Smith, presiding, the following Aldermen and officers being present: Aldermen: F.. E. Buchholz, J. R. Chastain, J. C. Godbey, C. C. Hamilton, and S. ". 7ilcox. Officers, W. H. Nunn, City Atty.; C. S. Sanders, Assessor and Collector, R. E. lard, manager utilities, Albert T5 -ay, marshal and !T,.. L. Cates, secretary. The First order of business being the Tax Ordinance for 1940 which was pfesented by Ordinance Committeeman J. C. Godbey, who, after reading the caption of same, moved that it be read in full, Nhd pabsed tasitscttdodd Vyading. The motion was seconded by Alderman J. R. Chastain, dhd fast passed ,unaninously, j;.the,_:fblinvtipg=;wad the vote. Ayes --Buchholz, Chastain Godbey Hamilton, 7,11ilcox. Noes --None. (See Ordinance in full on pagq;21 OL i It appearing that the said ordinance contains an emergency clause, requiring that the rules a-ixierg far reading of an ordinance at ge separate meetings for passabe suspended, Alderman J. C. Godbey then moved that the said rules be suspended, that tkxt the ordinance hereafter be read by caption only at each successive reading, and be passed to its third reading. The motion was seconded by Alderman Buchholz and was passed by the following unanimous vote. Ayes, Buch- holz, Chastain, Godbey, Hamilton, Wilcox, Noes --None, The Ordinance was read by Caption. On motion of Alderman Buchholz, seconded by Alderman J. R. Chastain, the ordinance was passed to its final reading by the following Unanimous vote. Ayes -Buchholz, Chastain, Godbey, Hamilton, Wilcox. Noes, None, Ordinance was read by caption and on motion of A-lderman J. R. Chastain, seconded by Alderman C. C. Hamilton the same was finally passed by the following unanimous vote: Ayes -Buchholz, Chastain, Godbey, Hamilton, Wilcox. Noes--Tlone. Ordinance # 2. Ordinance Committeeman J. C. Godbey presented an ordinance Of which the following is the calbtinn and moved that it be read in full and passed to its seconded reading: The Caption:A-An Ordinance making provisions for the payment of the principal and interest a* it accrues on the City's Bonds known as Water Works Improvement Bonds, and declaring . an emergency." Alderman S. E. 11ilcox seconded the motion and the same was passed by the following vote: Ayes --Buchholz, Chastain, Godbey, Hamilton Wilcox, Noes --None. (See ord. in full on page 72 -CO. Because of the emergency clause in said above ordinance, Alderman Buch4 holz moved that the usual rules for passing ordinances be suspended and the said ordinance be at each reading hereafterbe read only by caption, and that the same be passed to its third reading. The motion was second- ed by Alderman WilE. Wilcox and passed by the following vote. Ayes- Buch holz, Chastain, Godbey, Hamilton, Wilcox, Noes --none. Ordinance read by Caption: On motion of Alderman lilcox, seconded by Alderman J. R. Chastain, the said ordinance was was to its finanl read ing, The Vote was, Ayes --Buchholz, Chastain, Godbey Hamiltdn, Wilcox, Noes --none. Ordinance read by caption; On motion of Alderman J. C, Godbey, seconded by Alderman F. E. Buchholz the aforesaid ordinance was passed finally by the following vote: Ayes --Buchholz, Chastain, Godbey, Hamilton, Wilcox, Noes --none, SETTLER BOND ORD. Ordinance Committeeman J. C, Godbey Presented the following ordinance , the cation of which follows, and moved that it be read in full and passed to the second reading: "An ordinance mak- ing provision for the payment of the principal and interest as it accrues on the City's Bond known as the S.,iR BONDS, and declaring an emergency." Aldermen C. C. Hamilton sec onded the motion, and it was passed by the unanimous: vote of the Council, as follows: Ayes - Buchholz, Chastain, Godbey, Hamilton and 77ilcox. Noes -none. (See Ord. as read in full on page 72-D). The above ordinance containing the emergency clause, Alderman J. R. Chastained made the motion that the usual rules for passing endinances be suspended requiring th& same be read at each successive reading by Caption only and that the same be passed to its third reading. The motion was seconded by Alderman Itbm S. E. Wilcox, and was passed by the following vote. Ayes -Buchholz, Chastain, Godbey, Hamilton, Wilcox, A" ->"na
