BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GEORGETOUN, TEXAS, that it shall be unlawful for any person to, within the limits of this City, own, maintain or use any toilet, commode, sink or bath that is flushed with water, unless such toilet, commode, sink or bath be connected with and flushed into a sewer line of the said City, or be connected with and flushed into a septic, reservoir or tank, which such septic, reservoir or tank shall have been constructed and is maintained in accordance with the ap- proved method provided for in the rules of the Department of Health of the State of Texas for such septics, tanks or reservoirs. That any person violating any provision of this ordinance shall, on conviction, be fined any sum not less than one dollar, nor more than one hundred dollars, and that each day's violation hereof shall constitute a sepa- rate offense. That when it shall come to the knowledge of the said City that any such toilet, commode, sink or bath, it being operated in violation of the provisions of this ORdinance, and that such toilet, commode, sink or bath, is being supplied with or flushed from water from the City water system, it shall be the duty of the said City and of the Officers and agents thereof to discontinue the furnishing or supplying of water to any such person so violating this ordinance so long as any such violation shall continue. That the fact that there is no ordinance of this City adequately covering the matters above prohibited creates an emergency and public necessity that the rules be suspended with reference to the reading of ordinance at separate meetings and that this ordinance be at once passed and that it take effect from and after the passage and publication hereof.
