wilcox
and seconded by Aldermen Hoyt that reports be accepted and bills be paid. Motion
carried by unanimous vote.
Motion by Kennie Wilcox, Jr, and seconded by Doyle Lyda that Wosleyan Home
be ;.ranted credit of 62,250.00 to be applied on Utility bill each until above credit
is exhausted. The above $2,250.00 represents balance of pledge to Wesleyan home
for the year from Sept. 1962 until Sept. 1963. Vote as follows, Ayes, Wilcox,
Lyda, Miles, Hoyt, Evans — Noes, None.
Robert Morse requested the council grant a franchise to operate T. V.
Cable to be installed in homes in Georgetown, under the Name of National Utilities.
& Cable Corporation.
Motion by Edward Lee Evans and seconded by A. W. Hoyt that Franchise
be granted to National Utilities & Cable Corporation on approval of Ordinance
after final & third reading. Motion carried by unanimous vote!

AN ORDINANCE OF THE CITY OF GEORGETOWN, TEXAS GRAFTING
TO NATIONAL UTILITIES AND CABLE CORPORATION AND IT'S
SUCCESSORS AND ASSIGNS, A PERMIT TO LOCATE, CONSTRUCT,
MAINTAIN, AND OPERATE A SYSTEM OF EXHIBITION OF VISUAL
AND AUDIBLE ENTERTAINMENT IN HOMES IN THE CI`1'Y OF
GEORGETOWN, TEXAS AUTHORIZING THE USE, RIGHT, PRIVILEGE,
POWER, X,.rD AUTHORITY TO CONSTRUCT, MAINTAIN, OPERATE,
AND REMOVE IN, OVER AND ACROSS THE STREETS, AVENUES,
PARMYS AND PUBLIC PLACES THE NECESSARY EgUIPMENT FOR
THE OPERATION OF SUCH SYSTEM IN THE CITY OF GEORGETOWN,
TEXASs PROVIDING FOR TJ1E REGULATION THEREOF; PROVIDING
FOR THE PROPER INSUR ICE ALD PERMIT FEES•

Motion by E. P. Miles and seconded by Doyle Lyda that Ordinance be passed to
its first reading Following votes, Ayes- Miles, Hoyt, Lyda, ;,(ilcox, Evans,
Noes - None. Ordinance was read in full.
The following men's names were submitted to the Council to serve on Commission
to write Charter for the City of Georgetown.

Motion by Be P. Miles and seconded by Edward Lee Evans that above named men be
accepted to serve on Commission to write the Charter for the City of Georgetown.
Motion carried by unanimous vote.
Mayor Elliott stated that the above named committee would first hold
meeting on the 20th, of December with Mr. Bill Olson with the Texas Municipal
League addressing the group as to their duties pertaining to the formulating
and writing a Charter for the City of Georgetown and urged that all councilmen
attend.
Mayor Elliott stated that H. H. Adams had approached him in reference
to buying land near the Auction Barn.
Motion by Wilcox and seconded by Lyda that there would be no sale of
any land to Mr. Adams but that Manager Black, Mayor Elliott and City Attorney
McClain contact Mr. Adams and arrange for lease agreement with him and report
back to council at later date. Motion carried by unanimous vote.
Motion by Hoyt and seconded by )Utes that City execute lease agreement
with L. C. R. A. to furnish power to City of Georgetown term of:jease to expire
1979-

of land into subdivisions in the City of Georgetown be read by caption third and
final reading. Roll call vote as follows: Ayes, ?.Riles, Hoyt, Evans, Wilcox, Lyda,

Motion by Evans and seconded by Miles that refund portion of Ordinance

RESOLUTION APPROVING HIGHLAND PARK SUPDIVISION N
On Motion of Evans, and seconded by Hoyt, the above resolution was adopted

RESOLUTION APPROVING SAN GABRIEL ESTATES SUBDIVISION
On Motion of Evans, and seconded by Lyda, the above resolution was adopted
see page # in Ordinance Book.
An Ordinance presented adopting and promulgating rules and regulations covering
the platting of land into subdivisions. Motion by Evans and seconded by Lyda,
that Ordinance be read in full, roll call vote as follows% Ayes, Miles, Evans,
Hoyt, Lyda, Wilcox - Noes- None. Ordinance was read in full.
AN ORDINANCE ADOPTING PROMULGATING RULES AND REGULATIONS
COVERING THE PLATTING OF THE LAND INTO SUBDIVISIONS IN THE
CITY OF GEORGETOWN, AND REQUIRING PLATS TO CONFORM TO SUCH
RULES AND REGULATIONS IN ORDER TO PROCURE THE APPROVAL OF THE
CITY COUNCIL OF THE CITY OF GEORGETOWN, DEFINING TERMS;
PROVIDING PENALTIES FOR THE VIOLATION'OF ANY OF THE PROVISIONS
THEREOF, AND PROVIDING FOR THE PARTIAL VALIDITY OF THE SAID,
ORDINANCE, AND PROVIDING FOR THE EFFECTIVE DATE OF SAID
ORDINANCE.
SECOND READING. Motion by Evans and seconded by Wilcox that Ordinance contains
the emergency claude and that usual rules for passing of the Ordinance be sus-
pended and that the Ordinance be read by caption hereafter. Roll call vote.
Ayes, Miles, Hoyt, Evans, Lyda, Wilcox, Noes - None.
THIRD READING . Motion by Hoyt and seconded by Evans, Ordinance be read in
caption third and final reading. Roll call vote. Aves, Miles, Hoyt, Evans, Vyda,
